SECP Security Operations Centre Opens to Guard Pakistan’s Markets

The SECP Security Operations Centre is now live, giving Pakistan’s top securities regulator a dedicated 24/7 facility to watch for digital threats, contain attacks and keep critical financial data safe. Launched in Islamabad on 20 October 2026, the centre marks the most direct step the Securities and Exchange Commission of Pakistan (SECP) has ever taken on cybersecurity infrastructure.

What the SECP Security Operations Centre Actually Does

The new facility is designed to protect critical information assets, detect cyber threats at an early stage and enable timely incident response. It will provide continuous monitoring of SECP’s networks, endpoints, servers and private cloud environments.

The SOC is intended to improve the SECP’s ability to identify risks and respond to security incidents on time. Its effectiveness will depend on how well monitoring systems work, how quickly staff review alerts, and how effectively the organisation handles confirmed threats.

In plain terms, think of it as a control room that never sleeps. Analysts watch dashboards showing live traffic across every server and network connection. When something looks wrong, they act immediately rather than waiting for a breach to be discovered hours or days later.

Who Built It and Who Paid for It

The project was funded by Karandaaz Pakistan, which serves as the implementing agency for the UK Government’s Foreign, Commonwealth and Development Office (FCDO). The project was enabled by Inara Technologies Pakistan and is supported by REWTERZ under a Managed Security Services Provider agreement, with the centre operating in line with recognised international standards.

The involvement of a UK government funding body alongside local tech firms shows this was not a rushed or low-budget effort. SECP followed international standards throughout the build, and Karandaaz Pakistan acted as the bridge between UK development finance and local execution.

NADRA Chairman Inaugurated the Centre

The new facility was inaugurated in Islamabad on October 20 by NADRA Chairman Lieutenant General Muhammad Munir Afsar, who appreciated the initiative and highlighted the growing importance of cybersecurity in protecting critical digital infrastructure.

SECP Chairman Dr. Kabir Ahmed Sidhu, Commissioners Imtiaz Haider, Muzaffar Ahmed Mirza and Zeeshan Khattak, along with other senior officials, attended the ceremony.

The choice to have the NADRA chairman open the facility was deliberate. NADRA holds the country’s most sensitive citizen data, so its leadership understands better than most what is at stake when state institutions get breached.

The Bigger Plan: A Sector-Wide Cyber Shield

The SECP Security Operations Centre is not just about protecting one regulator’s own systems. The real ambition stretches across Pakistan’s entire capital markets sector.

The initiative extends beyond securing the SECP’s own systems. The regulator plans to integrate the security operations centres of Capital Markets Institutions (CMIs) into a sector-wide framework for sharing cyber threat intelligence and coordinating responses to security incidents.

The proposed arrangement would support the SECP’s envisioned role as a Sectoral Computer Emergency Response Team (CERT) and Sectoral SOC. Such coordination could help participating institutions identify emerging threats more quickly and improve their collective readiness to respond to cyberattacks.

This is the part most coverage has missed. The SOC is a foundation, not the finish line. Stock exchanges, brokerage houses, asset management companies and other capital market players could eventually plug into the same threat-intelligence feed. When one institution spots a new attack pattern, every other connected institution gets the warning at the same time.

Why This Matters Right Now

Pakistan’s financial sector has been under real pressure from cybercriminals. Pakistan’s banking sector witnessed a 62 percent increase in digital fraud cases, as reported by the State Bank of Pakistan in 2024. The problem has not shrunk since then.

Pakistan’s cyber threat landscape has been characterised by a convergence of nation-state cyber espionage, financially motivated cybercrime, hacktivist activity, and large-scale credential exposure. Government institutions, defence organisations, telecommunications providers and critical infrastructure operators have remained the primary targets of both regional threat actors and global cybercriminal groups.

In July 2026, public and private sector organisations were given six months to establish cybersecurity operation centres, following a ransomware attack on a Pakistani government entity. The SECP has now beaten that deadline and set an example for others in the financial sector.

Earlier in 2026, the State Bank of Pakistan launched its Cyber Shield strategy on February 16, 2026, a roadmap to strengthen cyber resilience across the banking and financial system and improve governance. The SECP’s new SOC fits neatly into this broader national push, extending similar thinking into the capital markets space.

For ordinary investors and traders using Pakistan’s stock market, this is quietly significant. The systems that process your brokerage account, hold your portfolio records and settle trades are part of the same digital ecosystem the SECP now watches over. Stronger defences at the regulator level reduce the chance of a breach cascading down to harm retail investors.

What Happens Next

The SECP Security Operations Centre is operational, but the harder work is integration. Getting every stock exchange, clearing house and brokerage to connect their own security systems to the SECP’s hub will take time, negotiation and investment from those institutions themselves.

The initiative highlights the need for continuous investment in cybersecurity. Digital threats change over time, so organisations need to keep their systems updated, review security procedures and improve staff skills.

The SECP will also need to build out its own team of analysts with the skills to handle advanced persistent threats and nation-state-level intrusions, not just routine malware. The hardware is in place; the human talent pipeline is the next challenge.

Frequently Asked Questions

What is the SECP Security Operations Centre?

It is a dedicated 24/7 cybersecurity monitoring facility set up by the Securities and Exchange Commission of Pakistan. It was built to protect critical information assets, detect cyber threats at an early stage and enable timely incident response, strengthening the Commission’s cybersecurity and operational resilience.

Who funded the SOC?

The project was funded by Karandaaz Pakistan, which acted as the implementing agency for the United Kingdom Government’s Foreign, Commonwealth and Development Office (FCDO). Inara Technologies and REWTERZ handled the technical build and ongoing managed security services.

Will this protect Pakistan’s stock market and brokerages too?

Not directly at launch, but that is the plan. The regulator intends to integrate the security operations centres of Capital Markets Institutions into a sector-wide framework for sharing cyber threat intelligence and coordinating responses to security incidents. Brokerages, exchanges and other capital market players are expected to connect over time.

Is the SECP’s SOC linked to the SBP’s Cyber Shield strategy?

They are separate initiatives but point in the same direction. The State Bank of Pakistan launched its Cyber Shield strategy in February 2026 as a roadmap to strengthen cyber resilience across the banking and financial system. The SECP’s SOC extends the same thinking to the securities and capital markets side of Pakistan’s financial sector.
