A preliminary payment of $50 million has been proposed by Abu Dhabi Ports Company, UAE to Pakistan for the terminals’ permanent equipment and infrastructure. The planned agreement calls for the UAE firm to pay a royalty of $18 per cross-berth and a cost of $3.21 per square meter, as reported by a local news channel
The most recent cargo traffic projections suggest that the Karachi Port Trust (KPT) will earn somewhere in the range of $23-24 million annually from the Abu Dhabi Ports under the terms of the draft Operations, Maintenance, Investment, and Development Agreement.
The first increase will occur three years after operations begin, and further increases will occur every three years at a rate of 5%. The United Arab Emirates firm has also promised to contribute $100 million over the next five years, on top of paying Rs. 2 billion in court fees.
If the agreement is finalized, Abu Dhabi Port will be able to change the rates it charges for handling containers at any time. If the increase in fees is more than 15 percent, however, the UAE government will approach Karachi Port for approval.
UAE might get the port in two phases
The agreement stipulates a 50-year term, although several cabinet members advocated for two 25-year periods instead. Other proposals presented in this context proposed using arbitration conducted in accordance with the rules of the London Court of International Arbitration to resolve any issues arising out of or relating to this Agreement. London, United Kingdom will also serve as the site for the arbitration.
The deal is expected to be finalized and signed today (Thursday), pending federal approval of the offer.
Following Wednesday’s decision by the Cabinet Committee on Inter-Governmental Commercial Transactions (CCoIGCT) to form a committee to negotiate the draft Framework Agreement between the governments of the United Arab Emirates and Pakistan under the Inter-Governmental Commercial Transaction Act 2022, maritime ties between the two countries have been given a significant boost.
