Senate Committee Demands Musk's Apology for Starlink Approval in Pakistan

The Senate Standing Committee on IT & Telecom has called for a public apology from Elon Musk before granting approval for SpaceX’s Starlink services in Pakistan. The demand comes amid accusations that Musk has adopted an anti-Pakistan stance, allegedly siding with India to promote a false narrative against the country. This controversy surrounds the potential availability of Starlink in Pakistan.

Musk Accused of Siding with India

Members of the Senate Standing Committee have voiced strong concerns regarding Musk’s recent comments on Starlink’s operations in Pakistan. The committee claims that Musk’s statements align with India’s interests, accusing him of undermining Pakistan’s position in the region. The allegations suggest that Musk has been promoting a misleading narrative that could harm Pakistan’s technological ambitions.

Proposal for Musk’s Public Apology

In response to Musk’s remarks, one of the committee members suggested that the approval of Starlink’s entry into Pakistan should be tied to Musk issuing a public apology. This proposal has sparked significant debate, with lawmakers highlighting the need for accountability before allowing foreign companies to operate in Pakistan’s crucial telecom sector. They believe an apology would help restore trust in the process.

Secretary IT Responds to Musk’s Comments

The Secretary of Information Technology (IT) in Pakistan addressed the committee’s concerns, describing Musk’s comments as “problematic” and misleading. The Secretary clarified that there had been no direct communication between Pakistan and SpaceX regarding Starlink’s operations. This statement aimed to reassure committee members that the IT Ministry had not made any premature decisions regarding the satellite internet service’s introduction in Pakistan.

PTA Chairman Clarifies Regulatory Framework

Chairman of the Pakistan Telecommunication Authority (PTA), Major General (R) Hafeezur Rehman, explained the regulatory process concerning Starlink’s potential launch in the country. He emphasized that Starlink would not be granted a license until the government provides the necessary security clearance. Rehman’s statement underlined that any foreign satellite internet service, including Starlink, must comply with Pakistan’s national security requirements before operating.

Government Policies and Traffic Routes

Major General Hafeezur Rehman also clarified that Starlink’s operations in Pakistan would only be allowed once the company adheres to the country’s government policies. He further noted that the company must ensure its internet traffic passes through designated gateways approved by the government. This regulation is critical to ensure Pakistan’s control over its communication infrastructure and prevent potential security risks.

Starlink’s Commitment to Pakistani Internet System

In an effort to address security concerns, the PTA Chairman assured the committee that Starlink had committed not to bypass Pakistan’s internet system. This pledge is seen as a crucial step in ensuring that the service operates within the legal and regulatory framework set by the Pakistani government. Rehman’s comments indicate that Starlink is willing to cooperate to meet Pakistan’s security standards.

Formation of Space Regulatory Authority

In response to growing concerns about satellite internet services, Pakistan has established a dedicated Space Regulatory Authority. The role of this authority is to oversee satellite internet services, including those from low Earth orbit (LEO) satellites like Starlink. The Standing Committee has requested a detailed briefing from this authority in the next meeting to further discuss licensing and other space policy concerns related to Starlink.

The committee expressed the need for clear guidelines regarding the licensing of satellite services like Starlink. Lawmakers have raised concerns about the registry mechanism for Starlink and the status of pending security clearances. These concerns emphasize the importance of maintaining control over the country’s telecom infrastructure while fostering innovation in the satellite internet sector.

Criticism of IT Ministry’s Role

One lawmaker also criticized the IT Ministry for delegating its responsibilities to the Interior Ministry. This concern highlights the need for a more coordinated approach to handling telecommunications and IT-related matters, particularly in the context of national security and foreign collaborations. The committee emphasized that the IT Ministry should take a more active role in overseeing the regulatory process.
