FBR digital filing of company financial statements has been made mandatory starting tax year 2026, according to a new draft notification issued by the Federal Board of Revenue on 28 October 2026. This is a significant shift for every registered company in Pakistan, paper-based or PDF financial statements attached to income tax returns will no longer be accepted. Everything must now go through the IRIS portal in a machine-readable format.

What SRO 1912(I)/2026 Actually Says

The FBR has proposed making electronic filing of financial statements mandatory for companies submitting income tax returns from tax year 2026 onwards, under draft notification SRO 1912(I)/2026. The rule change is not a minor tweak. It inserts a new sub-rule (2F) in Rule 73 of the Income Tax Rules, 2002.

Under the rule, financial statements accompanying a company’s return must be furnished electronically through IRIS in a format defined under clause (19DA) of Section 2. In plain terms, a scanned PDF or a Word document will not cut it anymore. The file must be structured so the FBR’s systems can read and process the data automatically.

The draft amendments further require financial statements to conform to the data schemes, taxonomies, file structures, field mappings, validation rules and other technical specifications prescribed by the FBR and made available through IRIS or its official web portal. The FBR will publish these specifications, so companies and their accountants will need to stay updated via the official IRIS portal.

The FBR may also introduce different data schemes, taxonomies and technical requirements for various categories of companies, taking into account the financial reporting frameworks applicable to them. This means large listed companies, SMEs, and those using IFRS may face slightly different technical requirements, but none will be exempt from the core rule.

How Verification and Acknowledgement Will Work

One of the most important practical changes is how documents get signed and confirmed. Under the revised provision, returns, statements, financial statements, certificates, applications and other documents filed through IRIS must be verified by the relevant person or, where permitted, their e-intermediary, through a digital signature or another secure electronic authentication method linked to the person’s registered credentials.

Once a company files correctly, the FBR will issue an electronic acknowledgement containing a unique reference number, which will serve as proof of electronic filing. This acknowledgement replaces the traditional stamped copy that accountants used to collect from the tax office.

FBR Digital Filing Is Part of a Much Bigger Push

This SRO does not exist in isolation. The mandatory FBR digital filing rule is the latest step in a series of major reforms Pakistan has rolled out this year. Starting July 2026, Pakistan transitioned to a fully digital invoicing system, making electronic invoices mandatory for all registered businesses while phasing out manual sales tax invoices entirely.

Rather than depending on voluntary disclosures or field investigations, the Federal Board of Revenue is building a digital compliance ecosystem where financial data is automatically analysed, cross-matched and flagged through technology. The new financial statement filing rule fits neatly into this ecosystem: once accounts are in a structured digital format, the FBR can run automated checks across thousands of companies at once.

The Finance Bill 2026 introduces additional reporting and compliance requirements, including electronic submission of information, centralised data reporting mechanisms, and expanded use of system-based processes such as ‘faceless’ proceedings and automated review mechanisms. Overall, the proposed measures signal a fundamental shift toward a data-driven compliance environment in which tax risk will increasingly be evaluated based on transaction visibility, system integration, and analytics-based assessment.

For businesses willing to invest in proper accounting software, there is even a financial reward. By offering a tax credit on technology-related investments, the government aims to lower compliance costs for businesses while supporting the wider implementation of digital invoicing, production monitoring and electronic sales reporting systems. Companies that integrate their systems with the FBR’s digital ecosystem early may therefore find themselves better off than those who wait.

What This Means for Pakistani Companies Right Now

The immediate concern for most companies is whether their current accounting software can produce output that meets the FBR’s data scheme and taxonomy requirements. Many smaller firms in Pakistan still use basic spreadsheets or desktop accounting tools that were never designed with machine-readable export formats in mind.

Here is a simple checklist of what companies need to do:

  • Check your accounting software: Can it export data in structured formats such as XML or XLSX? If not, you may need to upgrade or switch tools.
  • Get a digital signature: Filings must now be authenticated digitally. If your authorised person does not already have one, this needs to be arranged through the FBR’s official channels.
  • Talk to your tax consultant or CA firm: The technical specifications will vary by company type. Your accountant must understand the new taxonomy before the filing deadline.
  • Watch the filing deadline: The Tax Year 2026 return filing deadline is 31 December 2026 for companies. That gives companies only a couple of months to get ready.

The coverage gap that most news reports have missed is the fintech angle. Platforms that help companies manage their books and file returns, including emerging Pakistani fintech tools in the accounting and compliance space, are likely to see a surge in demand as companies scramble to comply. Any software that can output FBR-compatible structured financial data and handle digital signature integration is now a compliance necessity, not a nice-to-have.

Frequently Asked Questions

What is SRO 1912(I)/2026?

It is a draft notification issued by the FBR on 28 October 2026 that proposes inserting a new sub-rule in Rule 73 of the Income Tax Rules, 2002, requiring companies to file financial statements through the IRIS portal in an electronically readable format from tax year 2026 onwards.

Does this apply to all companies in Pakistan?

According to the proposed amendment, financial statements accompanying company income tax returns must be filed exclusively through IRIS and comply with the requirements specified under clause (19DA) of Section 2 of the Income Tax Ordinance, 2001. The rule covers all companies filing corporate income tax returns, though technical specifications may differ by company category.

What happens if a company does not comply?

For businesses across Pakistan, this digital transformation is not merely an option but a mandatory requirement. The FBR has made it clear that compliance with the new digital framework is essential for maintaining good standing with tax authorities, and failure to adapt could result in significant penalties and operational restrictions.

When is the deadline for companies to file their Tax Year 2026 returns?

For Tax Year 2026, the deadline is 31 December 2026 for companies. Companies should treat this as the hard deadline to have both their accounts and their IRIS filing setup in order. Starting early is the safest approach given that new technical specifications from the FBR may take time to implement.
