Ufone and Telenor Pakistan Push Telecom Cybersecurity with PTA

Telecom cybersecurity in Pakistan took a significant step forward on 22 October 2026, when Ufone and Telenor Pakistan joined hands with the Pakistan Telecommunication Authority (PTA) to run an executive workshop on Zero Trust security. The event, titled Zero Trust in a Hyperconnected Telecom Environment, was held at the merged operator’s headquarters and marked the first time an industry-regulator partnership of this kind has taken place in Pakistan’s telecom sector.

What Happened at the Telecom Cybersecurity Pakistan Workshop

The workshop brought together a wide mix of people: regulators, telecom industry leaders, cybersecurity professionals, university representatives, and technical experts from related sectors. It was not just a talk, the agenda included live technical sessions, a keynote address from industry security expert Tauseef Aslam, an audience Q&A, and even an interactive knowledge quiz to test participants.

Opening remarks came from Mr. Mukarram Khan, Director General of PTA’s Cyber Vigilance division. His presence made it clear that this was not just a company event, the regulator was fully on board. Sessions covered three main areas: the evolving threat landscape facing telecom networks, how to implement Zero Trust in practice, and how to keep Zero Trust running as a long-term security habit rather than a one-time project.

Experts at the workshop pushed hard on one key message: old-style security, where you trust everyone inside your network, no longer works. Instead, every user, device, and system must prove itself every single time it tries to access a service. That is the core idea behind Zero Trust, a framework widely recognised by global standards bodies including the US National Institute of Standards and Technology (NIST).

Why This Matters for Pakistan’s 31 Million Mobile Users

Most coverage of this event has focused on the corporate angle. But what does it actually mean for everyday Pakistanis? Quite a lot. Ufone now has 31 million subscribers, with 22 million on 4G. When a telecom network gets hacked, it is ordinary users who pay the price, through SIM fraud, data leaks, and service outages. Stronger telecom cybersecurity in Pakistan means fewer such incidents reach the end user.

The merged entity, PTML (which now operates both the Ufone and Telenor Pakistan networks after the Islamabad High Court approved their merger in July 2026), manages a massive amount of subscriber data. That scale makes cybersecurity both more critical and more complex. A breach at this size would affect millions of people across the country.

This workshop also fits into a bigger national picture. Pakistan’s federal cabinet approved the Pakistan Information Security Framework 2026 earlier this year, setting a unified national approach to digital security. The PTA already runs its own six-pillar cybersecurity framework covering legal rules, cyber resilience, incident response, capacity building, cooperation, and public awareness. The Ufone-Telenor-PTA initiative slots directly into that national effort.

The CTDISR Rules Behind the Push

The timing of this workshop is not random. PTA’s Critical Telecom Data and Infrastructure Security Regulations 2025 (CTDISR-2025) set a modern, detailed security baseline that all licensed telecom operators in Pakistan must now follow. The rules go far beyond old-fashioned IT checklists.

Under CTDISR, telecom companies must store all customer and operational data inside Pakistan. They must adopt a Zero Trust security model that checks every user and device continuously, not just at login. If a serious cyber incident happens, operators must report it to PTA within 24 hours. PTA can also ban foreign software or equipment it considers a security risk.

On top of that, telecom firms must set up formal Information Security Steering Committees and make sure security rules extend all the way through their supply chains, covering third-party vendors and partners too. This is a direct response to the fact that many recent cyberattacks around the world have come in through suppliers, not through front doors.

The SECP took a similar path recently when it opened its own Security Operations Centre to protect Pakistan’s capital markets, you can read about that initiative at SECP’s Security Operations Centre for Pakistan’s markets. The trend is clear: Pakistan’s key regulators are all moving toward hands-on, operational cybersecurity rather than just writing rules on paper.

What Comes Next

The workshop is a starting point, not a finish line. With CTDISR-2025 now in force and the PTML merger complete, the combined Ufone-Telenor network will be expected to demonstrate real Zero Trust compliance, not just attend workshops. PTA has the power to audit operators, and non-compliance carries real consequences including potential equipment bans.

For Pakistan’s broader digital economy, which depends heavily on reliable, secure telecom connectivity, this kind of regulator-industry collaboration is exactly what is needed. As mobile money, e-commerce, and digital government services grow, telecom networks become even more critical infrastructure. A single major breach could ripple across banking, health, and government systems.

The fact that Ufone and Telenor Pakistan chose to co-host this event, rather than wait for the regulator to push them, signals a shift in attitude. Telecom cybersecurity in Pakistan is moving from a box-ticking exercise to something operators are starting to take ownership of.

Frequently Asked Questions

What is Zero Trust security in simple words?

Zero Trust means no user, device, or system is automatically trusted, even if it is already inside the network. Every access request must be verified every single time. Think of it like a bank that checks your ID at every door, not just the entrance.

Why did Ufone and Telenor Pakistan hold this workshop together?

The two operators merged under PTML in mid-2026. As one combined entity, they now run one of Pakistan’s largest mobile networks and share a single cybersecurity team. Hosting this workshop together reflects their new unified structure and the scale of responsibility they now carry.

What are PTA’s CTDISR-2025 rules and do they apply to me?

CTDISR-2025 applies to all PTA-licensed telecom operators, not directly to individual users. But the rules, like mandatory local data storage, Zero Trust adoption, and 24-hour breach reporting, are designed to protect the data of ordinary subscribers like you. If your telecom provider follows these rules, your personal data is safer.

Is Pakistan the first country in the region to do this kind of telecom security initiative?

Pakistan is among the early movers in South Asia when it comes to binding telecom cybersecurity regulations. CTDISR-2025 aligns with international frameworks like NIST and ISO standards, and the industry-regulator workshop model is gaining traction globally as a faster way to raise security standards than regulation alone.
