According to a database kept by the Federal Board of Revenue (FBR), at least 18 top officers in the promotion zone, including 10 from the Pakistan Customs Service (PCS) and 8 from the Inland Revenue Service (IRS), have not disclosed their assets in years.
For years, more than twice as many officers have failed to file their performance evaluation reports (PERs). FBR has written these officers new letters, requesting that they submit their missing declarations of assets and PERs by May 31, 2022.
According to FBR, a meeting of the Central Selection Board (CSB) for promotion of IRS and PCS officers from BS-20 to BS-21 and BS-19 to BS-20 posts is expected to take place soon, based on information from the establishment division. By June 1, 2022, CSB’s Establishment Division must receive all promotion cases.
PERs for IRS and PCS officers in the Promotion Zone, as per the accompanying lists, have not yet been received despite reminders.
According to the list, the PCS has 25 BS-20 officers and 50 BS-19 officers, while the IRS has 28 BS-20 officers and 37 BS-19 officers in the promotion zone for the following grade.
According to the list, 10 of the PCS’s BS-20 officers did not submit their Declaration of Assets reports until 2015, and 18 officers have not completed their PERs since 2015. Since 2008, 10 of the 50 officers of BS-19 have failed to submit their wealth declarations.
Furthermore, Mehnaz Bhaur, a grade 19 officer, has not filed a declaration of assets since 2008, and 29 BS-19 PCS officers have not filed PERs for the years up to 2015.
Three of the IRS’s 28 BS-20 officers have not yet completed their asset declaration reports, and eight have not yet submitted their PERs. Only 12 officers have submitted their PERs so far, out of 37 officers in BS-19 who have not revealed their assets.
