PVARA Asset Tokenisation Sandbox Now Open for Pakistani Startups

The PVARA asset tokenisation sandbox is now live and accepting applications, giving Pakistani blockchain startups their first-ever legal pathway to test digital asset products under direct regulatory supervision. The Higher Education Commission and the IT Ministry confirmed this to the National Assembly on August 19, 2026, making it official that Pakistan’s virtual asset regulator is no longer just writing rules, it is actively running pilots.

What Is the PVARA Asset Tokenisation Sandbox?

A regulatory sandbox is simply a supervised testing space. It lets startups and financial institutions experiment with new technologies while regulators watch for risks and track performance. PVARA, the Pakistan Virtual Assets Regulatory Authority, created this particular sandbox under the Virtual Assets Act 2026 specifically for blockchain and digital asset businesses.

PVARA is shifting from policy design to real execution through an “innovate and regulate” model. Instead of requiring full licensing upfront, it allows startups to operate in a controlled environment, testing real products with real users before committing to full compliance.

The big win for founders is that participants in the sandbox get a controlled regulatory environment, direct engagement with PVARA authorities, limited-scale user testing permissions, and guidance on licensing. Successful projects may eventually move to full licensing, opening the door to broader market deployment.

Why Asset-Referenced Tokens First?

PVARA has deliberately narrowed its initial focus to asset-referenced tokens, a category of digital assets backed by real-world value such as commodities, real estate, or currencies. Under the Virtual Assets Act 2026, these tokens must be fully backed at all times and cannot get their value from other virtual assets.

These tokens are a category of stablecoins described as digital assets that reflect ownership, claims, or financial interests linked to underlying assets. Think of a token backed by gold, property, or a trade finance instrument. It is not speculative by design.

The choice of asset-referenced tokens as the starting point is deliberate and smart. By prioritising asset-backed instruments, regulators are limiting speculative risk while enabling practical use cases like remittances, trade finance, and cross-border payments, areas where Pakistan already has strong economic relevance. Pakistan receives more than $30 billion in overseas remittances every year, so even a small improvement in speed and cost through blockchain could be very meaningful.

HEC and IT Ministry Confirmation Adds Weight

PVARA has issued guidelines for the sandbox and launched a programme focused on asset reference tokenisation. According to the government’s response, the authority is currently receiving and evaluating applications for the initiative.

Crucially, HEC confirmed that it has not yet started a dedicated joint programme with NAVTTC for digital asset management. Instead, universities can introduce programmes and courses covering emerging technologies through existing HEC curriculum and approval systems. This is a gap the tech education ecosystem still needs to close. Right now, the regulatory door is open but the talent pipeline is still catching up.

Who Can Apply and How Does It Work?

The sandbox is open to a wide range of participants including blockchain startups, fintech companies, financial institutions, technology providers, and global digital asset firms. This open approach is expected to bring both local and international players into Pakistan’s emerging digital economy.

At its core, the sandbox is a structured testing environment. Startups can launch their products within defined limits, report performance to regulators, and gradually move toward full licensing.

Applications are assessed based on innovation, technical strength, and regulatory compliance. Approved participants must also submit regular progress reports to keep things transparent.

On the compliance side, all individuals and institutions planning virtual asset pilots, tokenisation projects, stablecoin use cases, or blockchain-based solutions must engage with the authority in advance through formal channels, including the regulatory sandbox framework, no-action relief requests, or no-objection certificate processes, to secure prior approval before launching any activity. There is no grey zone here: launch without approval and you risk being shut down.

Bigger Picture for Pakistan’s Blockchain Sector

According to Chainalysis, Pakistan ranked second after India in crypto adoption across the APAC region in 2025. That level of grassroots activity now has a formal regulatory home to grow into. Pakistan’s digital finance story is also backed by broader fintech momentum. The country’s first $100 million Diversified Payment Rights securitisation recently closed, a sign that financial innovation at scale is possible here (see our explainer on Pakistan’s first DPR deal).

A January 2026 memorandum of understanding with an affiliate of World Liberty Financial for blockchain-based asset tokenisation and cross-border stablecoin payments signals international interest in Pakistan’s digital asset potential. That global interest means local startups testing inside the PVARA sandbox could attract foreign partners who want a compliant entry point into the Pakistani market.

One thing most coverage of the PVARA sandbox misses: the sandbox does not just protect startups from regulatory risk. It protects ordinary users too. By forcing all blockchain businesses to test under supervision before going public, Pakistan is building a track record of safe, tested products rather than allowing a wild-west market to grow first and regulate later.
