HEC Opens Door for Blockchain Courses in Pakistan Universities

Blockchain courses in Pakistan are now officially on the table. The Higher Education Commission (HEC) has confirmed that universities across the country can introduce dedicated cryptocurrency and blockchain programs right now, using existing curriculum and approval mechanisms, without waiting for a new government policy directive. The clarification came in response to a question raised in the National Assembly and puts the ball firmly in universities’ courts.

What HEC Actually Said About Blockchain Courses in Pakistan

The question was raised by Dr. Sharmila Faruqui in the National Assembly, asking about Pakistan’s plans to build academic capacity in digital asset management. The government’s answer had two parts, and both matter.

On one hand, HEC said it has not yet received policy direction from the Ministry of Information Technology and Telecommunication to develop a coordinated program with the National Vocational and Technical Training Commission (NAVTTC). That formal, government-backed joint program is still pending.

On the other hand, HEC was clear that universities do not need to wait. Any university can introduce programs, specialisations, and interdisciplinary courses in emerging technologies through HEC’s existing curriculum and approval processes. That means a university could submit a blockchain or crypto course proposal today and get it approved through the same route it uses for any other new subject.

This is an important distinction that most coverage has missed. There is no legal or regulatory barrier stopping Pakistani universities from building blockchain courses right now. The only missing piece is willingness and initiative from the institutions themselves.

Why This Gap Matters in a 40-Million-User Crypto Market

Pakistan’s crypto market is huge by any measure. According to the 2025 Chainalysis Global Crypto Adoption Index, Pakistan ranks third in the world for grassroots cryptocurrency adoption, behind only India and the United States. The country is estimated to have around 40 million crypto users, which is roughly one in six Pakistanis.

Yet despite this scale, there is almost no formal university-level education feeding trained blockchain developers, compliance officers, or digital asset analysts into the market. Pakistan has a massive crypto user base with next to no academic infrastructure supporting it. That is a structural problem, and it is exactly the kind of gap that PVARA’s regulatory push was meant to address.

The Pakistan Virtual Assets Regulatory Authority (PVARA) was set up in July 2025 and became a permanent federal body when Parliament passed the Virtual Assets Act 2026 in March. The law requires all virtual asset service providers, including exchanges, custodians, wallet operators, and token issuers, to obtain a formal licence before operating in Pakistan. As regulation tightens, the demand for professionals who understand both the technology and the legal framework will grow quickly.

The PVARA Regulatory Push and the Education Gap

PVARA published draft regulations and a Virtual Asset Activity Specific Handbook for public consultation on June 11, 2026. The authority is responsible for licensing and supervising virtual asset service providers and must enforce anti-money laundering rules in line with global standards. This is detailed, technical work that requires people who actually understand blockchain at a deep level.

Right now, Pakistan has almost none of those people coming out of its universities. The country is building a serious regulatory framework on top of a workforce with no formal academic training in the subject. That is the real problem HEC’s answer exposed.

This is directly tied to Pakistan’s broader digital economy ambitions. As discussed in our analysis of Pakistan’s ICT export target of $25.1 billion, building a skilled tech workforce is one of the most critical factors. Blockchain is a key part of that puzzle.

Some Action Is Already Happening at the Provincial Level

While the federal HEC-NAVTTC coordination program waits for a policy signal, the Sindh Higher Education Commission moved faster. It launched a scholarship-based blockchain program for 160 students across four universities, including NED University, IBA Karachi, Mehran University Jamshoro, and Sukkur IBA University. The curriculum covers blockchain fundamentals, smart contracts, cryptocurrency, decentralised applications, and blockchain security.

At the federal level, HEC’s existing partnership with Coursera has already given students access to blockchain and cryptocurrency courses from international universities. But online certificates are not the same as structured degree programs or specialisations that signal to employers that a graduate has deep, verified expertise.

What Needs to Happen Next

HEC’s confirmation is useful, but it is only a green light, not a plan. Universities now need to act on it. A few practical steps would make a real difference:

  • Universities should submit curriculum proposals now. HEC’s existing mechanisms are open. There is no reason to wait for a new policy framework.
  • Industry partnerships are essential. Crypto exchanges and fintech firms operating under PVARA licences have a direct interest in trained graduates. They should partner with universities to co-design relevant courses.
  • MoITT should issue the policy direction HEC is waiting for. Formalising the HEC-NAVTTC coordination would create a vocational training pathway alongside university degrees, reaching a wider group of learners.
  • PVARA should engage academia directly. The regulator can signal what skills its licensed firms need, giving universities a clear brief for what to teach.

Pakistan has the users, the regulatory structure, and the global ranking. What it still lacks is the trained human capital to run a mature, responsible digital asset industry. Blockchain courses in Pakistan are now technically possible at any university. The question is whether institutions move fast enough to catch up with the market they are supposed to serve.
