Pakistan SME Financing Growth Hits Rs1.137trn in September

SME financing growth in Pakistan reached Rs1.137 trillion by the end of September 2026, a rise of Rs23 billion in just three months, according to the Finance Division. The government confirmed the figures at the fifth meeting of the Access to Finance Steering Committee on October 7, 2026. For fintech companies and digital lenders, this steady climb toward a Rs2 trillion target is one of the biggest market signals of the year.

What the New Numbers Actually Show

Outstanding financing to small and medium enterprises (SMEs) increased by Rs23 billion to over Rs1.137 trillion by end-September 2026, as the government reviewed progress on expanding access to finance across priority sectors.

The development was discussed during the fifth meeting of the Access to Finance Steering Committee, chaired by Finance Minister Muhammad Aurangzeb at the Finance Division. The number of SME borrowers also increased by more than 25,000 to around 350,862 during the period.

To put this in context: SME financing stood at Rs1.114 trillion in June and rose to Rs1.137 trillion in September 2026. That is a Rs23 billion jump in one quarter. The pace matters because the government still needs to roughly double the total to hit its goal.

The Rs2 Trillion SME Financing Target Explained

Back in September 2026, the government set an ambitious target to double financing for small and medium enterprises and agriculture to Rs2 trillion each by June 2028. At the October 7 meeting, Finance Minister Aurangzeb pushed harder on delivery.

The finance minister directed authorities to accelerate progress towards the government’s medium-term target of increasing SME financing to Rs2 trillion and the number of borrowers to 775,000 by June 2028.

The medium-term aspiration is to expand SME financing to Rs2 trillion and the number of borrowers to 775,000 by June 2028, raising its share to 13 percent of domestic private advances. Right now it sits at roughly 9.9 percent, so the push is real and ambitious.

At the current pace of about 25,000 new borrowers every quarter, the sector would need to add more than 400,000 new borrowers over the next six quarters. That kind of scale is nearly impossible through traditional branch banking alone. This is exactly where fintech steps in.

SME Financing Growth and the Fintech Opportunity

The finance minister was direct about what it will take. He said achieving the target would require an ecosystem-wide approach involving commercial banks, microfinance institutions and other financial service providers.

He directed that a focused mechanism be developed to bring microfinance institutions and other relevant entities on a more level playing field and explore appropriate government support and financing mechanisms to enable them to contribute more effectively to SME outreach.

There is also a strong push on digital tools. The finance minister emphasized that capacity-building initiatives, financial literacy, documentation support and digital tools should translate into greater readiness of SMEs to access formal financing.

This is the gap that Pakistan’s growing fintech sector can fill. Digital lenders and embedded finance platforms can reach small shops and micro-manufacturers in cities like Faisalabad, Sialkot, and Gujranwala far faster than a bank branch ever could. The committee was also briefed on the SME Financing Help Desk initiative being implemented with partner banks, with five help desks conducted during the last month, a sign that on-the-ground outreach is being tried, but digital tools can multiply that reach at a fraction of the cost.

Documentation and Bankability Are Still the Real Blocks

The government is not pretending the path is easy. One key problem is that many small businesses in Pakistan still lack the paperwork banks need to approve a loan. The committee also reviewed measures to strengthen SME bankability and capacity building. The finance minister directed that the ongoing work of SMEDA, the State Bank of Pakistan and participating financial institutions should be closely aligned and consolidated into a clear action tracker covering workstreams, action owners, timelines and interdependencies.

A coordinated action tracker means accountability. It also means the government is aware that good intentions alone will not move the dial. For fintech founders and digital lenders, this signals that the regulatory environment is becoming more structured, which is actually good news for building scalable products.

The committee was informed that 560 financial literacy training programmes are planned across Pakistan, of which around 100 have already been conducted. Financial literacy is the foundation. A business owner who understands credit scores and cash-flow statements is far more likely to qualify for a digital loan.

Agriculture and Housing Finance Are Also Climbing

SME lending is not the only sector moving. Agriculture finance reached Rs1.268 trillion by the end of August 2026, covering 3,392,092 borrowers and representing 10.90 percent of domestic private advances. The medium-term target is to increase agriculture finance to Rs2 trillion and expand the borrower base to 5.5 million by June 2028.

The sheer scale of the agriculture borrower target (5.5 million) makes the case for mobile-first and digital-first lending even stronger. No traditional bank can serve 5.5 million farmers through physical branches.
