The push for gigabit broadband universal service has reached Pakistan’s doorstep. An Asia-Pacific telecom forum concluded in Islamabad this week with a clear message: the era of counting mobile towers and voice lines as ‘universal service’ is over. Governments across the region, including Pakistan, must now treat high-speed fiber and gigabit internet as a basic right, not a luxury add-on.

What Happened at the APT Symposium in Islamabad

The Asia-Pacific Telecommunity (APT) Symposium on Digital Transformation and Universal Service Funds concluded on October 15, 2026, co-hosted by the Ministry of Information Technology and Telecommunication (MoITT) and USF Pakistan, bringing together senior policymakers, regulators, and telecom industry leaders from across the Asia-Pacific region.

The landmark symposium charted a collective roadmap to transition Universal Service Funds from traditional voice and basic coverage models toward agile, outcome-oriented frameworks supporting high-speed fiberization, gigabit broadband, and resilient digital ecosystems.

APT Secretary-General Masanori Kondo described the symposium as a platform for practical exchanges, partnerships, and advancing the Tokyo Statement 2025 commitments.

Over three days, speakers and experts took part in ten sessions on the region’s most pressing priorities. Delegates worked to align regional strategies for harnessing emerging technologies, bridging persistent digital divides, and driving equitable digital transformation across member states. A major theme was future-proofing USFs against evolving digital inclusion gaps, with participants discussing moving beyond simple infrastructure access to a focus on quality, capability, and AI readiness.

The Four Pillars of Gigabit Broadband Universal Service

The forum built its roadmap on four clear pillars that every member state, including Pakistan, is now expected to act on:

  • Expanding gigabit broadband: Extending fiber backhaul and last-mile connectivity to underserved and low-income communities.
  • Integrating new technologies: Using AI, low-Earth-orbit (LEO) satellites, 5G, 6G, cloud computing, and the Internet of Things (IoT) to narrow the digital divide.
  • Sustainable funding models: Developing transparent Buy-Now-Pay-Later (BNPL) device-financing models, simplified right-of-way frameworks, and financially sustainable universal service funds.
  • Multi-stakeholder cooperation: Strengthening coordination among governments, regulators, fund administrators, operators, vendors, and local communities.

The forum also examined regulatory incentives, device subsidy programs, and financial mechanisms to improve affordability for low-income households, small enterprises, and marginalised communities, while sessions covered targeted policy interventions, digital literacy programs for women and girls, and digital entrepreneurship support to close the gender digital divide.

Pakistan’s $1 Billion USF Milestone, and the Gap That Still Exists

Pakistan arrived at the symposium with a big announcement. USF Pakistan has disbursed over $1.054 billion across 158 comprehensive connectivity initiatives, expanding broadband access, optical fiber backbones, and next-generation mobile coverage to more than 38.4 million people residing in traditionally unserved and underserved pockets of Balochistan, Khyber Pakhtunkhwa, Gilgit-Baltistan, Azad Jammu and Kashmir, and interior Sindh.

This is a real achievement. But the numbers also show how far there is still to go. You can read the full breakdown in our earlier report on USF Pakistan crossing the $1 billion subsidy mark.

Government figures show that as of December 2025, only 40% of Pakistanis have stable, recurring internet access. That means six in every ten people in the country are still effectively disconnected from the digital economy. And of those who are connected, most rely on mobile data, not fast fixed broadband.

Pakistan has 167 million broadband subscribers as of August 2026, but only 3.8 million are on fixed broadband. Fiber-based home broadband has grown fast, from less than 70,000 subscribers in 2018 to 3 million as of August 2026. Growth is real, but 3 million fiber users in a country of over 230 million people is a very small number. Gigabit broadband universal service is still a distant goal.

What PTA and USF Must Now Do Differently

The APT forum’s message is clear: old metrics no longer work. Counting how many towers exist or how many villages have a 2G signal does not reflect real digital access. The new standard is gigabit broadband universal service, where every citizen should be able to access fast, reliable, affordable internet regardless of where they live.

Here is what Pakistan’s regulators and policymakers must now act on:

  • Update the USF mandate: Rather than limiting subsidies to conventional cellular towers and legacy 2G/3G voice services, the Ministry of IT and USF are already pivoting toward gigabit optical fiber deployment, non-terrestrial satellite networks, and disaster-resilient infrastructure. This pivot must be made formal and measurable through new policy targets.
  • Fix right-of-way rules: USF Pakistan has flagged the need to co-create low-cost right-of-way (ROW) policies and resilient middle-mile networks that bridge both economic and geographic divides. Delays in getting permission to lay fiber cables across roads and buildings remain a major block to fast rollout.
  • Make devices affordable: Fast internet is useless if people cannot afford a smartphone or home router. BNPL device-financing models discussed at the forum are a practical way to get hardware into the hands of low-income families.
  • Close the gender gap: The forum specifically flagged that women and girls are more likely to be left behind. Any new gigabit broadband framework must include targets for female digital inclusion, not just household-level coverage.
  • Set outcome-based targets: PTA’s current broadband quality reports have been criticised for making comparisons difficult. PTA’s reports do not provide an overall operator ranking or aggregate compliance score for each ISP, and evaluate operators only in the cities where they were tested, meaning a provider can appear fully compliant in one city while failing in another. This needs to change if Pakistan wants to measure progress toward a genuine gigabit universal service standard.

Why This Matters for Everyday Pakistanis

For a student in Quetta trying to attend an online class, or a small business owner in Gilgit trying to sell products online, the difference between a slow 3G signal and a fast fiber connection is enormous. It affects education, income, healthcare access, and whether you can even apply for a government service online.

The APT forum’s push for gigabit broadband universal service is not just a tech policy debate. It is a direct challenge to Pakistan’s regulators to stop measuring success by old yardsticks and start building the kind of internet infrastructure that actually changes lives. Pakistan’s billion-dollar deployment stands as evidence that telecom investment in rugged, hard-to-reach geographies is no longer treated as charity, it is recognised as essential economic infrastructure.

The next step is to make gigabit speeds the floor, not the ceiling, for what universal service means in Pakistan.

Frequently Asked Questions

What is gigabit broadband universal service?

Gigabit broadband universal service means that governments treat high-speed internet access (at gigabit speeds) as a basic service that every citizen should be able to get, similar to how electricity or phone service is treated. The APT forum in Islamabad called on Asia-Pacific countries to adopt this standard and update their Universal Service Fund rules to match it.

What did the APT Symposium in Islamabad decide?

The symposium developed a collective roadmap for transitioning USFs from traditional voice and basic coverage models towards agile, outcome-oriented frameworks that support high-speed fibre connectivity, gigabit broadband, and resilient digital ecosystems. It covered fiber rollout, satellite networks, device financing, and AI readiness as the new pillars of universal service.

How many Pakistanis still lack reliable internet access?

As of December 2025, government figures show that only 40% of Pakistanis have stable, recurring internet access. While mobile broadband subscriber numbers look large, reliable fast internet for homes and businesses remains far less common, especially outside major cities.

What role does PTA play in making gigabit broadband universal?

The Pakistan Telecommunication Authority (PTA) sets the quality standards and licensing rules that all internet service providers must follow. To push Pakistan toward gigabit broadband universal service, PTA needs to set clearer nationwide speed targets, improve how it measures and publishes operator performance, and work with USF to direct subsidies toward fiber and next-generation networks rather than older technologies. The Universal Service Fund Pakistan must also align its project criteria with the new gigabit standard agreed at the APT symposium.
