Pakistan IT Exports Are Growing While Entry-Level Jobs Vanish

Pakistan IT exports reached a record $4.6 billion in fiscal year 2025-26, yet the same year entry-level hiring at major software houses fell by roughly 25%. That gap tells the real story of what AI coding tools are doing to the Pakistani tech workforce, and why the headline number can look great while the ground shifts under hundreds of thousands of developers.

The Record That Hides a Warning

Pakistan’s IT exports reached $4.6 billion in fiscal year 2026, a 21% year-on-year increase from FY25’s $3.814 billion, setting a new all-time record. IT is now the largest services export category, accounting for close to half of all services earnings.

Freelancers did even better. Pakistani freelancers earned a record $1.76 billion in FY26, up 78% year on year per SBP data. In September 2026 alone, IT freelancers earned $197 million, the highest single-month export revenue in the country’s history, with earnings growing 49% year-on-year.

So why worry? Because the growth is happening in volume, not value. The big money is concentrating at the top. Below it, the door for new entrants is closing fast.

AI Is Eating Entry-Level Work First

Artificial intelligence is rapidly transforming Pakistan’s software industry, reducing demand for routine programming and entry-level roles while creating new opportunities in AI engineering, cybersecurity, cloud computing and other high-value technology fields.

A 2026 P@SHA report found entry-level hiring at major tech companies down around 25%, and entry-level freelance projects falling from about 15% of listings to under 9%. Basic writing and translation work is down 32% year-on-year as clients switch to AI tools.

The damage is already visible on the ground. One Islamabad software house cut as much as 80% of delivery-side roles after replacing routine work with AI. Another company in NASTP’s Silicon Valley in Karachi cut its headcount from around 150 to nearly 35.

Tasks such as basic coding, website development, software testing, content writing and portions of graphic design are increasingly being automated through generative AI tools, prompting companies to recruit fewer junior employees.

The contradiction is real. As one expert put it, “at first glance it may seem contradictory that Pakistan’s IT exports are growing while software companies are laying people off,” but “AI is taking over many routine coding and support tasks, so companies no longer need as many people for the same work.”

What Pakistan IT Exports Must Sell Next

For 20 years, Pakistan sold one thing: capable developers at a competitive price. Staff augmentation is now the most vulnerable category in Pakistan’s IT revenue mix because a Pakistani engineer delivering standard web or mobile development is competing not just with offshore peers but with the client’s own developers who are now significantly more productive with AI tooling.

The path forward runs in three directions.

1. Master AI Tools, Not Just Coding

Clients evaluating vendors in 2026 are increasingly screening for demonstrated AI capability in practice, meaning evidence that delivery teams use tools like GitHub Copilot, Cursor, and Claude Code as standard practice rather than occasional experiments. Knowing how to prompt a model is a starting point, not a qualification. Developers need to read, verify, and improve AI-generated code, not just paste it.

Demand for AI skills on Upwork more than doubled in 2025, up 109%, and the people who learn to build with AI are getting paid more, not less. That is the opportunity hiding inside the disruption.

The government is responding. The AI Seekho 2026 programme, launched by the Ministry of IT in collaboration with Google for Developers, Telenor Pakistan, and Innovista, is training Pakistanis in AI-assisted development. Separately, the National AI Advancement Initiative is establishing online training programmes and seven AI hubs aimed at incubating hundreds of startups. Developers should treat these as floor-level entry points, not end goals. For a deeper look at structured AI training in Pakistan, the ISB 32-week Fintech AI Program shows how serious institutions are investing in AI-ready professionals.

2. Build Products, Not Just Services

The most defensible revenue in any IT business is software with recurring characteristics, including platforms, proprietary tools, and domain-specific products that clients cannot easily replace because switching costs are high and IP compounds over time.

“The next $5 billion won’t come from working harder with more developers,” one industry leader said. “It will come from working smarter by owning intellectual property, embedding AI natively into our tech stack, and shifting from an economy of task-takers to an ecosystem of global product creators.”

Pakistan’s AI ecosystem is already in active transition, moving from an outsourcing-heavy model toward product development and AI-native startups. Developers who move from selling hours to building and owning software products will be far harder to replace by a client’s AI assistant.

3. Move Up the Value Chain Into Specialisation

Pakistani IT companies must rebrand themselves as AI transformation partners. Foreign clients will pay premium dollars not for a coder, but for a partner who can reduce their operational costs using AI.

While outsourcing services often generate lower margins compared to specialised AI consulting and implementation projects, AI represents an opportunity to move up the value chain, enabling Pakistani firms to compete on expertise, innovation, and problem-solving rather than primarily on labour costs.

Areas like cybersecurity, cloud architecture, LLMOps, and domain-specific AI applications are growing fast. AI is reshaping Pakistan’s IT sector by reducing entry-level hiring while boosting demand for AI, cloud and cybersecurity professionals. These are the roles that cannot be easily automated away, because they require judgment, context, and deep domain knowledge.

The Gap Nobody Talks About

Here is what most coverage misses: the Pakistan IT exports number is healthy partly because senior developers and established firms are using AI to deliver more per person. That is good for export revenue. But it means the first rung of the career ladder, the junior developer job or the simple freelance gig that launched thousands of careers, is getting shorter. Employment among developers aged 22 to 25 has fallen nearly 20% since 2024.

The government’s Uraan Pakistan plan projects $10 billion in IT exports by FY2029. Hitting that target on a narrow base of senior talent is fragile. The sector needs a strategy that rebuilds the entry point while pushing the top end up the value chain simultaneously. Better digital infrastructure helps too. Pakistan’s 5G expansion to 1,700 sites across 24 cities is one piece of the connectivity backbone that remote developers and software houses depend on.

Frequently Asked Questions

How big are Pakistan IT exports right now?

Pakistan’s IT and IT-enabled services exports reached a record $4.6 billion during the 2025-26 fiscal year, increasing by around 20.6% from the previous year. Freelancers alone contributed $1.76 billion of that total, the first time freelance earnings have crossed the $1 billion mark in a single year.

Is AI actually reducing software jobs in Pakistan?

Yes, at the entry level. P@SHA’s 2026 report found entry-level hiring at major tech companies down around 25%, and entry-level freelance projects falling from about 15% of listings to under 9%. Senior and AI-skilled roles are growing, but new graduates and first-time freelancers are finding far fewer openings than their predecessors did.

What skills should Pakistani developers focus on to stay relevant?

Developers should focus on AI-assisted development tools, cloud and cybersecurity specialisation, and product thinking. Students and developers need to know how to write code, how to check code written by AI, and how to tell the difference between a system that works and one that merely appears to work. Knowing how to prompt a model is a starting point, not a qualification.

Is the government doing anything to help Pakistani developers adapt?

AI Seekho 2026 is a massive upskilling programme aiming to train tens of thousands of young professionals and students in practical AI development, ensuring a robust talent pipeline for local and international tech firms. The government is also building seven AI hubs in major cities to incubate startups and applied AI research. These are useful steps, but the private sector and individual developers cannot afford to wait for them.
