Pakistan’s National Digital Stack took centre stage at the LEAP 2026 tech summit in Riyadh on September 1, when IT Minister Shaza Fatima Khawaja laid out, before a global audience, exactly how the country plans to turn a young population and fresh legislation into a genuine digital economy. The announcement was the most significant government-level digital economy statement to come out of LEAP 2026, and it arrived with real numbers behind it.

What Is the National Digital Stack and Why Does It Matter?

Think of a digital stack the way you think of a building: you need a solid foundation before anyone can put floors on top. Pakistan is developing a National Digital Stack aimed at expanding digital services and creating new opportunities for the country’s young population. The government builds the base layer, shared digital infrastructure, and then private companies, developers, and startups build their products and services on top of it.

Minister Shaza Fatima highlighted that Pakistan anchored its digital transformation in legislation through the Digital Nation Pakistan Act, which established the National Digital Commission and Pakistan Digital Authority to ensure institutional ownership. In plain terms, the government first passed a law, created two bodies to own the process, and is now laying the pipes, so businesses do not have to start from zero.

Pakistan’s young workforce and private sector will play a central role in developing new digital products and services using the infrastructure being established by the government. With over 60 percent of Pakistan’s population under 30, the pool of potential developers, designers, and entrepreneurs is enormous. The National Digital Stack is, at its core, a bet on that demographic.

The LEAP 2026 Keynote: “How We Built a Digital Nation”

Federal Minister Shaza Fatima Khawaja addressed the LEAP 2026 conference in Riyadh, delivering a keynote titled “How We Built a Digital Nation,” and formally inaugurated the Tech Destination Pakistan Pavilion. It is rare for a Pakistani minister to land a named keynote slot at an event of this size, and the choice of title was deliberate: it framed Pakistan not as a work-in-progress but as a country with a story already worth telling.

Sharing insights from Pakistan’s digital journey, the minister noted that governments succeed by leading through sound policymaking and strong institutions, creating an enabling environment for private-sector growth, and that a dedicated central digital agency is essential to translating policy into effective execution, while discipline and measurable KPIs keep large-scale digital transformation focused and on track.

What most coverage of the keynote missed is the financial evidence behind the rhetoric. The 5G spectrum auction, which the minister cited as proof of infrastructure investment, was not a vague future plan. The federal government raised $507 million in the spectrum auction, selling 480 MHz of spectrum, as three telecom operators, Jazz, Zong, and Ufone, secured frequencies to roll out next-generation mobile services. The fierce competition between the country’s top operators resulted in a 1.7x increase in Pakistan’s total spectrum capacity, jumping from the previous 275 MHz. That is the concrete investment backing the digital stack narrative.

Tech Destination Pakistan Pavilion: 75 Companies, One Message

The Tech Destination Pakistan Pavilion at LEAP 2026 features 25 startups and 50 Pakistani technology companies showcasing solutions in artificial intelligence, automation, and other digital technologies. This is Pakistan’s third consecutive year at LEAP, and the pavilion has grown each time.

Among the independent exhibitors are established Pakistani technology names including Systems Limited, 10Pearls, and Abacus, underscoring that this is not only a showcase for emerging companies. Having large, proven firms alongside early-stage startups signals maturity: investors at LEAP can see both the ambition and the execution track record side by side.

Pakistan’s ICT exports reached US$4.6 billion in FY2025-26, part of a broader push by the Ministry of IT and Telecommunication to position Pakistan as a serious partner for the Gulf’s digital transformation and AI ambitions, rather than solely a source of outsourced engineering talent. That framing matters. The shift from “cheap outsourcing destination” to “digital partner” is exactly what the National Digital Stack supports: when you have shared infrastructure, you can offer solutions, not just labour.

Pakistan and Saudi Arabia: Deeper Digital Cooperation on the Way

The minister also emphasised plans to strengthen cooperation with Saudi Arabia in digital technology, innovation, and skills development. A separate bilateral meeting was arranged with the Governor of the Saudi Digital Government Authority. Saudi Arabia’s digital government authority is one of the most active in the Gulf region, having digitised the bulk of its public services at speed. A formal cooperation framework with that body could open a direct channel for Pakistani firms to participate in Saudi e-government projects.

The minister expressed confidence that greater collaboration in digital innovation, capacity-building, and emerging technologies could create new opportunities for economic growth and prosperity in both countries. Pakistan already has a large diaspora in Saudi Arabia, which helps ease the trust and logistics of business partnerships. The digital cooperation angle adds a new, higher-value dimension to what has traditionally been a remittances-and-labour relationship.

What Comes Next for Pakistan’s Digital Infrastructure?

The National Digital Stack is not a finished product, it is a direction. The key question now is execution speed. The minister stressed the importance of strong institutions and measurable targets to ensure that digital transformation initiatives produce tangible results. KPIs without enforcement are just numbers on a slide. The Pakistan Digital Authority, newly established under the Digital Nation Pakistan Act, will be the body responsible for turning the stack from a concept into a running platform that developers can actually use.

IT Minister Shaza Fatima stated that the massive injection of bandwidth officially rescues Pakistan from a critical digital “choking point,” and consumers will start experiencing improved mobile internet speeds as operators immediately begin network upgrades.
