Starlink, the satellite-based internet company owned by billionaire Elon Musk, must fulfill financial requirements set by the Pakistan Telecommunication Authority (PTA) to obtain operational licenses. The company needs to deposit a $640,000 license fee and provide an additional letter of credit worth $10 million (or its equivalent in Pakistani Rupees) in favor of PTA. These financial conditions must be met before Starlink can officially operate in Pakistan.
Starlink’s License Applications
According to reliable sources, Starlink has applied for 14 Local Loop (LL) licenses and one Long Distance International (LDI) license. A representative of Starlink recently visited the PTA headquarters and informed the concerned officials about the company’s progress in arranging the required payments and bank guarantee. The Long Distance International (LDI) license is a regulatory approval required for providing end-to-end communication between locations within Pakistan and those outside the country. Companies applying for LL and LDI licenses must submit separate applications for each type of license. If an applicant intends to obtain LL licenses for multiple regions, separate applications must be submitted for each region. Pakistan is divided into 14 regions for telecom licensing purposes, and companies need to apply individually for each one they wish to operate in.
Financial Requirements for the Licenses
To secure these licenses, Starlink must make the following financial contributions in Pakistani Rupees:
- Application Fee: $500 (or equivalent in PKR)
- Initial Fee for LL License: $10,000 per region applied for
- Initial Fee for LDI License: $500,000
- Initial Fee for Radio Frequency Spectrum: Based on the requested block in a designated band
- Standby Letter of Credit for LDI License: $10 million (or equivalent in PKR) in favor of PTA
These payments are to be made through normal banking channels into designated PTA accounts.
Documentation Requirements
Applicants must provide the following documents to complete the application process:
- Certificate of Incorporation: Proof of the company’s legal existence
- Memorandum and Articles of Association: Defining the company’s purpose and structure
- List of Directors: Along with their relationship to other licensed operators in Pakistan
- Shareholders’ Information: Including equity ownership details
- Affiliate Details: Any shareholder affiliates who are operators or applicants for a PTA license
- Identity Proof: Copies of National Identity Card (for Pakistani nationals) or Passport (for foreign nationals)
Undertakings to Be Provided
Applicants must also submit an undertaking confirming the following:
- The company and its directors have never been declared insolvent by a court
- The directors have no criminal record for major offenses
- The applicant company and its affiliates are not defaulters in relation to other PTA licenses or transactions
