This would ensure that customers do not see commercials proper before your promo video. It may want to confuse users about which product or app is being marketed.
It means if you have delivered a promo video, which is uploaded to YouTube, for an app on the Play Store then you will now see the video start taking part in the moment you open up its app page. This should get really traumatic for some users however the video playback will most likely be muted and shouldn’t affect the consumer experience.
