Pakistan Postage Fraud Arrest Puts Cross-Border Cybercrime in Focus

The Pakistan postage fraud case that shook US federal prosecutors is now in the hands of Pakistani authorities. On 21 October 2026, Pakistan’s National Cyber Crime Investigation Agency (NCCIA) arrested Faheem Akram, a 33-year-old man from Khanewal in Punjab, after a weeks-long manhunt involving raids across the country. US prosecutors say the operation caused more than $126 million in losses to the US Postal Service.

How the Pakistan Postage Fraud Scheme Worked

Akram operated LabelsBank.com, which allegedly sold counterfeit US postage at a fixed rate of around $2 per label, regardless of weight, size, or destination. That flat price sounds simple, but the scale was enormous.

More than 5,200 people used LabelsBank.com to purchase over 5.1 million counterfeit shipping labels. The counterfeit labels allowed customers to ship packages at prices far below legitimate postal rates, resulting in lost revenue and additional shipping costs for the Postal Service.

The estimate of more than $126 million represents alleged losses to the Postal Service rather than proceeds from the website’s sales. In other words, the USPS was handling and delivering real packages that customers had paid almost nothing to send.

Pakistani investigators found that Akram operated the website from August 2023 through September 2026 and used 16 bank accounts for the business, including accounts held by his brother, wife, sister, and aunt.

How Investigators Found Him

Faheem Akram, 33, was arrested after an expansive search operation and raids across Pakistan, a senior official at the Pakistani National Cyber Crime Investigation Agency told reporters.

A federal grand jury in the Southern District of Florida returned an indictment on September 28 naming Faheem Akram. Early this month, the US Postal Inspection Service issued a wanted notice and offered up to $100,000 for information leading to his capture.

That reward almost certainly helped. A $100,000 tip bounty is rare in cybercrime cases, and it turned up the intelligence that led to raids across multiple Pakistani cities before Akram was finally found and detained in Lahore.

The Postal Service obtained a court order to seize and shut down the website in connection with the indictment. LabelsBank.com is now gone from the internet.

What Charges Does Akram Face?

According to the Justice Department, Akram faces one count of conspiracy to defraud the United States and to make and sell counterfeit postage stamps, five counts of making and selling counterfeit postage stamp labels, and four counts of wire fraud. The wire fraud counts carry the heaviest exposure, each carrying a maximum sentence of up to 20 years in prison if convicted. The conspiracy and counterfeit postage counts carry a maximum of five years each.

The Big Question: Extradition or Trial in Pakistan?

This is where the Pakistan postage fraud case gets complicated. Following his arrest, it remains unconfirmed whether Akram will be extradited to the United States or prosecuted locally in Pakistan.

Pakistan and the US do not have a formal bilateral extradition treaty that is in active, agreed-upon use for modern cases. Instead, transfers rely on diplomatic negotiation, mutual legal assistance, and case-by-case cooperation. Pakistan’s NCCIA coordinates with international law enforcement through INTERPOL channels, Mutual Legal Assistance Treaties, and direct agency-to-agency cooperation for cybercrime investigation.

Perpetrators in jurisdictions without clear extradition agreements with Pakistan may evade prosecution abroad, and the reverse is also true. If Pakistani prosecutors choose to try Akram at home under local law, the US indictment cannot simply force a handover.

What is certain is that this case has already shown something important: Pakistani cyber investigators acted on a US request, ran a serious nationwide manhunt, and made the arrest. That level of cooperation is not guaranteed in every cross-border cybercrime case, and its success here will likely encourage more such requests in future.

Pakistan’s Cybercrime Enforcement Is Changing

One detail that most international coverage has missed is the agency that made this arrest. It was not the old FIA Cyber Crime Wing. The NCCIA replaced the FIA Cyber Crime Wing in 2025, so cybercrime investigations and complaints in Pakistan now go through this newer agency.

The National Cyber Crime Investigation Agency operates across Pakistan and has been taking on bigger, more complex cases since it was set up. In June 2025, the NCCIA arrested two suspects involved in an Rs20 billion online fraud in Multan, where the accused had allegedly persuaded citizens into investing in fake trading schemes by promising large returns.

Pakistan’s cybercrime legal framework is built on PECA 2016 (Prevention of Electronic Crimes Act), which introduced offences including cyber terrorism, identity theft, and online harassment, and empowered the FIA to investigate cybercrimes. Those powers have now transferred to the NCCIA.

For Pakistani readers who want to know how to report a cybercrime, the process has changed. The official complaints portal is now run by the NCCIA, not the FIA. You can find out more at the Pakistan Telecommunication Authority (PTA), which works alongside the NCCIA on digital enforcement issues. Why This Matters for Ordinary Pakistanis

At first glance, a US postage fraud case seems far from everyday life in Pakistan. But the Faheem Akram arrest raises three questions that touch anyone who uses the internet here.

  • Can Pakistan prosecute its own citizens for overseas digital crimes? Under PECA, yes in some cases, but enforcement is still developing.
  • Will this arrest improve Pakistan’s reputation on cybercrime? Cooperation on a high-profile US case sends a positive signal to global partners.
  • What happens to Pakistanis who commit fraud online from home? Significant obstacles including lack of technical expertise, inadequate resources, delayed prosecutions, and poor inter-agency coordination still undermine enforcement. That needs to improve.

The Pakistan postage fraud arrest is a landmark case. It proves that sitting in Punjab and running a website does not put a person beyond the reach of international law. As digital commerce grows in Pakistan, both potential fraudsters and ordinary citizens need to understand that the internet is not a borderless shield.

Frequently Asked Questions

Who is Faheem Akram and what did he allegedly do?

Faheem Akram, 33, of Khanewal, Pakistan, is charged with one count of conspiracy to defraud the United States and to make and sell counterfeit postage stamps, five counts of making and selling counterfeit postage stamp labels, and four counts of wire fraud, according to the US Attorney’s Office for the Southern District of Florida.

How much did the Pakistan postage fraud scheme cost the USPS?

The estimated loss to the Postal Service is more than $126 million, according to the US Attorney’s Office for the Southern District of Florida. Prosecutors say this figure reflects lost revenue and shipping costs, not money the website actually took in.

Will Faheem Akram be extradited to the United States?

Authorities have not yet determined whether Akram will be extradited to the United States to face charges in the Southern District of Florida or prosecuted in Pakistan. This is likely to be decided through diplomatic channels in the coming weeks.

Which Pakistani agency made the arrest and how do cybercrime complaints work now?

The NCCIA (National Cyber Crime Investigation Agency) made the arrest. The NCCIA replaced the FIA Cyber Crime Wing in 2025, and all cybercrime complaints in Pakistan now go through this agency rather than the FIA. If you have been a victim of online fraud, you should use the NCCIA’s official complaint portal and gather evidence such as screenshots and transaction records before filing.
