Pakistan IT Exports Eye Norway as P@SHA Targets $15bn

Pakistan IT exports hit a record $4.6 billion in FY2025-26, and the industry is now knocking on Norway’s door to keep that growth going. The Pakistan Software Houses Association (P@SHA) led a delegation of around 30 technology leaders, founders, and innovators to Oslo Innovation Week 2026, a four-day event held from October 19 to 22. The goal was straightforward: open real business deals in one of Europe’s most digitally advanced markets, and move Pakistan’s IT sector closer to its ambitious $15 billion export target by FY2031.

Why Norway? The Pakistan IT Exports Strategy

Norway is not the first country that comes to mind when Pakistani tech firms think about clients. The United States, United Kingdom, and Gulf markets have historically dominated Pakistan’s IT export map. But Norway sits inside a wealthy Nordic bloc with strong demand for software engineering, AI solutions, and clean technology, and it has fewer competing outsourcing relationships than bigger Western markets.

Pakistan’s IT exports to Norway have already grown more than five-fold in just two years, a fact DPM Ishaq Dar highlighted during high-level talks with Norway’s Foreign Minister in August 2026. That rapid growth tells P@SHA the relationship has real momentum, and Oslo Innovation Week was the right place to accelerate it.

The four-day event featured more than 100 specialised sessions, and P@SHA delegates met counterparts in fast-growing sectors such as artificial intelligence, deep tech, clean tech, health tech, and the blue economy. Delegates presented Pakistan’s capabilities in AI, software engineering, enterprise automation, and sustainable technology, and linked them to the Nordic region’s digital needs.

The P@SHA delegation, led by Kheezran Khan, Director of Marketing and Outreach at P@SHA, was also invited to the Norwegian Parliament to connect with Norwegian businesses and explore opportunities for collaboration. Getting a seat at the Parliament is not a routine stop for any visiting delegation. It signals that Norwegian decision-makers are taking Pakistan’s tech sector seriously.

How Far Is Pakistan from the $15 Billion Goal?

Honestly, quite far, but the trajectory is encouraging. Pakistan’s IT exports rose 21 percent to a record $4.6 billion in FY26, compared with $3.8 billion in FY25, meeting the lower end of the government’s $4.5 to $5 billion target. That is solid growth, but $4.6 billion is still less than one-third of the $15 billion goal.

The government’s stated target is $15 billion in IT exports by 2030, which would require sustaining roughly 22 to 25 percent compounded annual growth from the FY2025 base. That would require annual growth of almost 30 percent, well above the 21 percent achieved in FY26. So the math is tight. Pakistan needs to not just hold its current pace but push it higher, every single year.

P@SHA’s chairman described Oslo Innovation Week as a deliberate step in Strategy 2031, a plan to triple the IT sector’s export contribution to $15 billion by FY2031. The Norway trip is part of a bigger effort to find new, high-value clients in markets that pay well and need skills Pakistan already has.

The Real Bottleneck: Skills and Value

The Norway mission is smart market outreach. But market access is only half the problem. The other half is what Pakistan actually sells once the meetings are done.

Pakistan’s technology industry still depends heavily on cost-competitive software development, call centres, business-process outsourcing and small gig-work contracts. Norwegian and wider Nordic clients are not looking for cheap BPO. They need specialised AI development, green technology software, and enterprise automation, exactly the areas P@SHA delegates showcased in Oslo.

Pakistan’s $15 billion IT export target faces a major skills bottleneck, with the IT minister saying the country has jobs and opportunities but lacks sufficiently skilled, industry-ready talent. Improving the quality and employability of technology graduates will be essential for the sector’s expansion.

Speakers have emphasised that success will depend not only on increasing the number of technology graduates but also on developing industry-ready skills, creating more technology jobs, encouraging local product development, maintaining a predictable taxation regime, and strengthening collaboration between government, academia, and industry.

On the tax side, Pakistan has made real moves. Pakistan’s FY2026 budget locks in a 0.25% IT export tax rate through 2029 and cuts advance tax to 0.5%, targeting $15 billion in IT exports by 2030. The IT industry remains the only export-oriented sector operating under a final tax regime. Companies registered with the Pakistan Software Export Board (PSEB) currently pay 0.5% tax on exports, while non-registered firms are taxed at 1%. Low taxes help, but they are not a substitute for higher skills and better products.

Punjab’s provincial government is also pushing hard on its own digital export agenda. The PIVOT Plan Punjab targets $6.8 billion more in exports by 2029, which could add real muscle to the national IT export push if provincial and federal efforts stay aligned.

What Happens After Oslo?

Pakistan’s digital economy is valued at over $36 billion, and more than 30,000 new software engineers join its workforce every year. That talent pipeline is a genuine competitive advantage if it can be directed into higher-value work.

The delegates held several high-level business meetings during the Oslo visit and are now following up on partnership leads that came out of them. P@SHA will carry the work forward through its Brand and Global Outreach and Digital Export and Growth committees.

The Norway trip is one chapter in a longer story. Norway’s joint communique with Pakistan specifically noted the growing participation of Pakistani firms at events such as Oslo Innovation Week as a positive signal for bilateral trade and IT cooperation. That kind of diplomatic endorsement gives Pakistani tech firms a stronger platform when they pitch to Norwegian clients.

The gap between $4.6 billion today and $15 billion by FY2031 is real and large. But Pakistan’s IT sector is growing faster than almost any comparable economy, Norwegian doors are opening, and the government has created a tax environment that makes exporting genuinely attractive. The Oslo mission shows the industry knows it cannot just wait for clients to find Pakistan. It has to go and find them first.

Frequently Asked Questions

What are Pakistan’s current IT export earnings?

Pakistan IT exports reached a record $4.6 billion in FY2025-26, up 21 percent from $3.8 billion in FY2024-25. This includes software services, IT-enabled services, and freelance earnings.

What is the $15 billion IT export target and when is the deadline?

P@SHA’s Strategy 2031 aims to triple Pakistan’s IT exports to $15 billion by FY2031. The government’s Uraan Pakistan plan has a shorter-term milestone of $10 billion by FY2029. Reaching $15 billion requires sustained annual growth of around 22 to 30 percent from the current base.

Why is Pakistan targeting Norway specifically?

Norway is a wealthy, digitally mature economy with strong demand in AI, clean tech, and health tech. Pakistan’s IT exports to Norway already grew more than fivefold in two years. P@SHA sees the Nordic region as a high-value market that can pay more than traditional outsourcing clients in South Asia or the Middle East.

What are the main challenges Pakistan faces in hitting the IT export target?

The biggest challenges are a skills gap (not enough industry-ready graduates), heavy reliance on low-value outsourcing contracts, and the need to build locally developed software products. Tax policy has improved, but quality and product development remain the harder problems to solve.
