Pakistan Launches AI Directive Tracker Inside the PM Office

Pakistan’s new AI directive tracker, called the Prime Minister’s Office System (PMOS), went live on 21 July 2026, marking a real shift in how the federal government handles official orders. The platform records every instruction the prime minister gives, sends it to the right ministry, and follows it all the way through to completion, automatically, without a paper file in sight.

What Is the PMOS AI Directive Tracker?

PMOS stands for Prime Minister’s Office System. It is an AI-powered platform built to manage the full life cycle of the prime minister’s directives. That means every order goes through four clear stages: issuance, implementation, verified completion, and post-completion review.

What makes it different from older government software is the AI layer at its core. Most tracking tools simply store records. PMOS goes further, its AI can read, sort, and analyse each directive rather than just file it away. The system then generates progress updates, flags deadlines that are running close, and produces performance reports for every ministry involved.

At the centre of the platform sits a digital repository that holds every directive together with its full chain of action, who received it, what they did, and when they finished. Over time, this builds a permanent, searchable record of government decision-making.

Who Built It and Who Will Use It

PMOS was developed by the Ministry of Information Technology and Telecommunication. PM Shehbaz publicly praised IT Minister Shaza Fatima Khawaja and the IT Secretary for getting the system built and running. Economic Affairs Minister Ahad Cheema was also present at the launch and noted that the data-driven setup would support evidence-based policymaking by spotting weaknesses in how official orders are currently tracked.

The PM has ordered all federal ministries and divisions to move their official work onto the platform right away. He made his position clear at the launch event, telling officials that from now on he would not expect to see anyone walk in carrying a paper file. All decisions would run through PMOS.

Pakistan’s First AI System at the Centre of Government

Officials confirmed at the launch briefing that PMOS is the first government platform in Pakistan to put AI at the core of both decision-making and implementation monitoring, not just as a reporting add-on, but as the main engine of the system. That distinction matters because it means the platform can adapt and refine how directives are managed over time, rather than simply logging what happened after the fact.

The system also works as a secure decision-support tool. It combines analytics with structured data inside a protected IT environment, which means sensitive government instructions are not floating through open networks or informal channels.

Pakistan has been building its broader digital governance framework steadily. The country recently set new rules on AI and data use through its Pakistan Data Governance Policy, which covers how AI tools in government must handle privacy and accountability. PMOS sits directly inside that larger push to make public administration smarter and more transparent.

Why This Matters for GovTech and Digital Accountability

The gap that PMOS tries to close is a familiar one in Pakistan’s bureaucracy: orders get issued at the top, then slow down or get lost as they move through layers of departments. There is rarely a clear, real-time view of whether anything actually happened. PMOS changes that by putting the tracking burden on software, not on manual follow-ups.

For ordinary citizens, the practical impact is indirect but significant. When government directives on public services, roads, utilities, health, education, are tracked automatically and delays are flagged immediately, there is more pressure on departments to actually deliver. Accountability becomes harder to avoid.

From a GovTech perspective, PMOS signals that Pakistan is moving beyond basic e-government portals and into AI-assisted governance. If the platform works as described, it could become a model for other provincial governments or neighbouring countries looking to modernise their own public administration systems. The PTA’s recent digital governance push shows that Pakistan’s institutions are increasingly comfortable building formal digital frameworks, and PMOS is the most ambitious example yet at the federal level.

The big question, one that coverage so far has largely skipped, is enforcement. The system can flag delays, but what happens when a ministry ignores a deadline? Whether PMOS comes with real consequences for non-compliance, or simply becomes another reporting dashboard that officials learn to game, will decide how effective it truly is.
