PDA and DFINITY Team Up to Build Pakistan's Sovereign Cloud

Pakistan’s push for a Pakistan sovereign cloud just got its biggest technical partner yet. On 10 February 2026, the Pakistan Digital Authority (PDA) and the Swiss-based DFINITY Foundation signed a Memorandum of Understanding (MoU) to build sovereign, AI-ready digital infrastructure that keeps all sensitive national data firmly inside Pakistani borders.

The deal is bigger than it sounds. According to a recent industry report, Pakistan is now the first country in the world to deploy a decentralised sovereign cloud at nation-state scale, a milestone no other government has reached yet.

What Is the Pakistan Sovereign Cloud Deal About?

The core of the agreement is a dedicated Pakistan Subnet built on DFINITY’s Internet Computer Platform (ICP). Think of it as a slice of a global blockchain network that belongs exclusively to Pakistan. Software running on this subnet cannot be tampered with, shut down by a foreign government, or accessed by outside intelligence agencies.

DFINITY describes the Internet Computer as a network that turns the open internet itself into a public sovereign cloud. Rather than storing government apps and data on servers owned by Amazon, Google, or Microsoft, companies based in other countries and subject to foreign laws, Pakistan will run its critical systems on a distributed network of independent nodes located within its own borders.

The PDA was set up under the Digital Nation Pakistan Act 2025 as the central body responsible for digital policy, AI governance, and national infrastructure. This MoU is one of its first major international partnerships.

What Exactly Does the MoU Include?

The agreement is not just about cloud storage. It covers several practical projects:

  • Pakistan Subnet on ICP: A tamper-resistant, decentralised cloud environment for hosting national-scale apps and AI systems that operate without depending on foreign infrastructure.
  • National Messenger App: A pilot for a secure government messaging application that enables private, verifiable communications for public institutions.
  • Caffeine AI Access: DFINITY will provide 1,500 licenses of Caffeine, its AI-powered app-building platform, to government bodies, universities, and entrepreneurs across Pakistan.
  • Local DFINITY Office: The foundation will set up a physical presence in Pakistan to support long-term technical collaboration.
  • Capacity Building: Training and workshops for government staff, students, and tech professionals to use and build on these new platforms.

Why DFINITY? Who Are They?

DFINITY is a not-for-profit organisation headquartered in Zurich and San Francisco. It has poured over $500 million into research and development since it was founded in 2016. Its team includes engineers and researchers who previously worked at Google, Apple, IBM, and Meta. The organisation has published more than 1,500 research papers, earned over 88,000 academic citations, and holds 190-plus patents in cryptography and distributed systems.

The technology behind DFINITY’s Internet Computer is fundamentally different from normal cloud hosting. Instead of one company controlling the servers, the network is run by independent node providers spread across different locations, making it resistant to single points of failure, censorship, or political pressure from any one country.

This approach was already tested in Europe. Earlier in 2026, DFINITY launched the Swiss Subnet at the World Economic Forum in Davos, a sovereign cloud deployment running entirely on 13 independent node providers located inside Switzerland. Pakistan’s setup follows the same blueprint.

A First for Pakistan, and a First for the World

Most countries still rely on big American or European cloud providers for their government systems. Pakistan is now charting a different path. By building on a blockchain-based network, Pakistani government data will sit on infrastructure that no single foreign company or government can access or control.

Dr. Sohail Munir, Chairperson of the Pakistan Digital Authority, described the deal as an important step in Pakistan’s digital evolution, saying the goal is to strengthen national resilience and open new opportunities for public institutions, students, and entrepreneurs.

DFINITY founder Dominic Williams said Pakistan is taking a forward-looking approach and that the Pakistan Subnet will lay the groundwork for AI applications that are secure, verifiable, and built to serve national priorities.

The country is already making parallel moves to build its own digital backbone. Earlier this year, the government’s Sky47 sovereign cloud was opened to every federal institution under a direct directive. The PDA-DFINITY deal now adds a blockchain-powered decentralised layer on top of that push, a separate but complementary piece of the same national strategy.

What the Caffeine AI Platform Means for Pakistani Developers

One underreported part of this story is the Caffeine AI platform. Caffeine, incubated by DFINITY, is described as an AI-powered platform that can help build apps faster, even for users who are not traditional software developers. With 1,500 Caffeine licenses going to Pakistani institutions and entrepreneurs, this is a direct tool for local tech talent to build real products on a sovereign, tamper-proof cloud.

For a country with a growing freelance and startup ecosystem, access to this kind of AI tooling, tied to government-backed infrastructure, could help local developers create apps that previously required expensive foreign cloud subscriptions.
