According to the Finance Division, the number of litigation has grown as a result of a liberal tax regime combined with an independent court. As a result, more than Rs. 4 trillion in tax income is stalled in litigation at various appellate fora.
In its “Medium-Term Budget Strategy Paper 2022-23 – 2024-25,” the Division stated that, in order to address this issue, the government is considering enlisting panels of professionally sound advocates and ‘special prosecutors’ in certain cases with the goal of resolving pending issues while protecting revenue.
The current absence of sales tax harmonization, which is caused by the federal government collecting sales tax on commodities while provincial governments collect sales tax on services, has resulted in significant expenditures for businesses across the country.
As a result, the federal government intends to collaborate with provincial governments to standardize scope, rate, and other aspects of sales taxation, and to implement a system in which firms may file a single sales tax report.
The Medium-Term Fiscal Framework’s principal goal is to make it easier to formulate medium-term policies based on credible income and spending estimates.
It takes into account diverse sources of revenue and expenditures, as well as new measures, specific needs, and the government’s medium-term strategic goals, taking into account historical patterns as well as new measures, special needs, and the government’s strategic priorities.
In addition, the federal and provincial governments’ fiscal and primary balances are highlighted in the framework. Estimated amounts of provincial surpluses have also been worked out in order to predict the total fiscal balance.
