COMSATS NERA Pakistan AI cybersecurity cooperation took a concrete step forward on 26 October 2026, when two established tech players signed a formal agreement to explore shared work across some of the most in-demand digital fields in the country. COMSATS Internet Services (CIS) and NERA Telecommunications (Pakistan) (Pvt.) Ltd. inked a Memorandum of Understanding (MoU) that could shape how Pakistan builds its domestic AI and cyber-defence capacity in the years ahead.

What Did COMSATS and NERA Pakistan Agree To?

COMSATS Internet Services and NERA Telecommunications Pakistan signed an MoU to explore joint opportunities in advanced technologies, including artificial intelligence, cybersecurity, the Internet of Things (IoT), and embedded systems.

The agreement was signed at NERA’s country office in Islamabad by CIS Chief Operating Officer Nasir Jamal Khan and NERA Country Head Ziaad Aslam Khan.

Under the agreement, the two organisations will explore potential business opportunities and hold discussions on providing microwave equipment and services, cybersecurity solutions, and other technology-related services in Pakistan.

In plain terms, both sides are not yet selling a finished product together. They are starting conversations, scoping what is possible, and deciding where their strengths line up. That is exactly how serious technology partnerships begin, and it is a healthy sign for a sector that has often relied on importing ready-made foreign solutions.

Who Are CIS and NERA Pakistan?

COMSATS Internet Services

COMSATS is an international, inter-governmental science organisation that aims at socio-economic development through science and technology. COMSATS Internet Services, one of its projects, started operations in 1996. Today CIS is a major internet infrastructure provider in Pakistan, running data centres, virtual private servers, domain registration, web hosting, and managed security services across several major cities.

CIS has strengthened its position among Pakistan’s leading internet service providers following a series of institutional reforms aimed at improving its financial management, expanding digital infrastructure, and enhancing service delivery. Its data centre is ISO/IEC 27001 certified, reflecting compliance with internationally recognised information security management standards, while its Tier III infrastructure provides redundancy and operational resilience.

NERA Telecommunications Pakistan

Headquartered in Singapore and listed on the Singapore Exchange’s Mainboard since 1999, NERA operates across Asia-Pacific, Europe, the Middle East, and Africa. The company provides integrated technology solutions designed to improve operational efficiency and support clients with end-to-end project delivery.

NERA has been active in Pakistan’s cybersecurity space for several years, having previously run workshops on next-generation cybersecurity and zero-trust security architecture for senior industry executives in Islamabad. This MoU brings that existing local presence into a more structured, long-term arrangement with a government-linked Pakistani counterpart.

COMSATS NERA Pakistan AI Cybersecurity Focus Areas

The MoU covers priority areas including the Internet of Things, Artificial Intelligence, and embedded technology solutions. It also encompasses potential collaboration in microwave equipment and services, cybersecurity solutions, and other technology-related opportunities to be mutually explored by both parties.

Each of these areas has a practical real-world use. IoT covers connected sensors in factories, hospitals, and smart buildings. Embedded technology covers the software running inside physical devices such as routers, cameras, and industrial machines. Microwave equipment is used to carry telecom signals across difficult terrain, which matters a lot in regions like Gilgit-Baltistan where laying fibre is hard. And cybersecurity, of course, is the layer that protects all of it.

Government and Defence Are the Key Targets

One detail that most early coverage skimmed over is who these services are actually meant for. The parties intend to explore opportunities to provide these solutions to the Pakistan Navy and other government sectors, including information technology and educational institutions in the Federal areas, Azad Jammu and Kashmir (AJK), and Gilgit-Baltistan (GB), as well as other areas of mutual interest.

The mention of the Pakistan Navy is notable. Naval operations depend heavily on secure, reliable communication and real-time data systems. Both microwave links and hardened cybersecurity solutions are critical for that kind of work. For CIS and NERA, landing a government or defence contract would be a significant milestone and would validate the partnership well beyond a press release.

Educational institutions in remote federal areas and AJK also stand to benefit. Many of these places still rely on satellite or older wireless links. A combination of microwave connectivity and managed cybersecurity could meaningfully improve their digital access and safety.

Why This Deal Signals Sector Maturity

The partnership builds on the respective expertise and capabilities of CIS and NERA in internet infrastructure, information technology, and integrated technology solutions. It marks a step towards exploring new avenues for collaboration and identifying opportunities to address technology requirements across government and other relevant sectors in Pakistan.

Pakistan’s tech sector has long been good at exporting software talent while importing hardware and security tools. Deals like this one suggest that local players are now serious about building end-to-end capability at home. CIS brings the internet infrastructure backbone and the government relationships. NERA brings the integrated solutions and the global supply chain. Together, they cover more ground than either could alone.

This partnership also fits the broader national direction. Pakistan has been working on its AI policy and cybersecurity frameworks, and the country has also raised its voice at the United Nations on safe AI governance for military systems. Domestic private-sector collaboration like the CIS-NERA deal is the ground-level complement to those high-level policy moves.

For readers interested in how foreign investment is flowing into Pakistan’s tech ecosystem alongside domestic deals, Qatar’s recent interest in Pakistan’s IT sector shows a similar pattern of growing confidence in the country’s digital future.

Frequently Asked Questions

What is the CIS-NERA MoU about?

It is a formal agreement between COMSATS Internet Services and NERA Telecommunications Pakistan to explore joint work in AI, cybersecurity, IoT, embedded systems, and microwave equipment. The two sides will hold discussions on turning these areas into real business opportunities in Pakistan.

Which sectors will benefit from the COMSATS NERA Pakistan AI cybersecurity deal?

The deal targets government departments, the Pakistan Navy, IT institutions, and educational organisations in federal areas, AJK, and Gilgit-Baltistan. These are sectors that need both reliable connectivity and strong digital security.

Is NERA a Pakistani company?

No. NERA Telecommunications is headquartered in Singapore and has been listed on the Singapore Exchange since 1999. Its Pakistan arm, NERA Telecommunications (Pakistan) (Pvt.) Ltd., operates locally and has been active in the country’s cybersecurity space for several years.

Does this MoU mean services are already available?

Not yet. An MoU sets the intention to work together and explore possibilities. The two companies still need to negotiate contracts, finalise pricing, and agree on delivery models before any actual service is launched. Think of it as a serious handshake before the real work starts.
