PTA Radio Licences Go Digital with a New 10-Year Term

PTA radio licences are set for their biggest shake-up in years. The Pakistan Telecommunication Authority has released a draft framework that would give most radio operators a clean 10-year licence term, move every application online and put a firm timer on how long the regulator takes to say yes or no.

What Are PTA Radio Licences and Who Needs One?

A radio licence from PTA is a legal permission to operate a radio-based communication system in Pakistan. This is separate from a mobile phone SIM or a broadband connection. Businesses, pilots, ship crews and ham radio hobbyists all need one.

Under the current system, getting or renewing a licence can involve paperwork, long waits and no fixed deadline for a decision. The new draft tries to fix all three problems at once.

Four Licence Categories Under the Draft Rules

The draft Radio Based Services (RBS) Licensing Regulations, 2026 sorts applicants into four groups:

  • Private radio networks used by companies for their own operations, such as trunking systems, microwave links, telemetry, weather radars and SCADA systems.
  • Aircraft mobile stations fitted to planes operating in Pakistani airspace.
  • Maritime mobile stations used on ships and vessels.
  • Amateur (ham) radio operators, with a separate sub-category for junior operators.

This single, unified process replaces what has historically been a patchwork of procedures across these different types of users.

How the Online Application Process Would Work

One of the biggest practical changes is that everything moves online. Applicants would submit through PTA’s digital portal rather than in person or by post.

Private radio network operators must take one extra step first. They need to get radio-frequency spectrum assigned through the Frequency Allocation Board (FAB) portal before they can even apply to PTA for the licence itself.

Once an application arrives, PTA would check it for completeness within seven working days and tell the applicant exactly what is missing. The applicant then gets 15 days to fix each set of problems. This back-and-forth can happen a maximum of three times, so applicants cannot keep submitting incomplete paperwork indefinitely.

When an application is fully complete, PTA must communicate its decision within 15 working days. That kind of fixed deadline has not existed before in Pakistan’s radio licensing process, and it makes planning much easier for businesses that depend on radio networks to run their operations.

Licence Fees Under the Proposed Rules

The draft sets out a clear fee schedule, which is another area where the current rules have been vague or outdated:

  • Application processing fee: Rs 5,000 (non-refundable)
  • Initial licence fee (where applicable): Rs 10,000
  • Amateur radio licence: Rs 2,000 for the full 10-year term
  • Junior amateur radio licence: Free of charge
  • Aircraft or maritime mobile station licence: Rs 100,000 for the full licence term
  • Inmarsat terminal on an aircraft or vessel: An additional Rs 250,000 for the licence term

For context, amateur radio (also called ham radio) is a licensed hobby where people communicate with other operators around the world. Pakistan has an active ham radio community, and for those users, Rs 2,000 for 10 years is a very affordable entry point.

Equipment Rules and Compliance

The draft makes PTA type approval mandatory for all radio equipment used under the licence. There are exemptions for equipment already fitted on aircraft or vessels if those have been certified by the relevant aviation or maritime authority.

Licensees must operate only within their authorised frequencies and power levels. PTA can inspect equipment with prior notice. Crucially, it can also inspect without notice if there is a genuine concern about harmful radio interference, unauthorised spectrum use or a national security risk. PTA also keeps the right to refuse any licence outright if approving it could threaten national security.

Renewal and Transition Rules

One practical problem the draft tries to solve is the situation where a licence is about to expire but FAB has not finished its spectrum revalidation in time. Under the proposed rules, a private radio network licensee can still renew if they applied on time, cleared all dues and are not asking for any changes to their existing network setup. The renewal would then be subject to spectrum revalidation once FAB completes its process.

This matters because delays at FAB have left some operators in a regulatory grey area in the past. The draft closes that gap.

Existing licensees would need to migrate to the new framework once the rules are finalised, though PTA has not yet announced a transition deadline. The draft is currently open for public comments, so the final version could change before it is notified.

If you follow PTA’s broader work on telecom compliance and coverage, you may also want to read about how PTA is taking Pakistan telecom gaps to the field with active monitoring, which shows the regulator is pushing hard on enforcement alongside this new licensing reform.

Why This Matters for Pakistani Businesses and Individuals

Pakistan’s industries rely on private radio networks more than most people realise. Security firms, factories, logistics companies, utilities and oil and gas operators all run radio systems to coordinate their teams. Clearer rules, online filing and a guaranteed response time make compliance easier and reduce the cost of running these networks legally.

For the ham radio community, having a simple, affordable 10-year licence with a clear fee removes years of uncertainty. The junior operator category also signals that PTA wants to bring younger Pakistanis into licensed radio use early.

The draft is still a proposal. No changes take effect until PTA notifies a final version of the regulations.

Frequently Asked Questions

What is the proposed licence term under PTA’s new radio rules?

Most licences would be valid for 10 years. Junior amateur radio licences are the exception and would carry a five-year term instead.

Who needs a PTA radio licence in Pakistan?

Any individual or organisation operating a radio-based communication system needs one. This includes companies running private wireless or trunking networks, pilots, ship crews and amateur (ham) radio hobbyists.

How long will PTA take to decide on an application?

Under the proposed rules, PTA must communicate its decision within 15 working days of receiving a complete application. It has seven working days to check completeness and flag any missing documents.

Are these rules final?

No. The draft Radio Based Services Licensing Regulations, 2026 has been circulated for public feedback. The rules are not yet in force. Existing licence holders do not need to do anything until PTA notifies the final version.
