On August 27, 2026, Securities and Exchange Commission of Pakistan (SECP) Chairman Dr Kabir Ahmed Sidhu laid out his most detailed public vision yet for turning Pakistan’s regulatory environment into a fully digital, business-friendly system built to attract global investment and support local tech startups.

What the SECP Digital Regulatory Overhaul Actually Means

Dr Kabir Ahmed Sidhu has said that Pakistan’s economic competitiveness will increasingly depend on its ability to embrace digitalisation, innovation, and technology-led business models, and that Pakistan, with its large and growing pool of young technology professionals, has the potential to emerge as an important regional hub for IT services, digital solutions, and global technology delivery.

The SECP is focused on developing a transparent, efficient, and technology-enabled regulatory environment that supports enterprise, investment, and innovation, and is continuously simplifying and modernising regulatory frameworks across the corporate sector, capital markets, insurance, non-bank financial services, and corporate debt markets, while aligning them with international standards and emerging business needs.

These are not just words. The SECP has already started moving. Within days of Dr Sidhu’s remarks, the regulator rolled out concrete steps that show the overhaul is already under way.

One-Day Investor Accounts and Unified Digital Onboarding

The SECP has introduced new digital rules for opening stock market accounts, and brokers must now open an account within one day and give a final decision within two days. This alone removes one of the biggest friction points that kept ordinary Pakistanis away from the capital market.

Issued through Circular No. 19 of 2026, the framework standardises onboarding requirements across securities brokers, asset management companies, insurers, and other regulated intermediaries, and a key feature is the elimination of repetitive customer verification.

The system runs all day and night, gives investors a tracking ID for their application, forces brokers to explain any rejection in writing, and skips repeat verification for investors who are already verified. SECP Chairman Dr Kabir Ahmed Sidhu said the changes are part of a push to grow Pakistan’s investor base to 2.5 million people, with young investors as the main target.

For Pakistani freelancers, tech workers, and young professionals who have never invested before, this is a real change. Opening an investment account used to mean days of paperwork. Now it should take less time than setting up a mobile wallet.

MOBIZ Opens in Karachi, SECP Sees a Pattern Forming

Dr Sidhu made his remarks at a significant moment. US-based technology company Mobiz has established its regional office in Pakistan at the National Aerospace Science and Technology Park (NASTP) in Karachi, marking an expansion of its operations in the country.

Mobiz, a technology company headquartered in Houston, provides services in cloud computing, data, artificial intelligence, and cybersecurity across various countries. The latest setup places Mobiz within a specialised technology ecosystem developed under NASTP, a Pakistan Air Force-led initiative backed by the government.

The development comes days after Google officially opened its first local office in Pakistan, a significant step in strengthening its engagement with the country’s technology ecosystem. Two major tech firms choosing Pakistan within weeks of each other is exactly the kind of signal Dr Sidhu pointed to as proof that regulatory reform is working.

SECP Chairman Kabir Ahmed Sidhu described the development as a sign of growing confidence in Pakistan’s IT workforce, saying such investments strengthen the country’s prospects of emerging as a regional technology and global services hub.

Why This SECP Digital Regulatory Overhaul Matters for Startups

Pakistan’s startup and tech sector has long complained about slow company registration, complex compliance, and paper-heavy processes that add cost and time. The SECP digital regulatory overhaul targets all of these at once.

Digitalisation remains central to this transformation, as technology can reduce the time and cost of doing business, improve transparency and compliance, facilitate investment, and enable businesses to scale more efficiently.

The SECP chairman noted that Pakistan’s young population and expanding technology talent provide a strong foundation for this transformation, and emphasised that creating quality employment opportunities and connecting Pakistani professionals with global markets will be critical to converting the country’s demographic strength into sustainable economic growth.

This framing matters. Dr Sidhu is not just talking about rules and forms. He is connecting regulatory reform directly to jobs for young Pakistanis and to the country’s ability to compete in the global services economy. That is a stronger message than anything his predecessors delivered in this specific way.

The insurance sector is also part of the picture. The proposed Insurance Bill 2026 would replace the 25-year-old Insurance Ordinance 2000 and overhaul Pakistan’s insurance regulatory framework. The proposed legislation is designed to simplify insurance services through digital onboarding, technology-driven products, and streamlined regulatory procedures.

Most coverage focused on the MOBIZ office opening as a standalone tech story. What they largely skipped is the regulatory scaffolding being built in parallel. The SECP digital regulatory overhaul is not a single announcement but a set of coordinated moves: unified digital onboarding via Circular 19, the new Insurance Bill, simplified corporate registration, and now a public statement tying all of it to a regional IT hub vision.
