Pakistan Seed Regulation Gets a Unified Digital Overhaul

Seed regulation Pakistan is about to change in a big way. The federal government has proposed the Seed (Amendment) Bill, 2026, a fresh round of legislative reform that would consolidate all seed-related oversight, certification and variety registration under a single unified body, while making digital services and private-sector participation a core part of the new system. For Pakistan’s growing agritech startup scene, this shift opens real doors, but also brings new compliance realities to understand.

Why Pakistan’s Seed Rules Needed an Overhaul

Pakistan’s agriculture sector runs on seeds, literally. The seed sector is a key driver of agricultural productivity, food security and rural economic development. Yet for decades the system was held back by serious structural problems.

The reform was introduced in response to fragmented seed policies, limited regulatory capacity, outdated certification systems, and restricted access to improved and climate-resilient seed varieties. In short, too many agencies, too little coordination, and farmers getting the short end of the deal.

The situation was also rife with bad actors. When the current government assumed office in 2024, there were around 1,100 registered seed companies in the country, of which over 400 were found to be involved in irregularities. Their licences were subsequently cancelled to ensure the supply of quality certified seeds to farmers.

What the Seed Amendment Bill 2026 Actually Proposes

Pakistan is moving to overhaul its seed regulatory framework through the proposed Seed (Amendment) Bill, 2026, seeking to bring seed certification, variety registration and quality-control functions under a unified authority while promoting digital services and private-sector participation.

The proposed amendments to the Seed Act, 1976, are aimed at enhancing regulatory efficiency, promoting innovation in seed development and ensuring timely availability of high-quality seeds to farmers.

One important constitutional detail: the bill records that the provincial assemblies of Balochistan, Khyber Pakhtunkhwa, Punjab and Sindh passed resolutions under Article 144 of the Constitution enabling Parliament to suitably amend the Seed Act, 1976. This means all four provinces are on board, which removes a major political hurdle for implementation.

The authority would also register seed varieties after pre-registration checking, publish a list of registered plant varieties, formulate procedures for maintaining the purity of seed stock and conduct research in seed science and technology.

The bill proposes a major institutional transition by transferring all functions, powers, duties, rights, assets, funds and liabilities of the Federal Seed Certification and Registration Department to the authority.

How Seed Regulation Pakistan Has Already Shifted Since 2024

The 2026 bill builds on changes already set in motion. The 2024 Seed Amendment Act unified federal and provincial oversight under the National Seed Development and Regulatory Authority (NSDRA), halving varietal-approval times to 18 months. That is a significant speed-up for companies waiting to bring new crop varieties to market.

Blockchain-based traceability now tracks lots from breeder plots to retail counters, enabling March 2025 raids that eliminated 4,200 metric tons of fake seed. That kind of digital enforcement was simply not possible under the old, paper-heavy system.

Digitalisation has been made a core feature of the new regulatory setup. An MIS-based system has been introduced to track seed sector activities from registration to market monitoring. The system covers registration and renewal of seed companies, approval of crop varieties, registration of nurseries and seed processing units, fruit plant certification, seed testing and market surveillance.

On the policy side, NSDRA has submitted the National Seed Policy 2025 and the Agriculture Biotechnology Policy 2025, along with crop-specific strategies. These two documents will shape how new seed technologies, including biotech varieties, are approved and commercialised in the coming years.

What This Means for Agritech Startups and Private Investors

The reform is part of the government’s broader efforts to improve agricultural governance, promote ease of doing business, encourage private-sector participation, expand digital services, rationalise public expenditure and streamline administrative structures for greater institutional efficiency and fiscal prudence.

For agritech startups in Pakistan, this is a mixed but mostly positive signal. A single, digitally-enabled authority means fewer offices to visit, clearer approval timelines, and a published list of registered varieties to build products around. Platforms offering seed supply-chain tracking, farm advisory tools or B2B seed marketplaces will now operate inside a more defined regulatory environment rather than a patchwork of overlapping agencies.

There is also a real market opportunity here. The Pakistan seed market is anticipated to reach USD 0.98 billion in 2026 and is forecast to grow to USD 1.26 billion by 2031. A cleaner regulatory framework tends to attract more investment into a sector, both from local founders and foreign capital.

Operational compliance is also shifting toward digital traceability, supported by an MIS-based system covering company registration, variety approvals, and laboratory testing, introduced as part of the sector’s late-2025 digitalisation mandate. Startups building data tools for the agriculture supply chain should take note: integration with this government-mandated digital infrastructure could become a competitive advantage or even a compliance requirement.

Seed regulation Pakistan is, in effect, becoming a tech-adjacent story. The new framework is built on digital systems and data. Agritech founders who understand the regulatory stack will be better placed to build products that survive and scale within it. Pakistan’s Ministry of National Food Security and Research is the body overseeing this transition, and its official communications are the best place to track how the 2026 bill progresses through Parliament.

For context on the broader intellectual property side of seed tech, Pakistan’s Plant Breeders’ Rights framework (the Plant Breeders’ Rights Act, 2016) runs alongside the seed law to protect innovation in crop variety development, which matters for any startup or company investing in proprietary seed research.

Frequently Asked Questions

What is the Seed Amendment Bill 2026?

It is a proposed law that updates Pakistan’s Seed Act, 1976. It aims to bring seed certification, variety registration and quality control under one unified national authority, add digital services and make it easier for private companies and startups to participate in the seed sector.

What is NSDRA and what does it do?

The National Seed Development and Regulatory Authority (NSDRA) is a federal regulatory body in Pakistan established under the Seed (Amendment) Act, 2024 to modernize the country’s agricultural seed sector, improve crop productivity, and ensure food security. It formulates and enforces national seed quality standards aligned with international frameworks and conducts strict compliance checks, including actions against non-compliant or substandard seed companies.

How does this affect agritech startups in Pakistan?

A single unified authority with digital systems means clearer rules, faster variety approvals and one point of contact for compliance. Startups working in seed supply chains, farm advisory apps or agri-marketplaces will find it easier to understand and meet their obligations. It also signals that the government wants more private-sector involvement in the seed sector, which is positive for investment.

Are all provinces involved in this reform?

Yes. All four provincial assemblies, Balochistan, KPK, Punjab and Sindh, passed resolutions under Article 144 of the Constitution to allow Parliament to amend the Seed Act. This cross-provincial agreement makes the reform legally solid and reduces the risk of it being challenged on jurisdictional grounds.
