Islamabad Technology Park Opens Doors to 8,400 IT Workers

The Islamabad Technology Park is Pakistan’s biggest and most ambitious IT infrastructure project to date. Costing Rs23.3 billion ($83 million), the facility at Chak Shahzad is designed to bring 100 technology companies and up to 8,400 IT professionals under one roof, giving Pakistan a proper base to grow its digital exports. With construction now more than 90 percent complete, the park is almost ready to open.

What the Islamabad Technology Park Offers

The park is being built at Chak Shahzad on about 14.9 acres, with roughly 719,775 square feet of covered space. That is a large, multi-storey complex. The building includes two basements, a ground floor, and nine upper levels, with dedicated office spaces, a startup incubation centre comprising 15 units, and access to legal, marketing, and financial advisory services.

It is designed to support IT-enabled services, software development, research and development, incubation, and collaboration between universities and industry. In plain terms, it is not just a collection of offices. It is a full ecosystem where a startup can get office space, mentorship, legal help, and connections to university researchers all in one place.

Pakistan’s First Tier III Data Centre

One of the biggest draws of the park is a data centre that no other facility in Pakistan has yet offered. The facility will feature the launch of Pakistan’s first Tier III Data Centre, offering high-level data security and uninterrupted power supply, an essential component for companies handling critical and sensitive digital operations. A Tier III data centre is built to international standards (defined by the TIA-942 standard) and allows maintenance without shutting down systems, keeping businesses online around the clock.

To foster innovation and industry-academia collaboration, the park will also host an industry-academia linkage centre, R&D labs, virtual training zones, and business facilitation centres aimed at skill development and talent pipeline enhancement.

Who Is Building It and How

The Islamabad Technology Park is a flagship project of the Ministry of IT and Pakistan Software Export Board (PSEB), developed with the support of South Korean consultants to provide state-of-the-art infrastructure for IT companies, startups, and entrepreneurs. The South Korean involvement is a detail that most coverage skips over, but it matters: Korea has some of Asia’s most advanced tech park models, and bringing that expertise to Pakistan gives the design real credibility.

The Pakistan Software Export Board (PSEB) has issued an invitation to select a private-sector operator for the operation, management, maintenance, and commercialization of the IT Park, which has entered its final stage and is expected to become operational within the next 30 days, as more than 90 percent of its construction work has been completed.

A third-party company will manage the day-to-day operations of the IT Park, including facility management, security, office-space utilization, commercial activities, and revenue management. PSEB will oversee the operator’s performance to ensure the effective functioning of the facility.

Why This Matters for Pakistan’s IT Sector

Pakistan’s IT export ambitions have long been held back by a shortage of proper physical infrastructure. Talented developers and freelancers have had to work from home or in small rented offices with unreliable power and connectivity. A government-built, professionally managed hub changes that picture directly. The project is expected to provide modern infrastructure to local and international technology companies, startups, and IT professionals, and its operationalization is also expected to support Pakistan’s digital economy, facilitate business expansion, and strengthen the country’s technology and software-export ecosystem.

The timing also fits into a broader government push. The government has identified IT infrastructure and export growth as key priorities in 2026, and Prime Minister Shehbaz Sharif has directed relevant authorities to take further measures to improve IT exports and digital infrastructure. Pakistan’s IT exports have already been rising sharply, as covered in our earlier report on how Pakistan brought AI products to Abu Dhabi and IT exports jumped 42%. The Islamabad Technology Park is the infrastructure side of that same growth story.

Another angle that gets overlooked: this is not the only park planned. A similar facility is also planned near Karachi airport, as the government seeks to strengthen the national IT landscape across multiple regions. That means Islamabad is essentially a pilot for a network of tech hubs across Pakistan’s major cities.

Who Can Use the Park

Startups and emerging technology businesses will get space to develop their products, access relevant facilities, and build connections with other companies and institutions. It is designed to host over 120 IT and IT-enabled services (ITeS) companies, including established exporters and early-stage startups. Freelancers working in digital services will also find dedicated resources here. The Pakistan Software Export Board (PSEB) is managing the booking and allocation process.

Located in the capital, the facility positions Islamabad as a strategic destination for digital foreign direct investment. That is a significant shift. For years, Karachi was seen as the natural home for business investment in Pakistan. A world-class tech park in Islamabad could start to change that balance for the IT sector specifically.
