FIA Bans Entry on Expired NICOP for Dual Nationals

Pakistan’s Federal Investigation Agency (FIA) has tightened the dual national NICOP rules for overseas Pakistanis, announcing on July 15, 2026 that anyone holding dual nationality can no longer enter the country using an expired or cancelled National Identity Card for Overseas Pakistanis (NICOP). The change is already live at every airport across Pakistan, and airlines have been put on notice to enforce it before passengers even board.

If you are a Pakistani living in the UK, the US, Canada, or any other country and you plan to visit home, now is the time to check your NICOP expiry date. Getting this wrong can mean being sent back on the very next flight.

What Are the New Dual National NICOP Rules?

The rule is simple but strict. Dual nationals travelling on a foreign passport must carry at least one of two valid documents to enter Pakistan:

  • A valid, current NICOP (not expired, not cancelled)
  • A valid Pakistani visa stamped in their foreign passport

That is it. There is no middle ground. Previously, airlines were sometimes allowing passengers with out-of-date NICOPs to fly to Pakistan anyway, and immigration staff would handle things on arrival. Those days are over. Airlines have now been directed to check documents before boarding and to refuse travel to anyone who does not meet the new requirements.

FIA officials have confirmed that any traveller carrying an expired or cancelled NICOP will be denied entry on arrival and placed on the next available flight out of Pakistan, at their own cost.

Why Is the FIA Making This Change Now?

The Ministry of Interior has been pushing for stricter, cleaner border controls throughout 2026. Pakistan’s immigration system is also going through a wider digital upgrade, with AI-assisted screening being rolled out at major airports to speed up clearance for verified travellers while tightening checks on documents that do not match active records.

An expired NICOP is, by definition, no longer a live record in the NADRA system. Letting passengers enter on that basis created a grey area that the new rules are designed to close. A valid NICOP links directly to active NADRA data, which is what immigration officers and the new screening systems use to verify identity.

This matters beyond just airport logistics. Millions of overseas Pakistanis send money home every year, Pakistan’s remittances hit a record $41.6 billion in FY26, and many of them make regular trips back. Any travel disruption caused by a document slip-up has real human and financial costs for families on both ends.

What Was the Old Rule?

Before this change, the FIA’s own immigration guidance noted that overseas Pakistanis with an expired NICOP could obtain a NADRA renewal slip and travel on that. On arrival, they could get a free landing permit from FIA immigration staff by showing the expired card or a B-form.

That informal workaround has now been removed. The new policy does not mention a renewal slip as a valid substitute. The message from the FIA is clear: get a valid NICOP before you fly, not after you land.

How to Renew Your NICOP Before Travelling

The good news is that NICOP renewal is fully online. Here is what to do:

  • Go to id.nadra.gov.pk, NADRA’s official online portal for overseas Pakistanis.
  • Create or log into your NADRA account.
  • Apply for NICOP renewal, upload your documents, and pay the fee online.
  • NADRA delivers the new card directly to your overseas address.

Processing times vary by country and delivery method. If your trip is soon, choose the express or urgent processing option if available, or visit the nearest Pakistani embassy or consulate to ask about in-person expedited renewal.

Who Does This Affect?

The new dual national NICOP rules apply to Pakistani nationals who hold citizenship of another country and are travelling on that country’s passport. This includes Pakistanis in the United States, United Kingdom, Canada, Australia, Gulf countries, and the other countries on Pakistan’s approved dual nationality list. The rule applies to arrivals from all countries without exception.

If you already travel on your Pakistani passport, these rules do not directly affect you. However, dual nationals who prefer using their foreign passport for travel should treat a valid NICOP as a non-negotiable travel document from now on.

Frequently Asked Questions

Can I still enter Pakistan if my NICOP is expired but I have the renewal receipt?

Under the new FIA rules, a renewal receipt is no longer confirmed as sufficient for entry. The FIA now requires a valid NICOP or a valid Pakistani visa. Do not rely on a receipt alone. Renew your NICOP fully before you travel, or get a Pakistani visa stamped in your foreign passport as a backup.

Will airlines actually check my NICOP before I board?

Yes. All airlines operating flights to Pakistan have been formally instructed by the FIA to check these documents at the boarding gate. Passengers who do not meet the requirements should not be allowed to board. This means the check happens before you reach Pakistani soil.

What happens if I am denied entry at a Pakistani airport?

FIA officials have stated clearly that any traveller with an invalid or cancelled NICOP will be refused entry and put on the next available outbound flight. The cost and inconvenience of that return journey falls on the passenger, not the airline or the government.

What if I have a valid Pakistani visa in my foreign passport instead of a NICOP?

A valid Pakistani visa is an accepted alternative under the new rules. If you do not yet have a current NICOP, you can apply for a Pakistani visa at the nearest Pakistani embassy or consulate before your trip. However, getting your NICOP renewed is the better long-term solution because a valid NICOP lets you enter Pakistan without needing a separate visa each time.
