Eurobond Tokenization Pakistan Moves Closer With Cabinet Nod Pending

Eurobond tokenization Pakistan is no longer a distant idea, it is sitting on the Cabinet’s desk. Finance Minister Muhammad Aurangzeb confirmed on 2 November 2026 that the government is actively reviewing a plan to put Pakistan’s existing Eurobond debt onto a blockchain, and that a formal Request for Proposals (RFP) will follow once the Cabinet gives its approval.

What Aurangzeb Actually Said

Speaking at a virtual conference on digital assets and the future of banking, organised by the Pakistan Banks’ Association (PBA) in collaboration with LUMS, Aurangzeb said discussions were under way and the government planned to issue an RFP once the Cabinet granted its approval.

He stressed that digital financial innovation must come with appropriate safeguards, regulatory oversight, and cybersecurity measures, and that Pakistan needs financial innovation that can reduce the cost of doing business and bring more people into the formal economy, with digital assets expected to earn their place by contributing to those objectives.

The minister also pointed to Pakistan’s engagement with international discussions on blockchain and tokenization, including a dialogue co-convened with the United Nations Office for Digital and Emerging Technologies in New York in late September.

The Eurobond Debt Behind the Plan

To understand why this matters, you need a quick look at the debt itself. Eurobonds are government debt securities issued in foreign currencies, usually US dollars, which Pakistan uses to meet external financing needs and build foreign exchange reserves. In September 2026, the government raised $3 billion through a dual-tranche Eurobond issue, with maturities of five-and-a-half and ten years.

That September issuance drew roughly $6 billion in orders, twice the amount raised, showing strong investor appetite. Now the government wants to explore whether that same debt can be represented and traded as digital tokens on a blockchain, potentially making it faster and cheaper to handle.

What does tokenization actually mean? Tokenization involves creating digital representations of financial or physical assets on a blockchain, potentially allowing ownership records and transactions to be managed electronically. Think of it as converting a paper bond certificate into a digital token that can settle in seconds rather than days.

Eurobond Tokenization Pakistan: The Technical Model Being Considered

The model under consideration, often called a Digitally Native Note issued through a regulated financial market infrastructure, allows a sovereign bond to be created on a regulated blockchain platform at the moment of issuance, with same-day settlement, before integrating with the conventional international clearing and settlement systems that already serve Pakistan’s existing Eurobond programme.

The Finance Minister cited JPMorgan’s use of deposit tokens for blockchain-based transfers between institutional clients, and the Bank for International Settlements’ Project Agora, which is examining the potential of tokenised deposits and central bank reserves for cross-border payments, signalling that Pakistan is looking at proven global templates rather than experimenting from scratch.

Earlier in October, Aurangzeb had discussed capital market reforms with representatives of MSCI and Deutsche Bank on the sidelines of the World Bank Group-IMF Annual Meetings in Bangkok, where he outlined Pakistan’s plans including Sukuk, rupee-denominated bonds settled in US dollars, and the potential tokenization of Eurobonds.

The Digital Asset Framework That Makes It Possible

The Eurobond plan does not exist in a vacuum. Pakistan has moved beyond prohibition and regulatory uncertainty by establishing a legal framework through the Virtual Assets Act 2026, under which the Pakistan Virtual Assets Regulatory Authority (PVARA) will license and supervise virtual asset service providers.

The government established this framework within months rather than years, though it must now ensure effective supervision and better coordination among institutions.

The State Bank of Pakistan has also provided a conditional pathway for banks to offer services to PVARA-licensed businesses, subject to due diligence and segregation of client funds.

Beyond Eurobonds, the government is also exploring tokenization opportunities for Roshan Digital Accounts (RDAs) and remittances, areas that directly affect millions of overseas Pakistanis who send money home every month. If tokenized remittances can cut transfer costs, that benefit reaches ordinary families far beyond the world of bond markets.

What Comes Next and What Is Still Missing

Pakistan has not yet announced which specific Eurobonds would be included in the plan, and the government has not shared a timeline for the project. That gap, no named bonds, no firm date, is the biggest open question every analyst will be watching.

The process has three stages still ahead: Cabinet approval, the RFP, and then selecting a technology partner or consortium. Only after that would actual Eurobond tokenization Pakistan-style move from proposal to execution. Given Pakistan’s history of bold fintech announcements that move slowly, the pace of Cabinet action will be the real signal of intent.

For fintech builders and investors locally, the bigger picture is encouraging. The Virtual Assets Act 2026 and PVARA give the ecosystem a legal spine it lacked a year ago. If you want to understand how this fits with Pakistan’s broader shift toward digital finance, our article on how Ethereum fits into Pakistan’s changing digital asset approach gives useful background, as does our earlier piece on why Pakistan needs a unified body to protect crypto investors, which is exactly what PVARA is now designed to be.

Why This Matters for Pakistan

Sovereign debt tokenization is not just a tech story. If it works, it can lower the cost of issuing and settling bonds, open Pakistan’s debt market to a wider pool of global digital-asset investors, and demonstrate that the country’s new regulatory framework is real enough to back complex financial instruments. A successful Eurobond tokenization Pakistan pilot would send a strong signal to international capital markets, far stronger than any press release.

  • Faster settlement: Blockchain settlement can happen in seconds instead of the standard two-day cycle for conventional bonds.
  • Wider investor access: Tokenized bonds can be sold in smaller units, potentially attracting retail or diaspora investors who cannot buy full-denomination Eurobonds today.
  • Lower costs: Fewer intermediaries in the settlement chain can reduce fees for the government and investors alike.
  • Transparency: Blockchain records are auditable in near real time, which can strengthen market confidence in Pakistan’s debt management.

Frequently Asked Questions

What is Eurobond tokenization and why is Pakistan considering it?

Eurobond tokenization means turning existing government dollar bonds into digital tokens on a blockchain. Pakistan is considering it to make bond settlement faster, cut costs, and attract a broader range of investors, both domestic and international, as part of its wider digital asset reform agenda.

Has Cabinet approved the Eurobond tokenization plan yet?

No. As of 2 November 2026, the government is still holding discussions and seeking Cabinet approval before proceeding with the issuance of a Request for Proposals. No timeline has been given for when that approval might come.

What law covers digital assets in Pakistan right now?

Pakistan established the Virtual Assets Act 2026, which created PVARA to license and supervise virtual asset service providers. The State Bank of Pakistan and the Securities and Exchange Commission of Pakistan are also contributing to the regulatory framework.

Which Eurobonds would be tokenized?

Officials have not disclosed when the Eurobond conversion would occur or what share of the outstanding debt it would cover; those details remain open as the programme takes shape. The most recent Eurobond issuance, $3 billion raised in September 2026, is the most likely candidate, but nothing has been confirmed officially.
