Pakistan’s Business Community Backs the China-Pakistan AI

The China-Pakistan AI drive picked up serious momentum this week as the country’s business community threw its weight behind two big government moves in just five days. First came Pakistan’s founding membership in the World Artificial Intelligence Cooperation Organisation (WAICO), signed in Shanghai on July 16. Then, on July 21, Prime Minister Shehbaz Sharif launched an AI-powered directive tracker inside the PM’s own office. Chambers of commerce are now saying the back-to-back announcements are not just good optics but a real turning point for businesses, factories, and young Pakistanis looking for a future in tech.

What Is the China-Pakistan AI Drive All About?

Pakistan signed the founding agreement of WAICO, becoming one of 29 founding members of the new intergovernmental AI body headquartered in Shanghai. Deputy Prime Minister and Foreign Minister Ishaq Dar signed on behalf of Pakistan, alongside representatives from countries including China, Kazakhstan, Laos, Russia, and Indonesia.

The agreement defines WAICO as an independent intergovernmental organisation aimed at promoting international cooperation and global governance of AI. In plain terms, it is a new global club for AI policy, and Pakistan was at the table from day one.

As of the July 16 signing, no G7 nation, including the US, UK, or any EU member state, had joined as a founding member. This is a point worth noting for Pakistani businesses: the country is not late to an established table. It helped build the table itself.

During Prime Minister Shehbaz Sharif’s visit to China in May, Pakistan formally backed China’s proposal to establish WAICO, with both countries agreeing to deepen cooperation in artificial intelligence, the digital economy, technological innovation, and human resource development.

PMOS Launch Brings AI Into the Heart of Government

Just five days after the Shanghai signing, the government moved on the domestic front. PM Shehbaz Sharif launched an AI-based system at the Prime Minister’s Office to monitor and track his directives digitally. The Prime Minister Office System (PMOS) is the first government platform in Pakistan to integrate artificial intelligence as a central component of decision-making and implementation monitoring.

The platform is designed to digitally manage the complete lifecycle of the prime minister’s directives, from issuance and assignment to progress tracking, completion, and post-implementation review. For anyone who has dealt with Pakistan’s slow paper-file bureaucracy, this matters directly. Businesses waiting on approvals, licences, or policy decisions from ministries could see faster follow-through if the system works as described.

Unlike conventional government tracking systems, PMOS incorporates an AI layer capable of reading, classifying, and analyzing directives, rather than merely storing them.

FCCI Says This Is a Step Toward a Knowledge Economy

The Faisalabad Chamber of Commerce and Industry (FCCI) was quick to respond. FCCI Vice President Engr. Asim Munir appreciated the government’s efforts to promote AI through strategic collaboration with China, calling it a transformative step toward building a knowledge-based and technology-driven economy.

He stated that Pakistan-China cooperation in artificial intelligence would accelerate technological innovation, strengthen research and development, facilitate technology transfer, and create new opportunities for businesses, startups, academia, and the country’s youth.

Faisalabad is Pakistan’s industrial heartland. When the chamber that represents its textile mills, engineering firms, and export businesses calls a policy move transformative, that carries real weight. Most coverage of WAICO has focused on the diplomacy. The FCCI statement brings it closer to the factory floor.

The FCCI noted that AI has the potential to revolutionise key sectors including manufacturing, healthcare, agriculture, education, logistics, and public service delivery, thereby enhancing Pakistan’s global competitiveness. For Pakistani SMEs, those are the sectors that actually pay salaries and keep supply chains moving.

The Bigger Policy Picture

Neither WAICO nor PMOS came out of nowhere. The government approved a comprehensive AI policy last year, envisioning a Rs 278 billion investment by 2030, a nationwide AI Seekho 2026 training programme for one million people, expanded AI infrastructure, and a regulatory framework promoting the ethical use of AI.

Pakistan also launched its sovereign AI cloud and a startup fund last October. The current week’s moves sit inside a larger architecture the government has been building since 2025.

For Pakistani businesses, the WAICO angle opens a specific door. Pakistan will advocate equitable access to AI technologies, stronger capacity building, and efforts to bridge the global AI divide. That means pushing for developing-nation access to AI tools, training, and infrastructure through a body where Pakistan helped write the rules.

The country’s broader data governance policy for AI and privacy also feeds into this framework, setting the domestic rules that will shape how businesses can use AI-generated data.

The longer challenge will be translating policy commitments into domestic capability and building the infrastructure, skills, and institutions needed to compete in the global AI economy. That is the honest reality check. The week’s moves are bold signals. Delivery is what will determine whether the China-Pakistan AI drive changes lives on the ground.

What It Means for SMEs and Manufacturers

For a small factory owner in Faisalabad or a startup in Lahore, the immediate value is indirect but real. Faster government decisions through PMOS means faster approvals. WAICO membership means Pakistan’s voice is in the room when global AI standards are written, which protects local businesses from having to follow rules written entirely by richer countries. And the promised technology transfer from China, if it materialises, could bring affordable AI tools to industries that currently cannot afford Western platforms.

The FCCI’s endorsement signals that at least one major business body believes these are not just press-release promises. The next test will come in the months ahead, when the actual projects, training programmes, and tech-transfer agreements either show up or do not.
