Shariah-compliant digital lending is no longer a niche idea in Pakistan. It is quickly becoming the new normal for millions of people who want access to credit without compromising their faith. A wave of new apps, regulatory approvals, and a hard national deadline are all pushing Islamic fintech to the front of Pakistan’s financial story.

Why Shariah-Compliant Digital Lending Matters Right Now

Pakistan has set an ambitious goal. The government has unveiled a strategy to transform Pakistan’s financial sector into a fully Shariah-compliant system after December 31, 2027, requiring the complete elimination of riba (interest) before January 1, 2028, in line with the Federal Shariat Court’s 2022 judgment. That deadline is pushing banks, regulators, and startups to move fast.

The numbers show Islamic banking is already gaining ground. Islamic banking continued to gain market share in Pakistan during the first half of 2026, growing by 13 percent compared with 11.5 percent growth in the same period last year, with its share of total banking assets rising to 23.7 percent by June 2026. Islamic banking deposits also rose to 29.2 percent of total sector deposits.

But the real shift is happening in digital lending, where apps and algorithms are doing what bank branches never could: reaching the millions of Pakistanis that traditional finance left behind.

How Shariah-Compliant Digital Lending Actually Works

Most people know that Islamic finance forbids riba (interest). But how do you build a fast, instant lending product without it? The answer lies in trade-based contracts.

Structures like Murabaha (where the lender buys an asset and sells it to the customer at a fixed, agreed price) and Musawammah (a negotiated sale) let platforms offer credit tied to real goods and real activity. Shariah-compliant BNPL (Buy Now, Pay Later) structures based on Musawammah are emerging as a key innovation in Pakistan’s fintech ecosystem, enabling deferred payment financing without relying on interest, designed for deployment through digital platforms.

Technology makes these contracts instant. Platforms like Hakeem combine seamless digital onboarding, e-KYC, AI-powered credit assessment, and intelligent decision-making, while a robust Shariah governance framework ensures that innovation never comes at the expense of compliance. That means a small business owner can apply, get assessed, and receive a financing offer in minutes, all inside a mobile app.

Real Products Reaching Real Pakistanis

Several concrete products have launched or been approved in recent months, showing this is not just talk.

SECP approves Shaamilkar Tajir: The Securities and Exchange Commission of Pakistan (SECP) has approved Shaamilkar Tajir, a digital application offering Shariah-compliant financing of up to Rs3 million to eligible small businesses, developed by SECP-licensed Shaamilkar Financial Services, enabling micro-entrepreneurs to purchase inventory from approved suppliers through a faster digital process. Between July 2025 and June 2026, licensed lending NBFCs provided approximately Rs253 billion through 2.5 million loans to micro, small and medium enterprises.

Women-led MSMEs get their own product: SECP approved Khudmukhtar Khatoon, Pakistan’s first digital Shariah-compliant financing product for women-led MSMEs, offered by Walee Financial Services through the Hakeem app. It enables women entrepreneurs to obtain asset financing ranging from PKR 100,000 to PKR 1.5 million for machinery and business assets, through a fully digital and Shariah-compliant process.

Yango’s Pay Later goes halal: Yango Pakistan, part of the global tech company Yango Group, introduced Pay Later in September 2026, a fintech service that allows customers to split purchases into equal payments while giving merchants another way to attract customers and grow their sales. The company is targeting partnerships with over 100 online retailers by year-end.

Haball links Meezan Bank with SME fintech: Haball has processed over $3 billion in payments and serves nearly 8,000 SMEs, offering Shariah-compliant financing, and is now eyeing expansion into the Gulf. Its landmark pre-Series A round combined $5 million in equity led by Zayn VC with $47 million in strategic financing from Meezan Bank, Pakistan’s largest Islamic bank.

For farmers, there is also a riba-free lending option worth exploring. Our earlier coverage of KissanPay’s agri-fintech riba-free loans for Pakistani farmers shows how Shariah-compliant credit is reaching rural Pakistan too.

The Tech Layer Powering It All

None of this works without the right digital pipes. SBP’s Vision 2028 outlines a strategic direction to enhance the digital payments landscape and transition the banking industry towards a Shariah-compliant mode, and to support this, SBP launched Raast in 2021, Pakistan’s instant payment system, which enables seamless, cost-effective, and secure financial transactions.

Industry leaders are now working on Shariah-compliant digital products including Islamic consumer financing, Islamic BNPL, invoice financing, agricultural finance, and Islamic card solutions, alongside AI-driven Shariah-compliant alternative credit scoring models aimed at expanding financial access to underserved segments.

The coverage gap that most articles miss is this: most global Islamic fintech writing focuses on the Gulf or Malaysia. Pakistan’s story is different because the government has a legal deadline, not just an aspiration. That urgency is forcing faster product development and more creative fintech solutions than anywhere else in the world right now.

The Financial Inclusion Prize

Only 21 percent of adults in Pakistan currently have access to formal financial services, according to World Bank data. Shariah-compliant digital lending is not just about religion. It is the most practical way to reach the majority of Pakistanis who distrust or avoid conventional interest-based credit.

Pakistan is attempting something rarely succeeded by others: it wants its financial system to be fully Shariah compliant by 2028, and the government and regulators are moving full steam ahead to achieve this. If fintech can deliver instant, riba-free credit at scale, it will not just change banking. It will change who gets to participate in Pakistan’s economy.

Pakistan’s SME financing is already growing fast. See our report on Pakistan SME financing growth hitting Rs1.137 trillion in September for the broader credit picture.

Frequently Asked Questions

What is Shariah-compliant digital lending?

Shariah-compliant digital lending is credit given through mobile apps or online platforms using Islamic finance contracts (like Murabaha or Musawammah) that avoid interest (riba). The lender earns profit through a trade or asset-based deal, not by charging interest on a loan.

Which apps offer Shariah-compliant digital lending in Pakistan?

Several apps are now active or approved in Pakistan, including Hakeem (nano-finance and MSME loans), Shaamilkar Tajir (up to Rs3 million for small businesses), and Yango’s Pay Later (instalments for online shopping). Walee Financial Services also offers the Khudmukhtar Khatoon product for women-led businesses through the Hakeem app.

Why does Pakistan have a 2028 deadline for Islamic finance?

The Federal Shariat Court ruled in 2022 that riba (interest) is unconstitutional in Pakistan. The government set a deadline of January 1, 2028 to make the entire financial system Shariah-compliant. This is backed by the 26th Constitutional Amendment and requires all banks, NBFCs, and capital markets to convert before the deadline.

Is Shariah-compliant fintech only for Muslims?

No. Any Pakistani can use these products. The practical benefits, such as no hidden interest, clear pricing, and simple trade-based repayment plans, appeal to a wide range of users. The products are designed to be ethical and transparent for everyone, not just those observing Islamic finance rules.
