Pakistan’s virtual asset framework moved to the centre of government attention on October 12, 2026, when Minister of State and Pakistan Virtual Assets Regulatory Authority (PVARA) Chairman Bilal Bin Saqib gave a full briefing to the Prime Minister and the federal cabinet. He covered progress in regulating virtual assets and plans to expand digital finance across the country. The briefing showed how far Pakistan has come in a short time, and signalled what comes next.

What Bilal Bin Saqib Told the Cabinet

During the briefing, he discussed tokenisation, digital finance and changes in the global financial system. The numbers were striking. He said licensing regulations had been introduced within five months of the Virtual Assets Act, with a framework prepared to cover 10 different activities.

According to his statement, PVARA had achieved key targets while spending less than eight per cent of its allocated budget, and he noted that artificial intelligence was a key part of the regulatory system. In other words, Pakistan built an entire crypto regulator on a fraction of what was planned, and gave the rest of the money back.

The chairman said work was underway to develop tokenised financial infrastructure, including the tokenisation of sovereign debt, Eurobonds and Naya Pakistan Certificates. This is a big deal. Putting government bonds on a blockchain could make it far easier for Pakistanis living abroad to invest in their home country using digital wallets.

Pilot projects for modern cross-border payments and digital finance were also said to be progressing. For a country where remittances are a lifeline, faster and cheaper cross-border payments matter to millions of families.

How Pakistan’s Virtual Asset Framework Was Built

The Pakistan virtual asset framework did not appear overnight. PVARA is an autonomous federal regulatory body established under the Virtual Assets Ordinance, 2025, to license, regulate, and supervise virtual asset services and service providers across Pakistan.

Pakistan passed the Virtual Assets Act 2026 on March 6, 2026, creating the Pakistan Virtual Assets Regulatory Authority as a permanent body. This formalised oversight of the country’s growing digital asset sector, which had previously operated under temporary rules introduced in 2025.

Pakistan created a formal regulatory pathway for digital asset businesses, covering activities including exchanges, custody, brokerage and asset management. The framework also incorporates requirements relating to anti-money laundering, counter-terror financing, consumer protection and cybersecurity.

The Virtual Assets Act 2026 also fulfils a condition under Pakistan’s programme with the International Monetary Fund, meeting another reform milestone under the country’s agreement with the fund.

Pakistan Plans to Go Beyond Basic Crypto Rules

The cabinet briefing made clear this is not just about stopping illegal crypto trading. Pakistan is actively participating in global discussions on blockchain and tokenised finance, including dialogue at the United Nations, and is preparing to contribute to the future development of the global financial system.

Pakistan will now focus on emerging areas including tokenised markets, programmable payments and stablecoins, while also developing regulations for agentic payments and the emerging agentic economy. The term “agentic payments” refers to AI systems that can handle transactions automatically, without a human pressing a button each time.

Pakistan has introduced a regulatory sandbox and licensing system for virtual assets, while the number of virtual asset users in the country has surpassed 40 million. That user base makes it one of the largest crypto markets in Asia, and gives the government a strong reason to get the rules right.

For everyday Pakistanis, the PVARA website is the official place to check which platforms are licensed and safe to use. This matters because unlicensed platforms carry real financial risk. Severe penalties including fines up to PKR 50 million and prison terms up to five years apply to unlicensed operations.

Why This Matters for Pakistan’s Digital Economy

Pakistan ranked third globally in crypto adoption in 2025, according to Chainalysis. That ranking reflects millions of ordinary people already using digital assets, often without clear legal protection. A solid Pakistan virtual asset framework changes that, giving users, businesses and foreign investors a clear set of rules to follow.

The efficiency of PVARA’s work also stands out. The framework was achieved with limited resources and by utilizing only eight percent of the approved budget, while ninety-two percent was returned to the national exchequer. At a time when Pakistan is trying to cut public spending, this kind of lean governance is worth noting.

Frequently Asked Questions

What is PVARA and what does it do?

PVARA is an autonomous federal regulatory body established under the Virtual Assets Ordinance, 2025, to license, regulate, and supervise virtual asset services and service providers across Pakistan. Think of it as the crypto version of the Securities and Exchange Commission of Pakistan.

Is crypto legal in Pakistan now?

Yes. The Virtual Assets Act 2026 establishes a clear regulatory framework for cryptocurrencies, blockchain assets, and virtual asset service providers. Using a licensed platform is legal; using an unlicensed one risks heavy fines and jail time.

What is tokenisation of sovereign debt and why does it matter?

Work is underway to develop tokenised financial infrastructure, including the tokenisation of sovereign debt, Eurobonds and Naya Pakistan Certificates. In simple terms, this means turning government bonds into digital tokens that people can buy, sell, or hold using a crypto wallet, making investing in Pakistan much easier for the diaspora.

What comes next for Pakistan’s virtual asset framework?

Pakistan will focus on tokenised markets, programmable payments and stablecoins, while also developing regulations for agentic payments and the emerging agentic economy. Cross-border payment pilots are also in progress, which could one day make sending remittances home faster and cheaper for millions of Pakistanis abroad.
