It brings together all 193 United Nations Member States alongside the private sector, civil society, academia, and the technical community to exchange best practices and build common approaches to AI governance.
In August 2025, the United Nations established two pathbreaking mechanisms for global cooperation on AI: the Independent International Scientific Panel on Artificial Intelligence and the Global Dialogue on Artificial Intelligence Governance. - Binding rules on agentic AI. Autonomous AI agents need specific international standards, not vague principles. Developing nations should push for clear accountability rules so that when an AI agent causes harm, there is a defined legal chain of responsibility.
- Technology transfer and compute access. AI without computing power is like a factory without electricity. The UN General Assembly encourages states, as well as the private sector and financial institutions, to support developing countries through voluntary contributions made public in the interest of full transparency.
