Pakistan Launches 7 AI Innovation Hubs to Back 560 Startups

Pakistan’s AI innovation hubs are moving from policy paper to physical reality. The Ministry of Information Technology and Telecommunication (MoITT) has announced the National Artificial Intelligence Advancement Initiative, or NAAI, a plan to build seven AI innovation hubs across the country and incubate 560 AI startups within two years. For students, founders, and investors, this is the most concrete government action on artificial intelligence Pakistan has seen so far.

What Is the NAAI and What Does It Actually Do?

MoITT’s NAAI aims to incubate 560 AI startups, distribute non-dilutive seed grants to 150 startups, and position the country as a regional hub for AI-driven innovation. The word non-dilutive matters: founders who receive these grants do not give up any ownership stake in their company. That is a meaningful difference from venture capital funding.

The initiative is launched as part of the implementation of Pakistan’s National AI Policy, and it brings together academia, industry, startups, researchers, investors, and the public sector under a single national framework. Think of it as one roof for everyone working on AI in Pakistan.

MoITT has already taken a formal step to get things moving. The ministry has issued a Request for Proposals (RFP) for the establishment and operation of the facilities. The ministry will appoint a single company or consortium to design, develop, operate, and sustain the innovation centers. Bidders can also apply as joint ventures, which opens the door to international partners teaming up with local firms.

Where Will the AI Innovation Hubs Be Located?

The AI hubs will be set up in Islamabad, Lahore, Karachi, Peshawar, Quetta, Muzaffarabad, and Gilgit. This spread is significant. Most government tech programmes have historically concentrated on Islamabad and Lahore. Including Muzaffarabad and Gilgit means young people in Azad Kashmir and Gilgit-Baltistan get direct access to structured AI support for the first time, without having to relocate to a big city.

How Many Startups Can Each Hub Take In?

The two-year programme aims to incubate 560 AI startups, with each hub hosting 20 startups per cohort and two cohorts annually, enabling a total of 280 startups each year across the seven centres. So each hub runs two batches of 20 founders per year. That is a modest but manageable number, which makes proper mentorship realistic rather than just a bullet point in a document.

Each hub will feature dedicated startup workspaces, modern office infrastructure, high-speed internet connectivity, collaboration areas, multimedia facilities, mentorship rooms, and hybrid meeting spaces to support AI entrepreneurs.

What Support Will Startups Get?

Accepted founders get more than a desk. Startups will access AI boot camps, accelerator programmes, mentoring networks, and thematic hackathons, and the operator must connect founders with venture capital firms, incubators, accelerators, and technology companies to improve investment readiness.

For the seed grants, the process will be transparent and milestone-based. The appointed operator will oversee outreach, application processing, technical evaluations, grant administration, and post-award monitoring through a transparent, merit-based framework, with grant disbursement linked to clearly defined milestones and performance indicators to ensure accountability.

The initiative also includes plans to organise two national AI hackathons and four AI awareness sessions aimed at promoting innovation, collaboration, and public understanding of artificial intelligence.

Which Sectors Are the Hubs Focused On?

The AI hubs will focus on developing artificial intelligence solutions for several key sectors, including healthcare, agriculture, education, fintech, and smart cities. These are areas where Pakistan has both a pressing need and a large pool of potential users, which gives AI startups a real domestic market to build for, not just export clients.

Who Else Can Benefit? Students and Underserved Communities

The project makes the inclusion of women and people from underserved regions a mandatory component, to ensure broader participation in Pakistan’s growing AI economy. This is not optional language buried in an appendix. It is a hard requirement for the operator who wins the contract. If the operator fails to meet diversity targets, it affects contract renewal.

The NAAI sits inside a broader government push. The National AI Advancement Initiative complements AI Seekho, which aims to deliver 20,000 trainings, giving students a clear path from free AI skills training into structured startup support. The initiative also connects to Pakistan’s broader AI infrastructure ambitions. The National AI Policy’s fifth pillar envisions a national compute grid, centralised datasets, AI hubs, and cloud-based resources to support scalable innovation. The NAAI hubs are the physical layer of that vision.

What Founders and Investors Should Watch Next

The RFP has been issued, which means the clock is ticking on operator selection. Once a winner is chosen, hub construction and setup can begin. Founders should start preparing their ideas now, particularly in the five target sectors. Investors, especially those focused on early-stage AI, should note that 150 seed grants will create a new batch of de-risked startups that may be ready for a follow-on round within 12 to 18 months.

If implemented effectively, the initiative could significantly strengthen Pakistan’s emerging AI ecosystem by creating a coordinated national platform connecting startups, investors, academia, and industry while accelerating the country’s transition toward a knowledge-based digital economy.

One honest caveat: the Punjab AI schools plan has already hit delays over basic infrastructure gaps, which shows that ambitious AI policy in Pakistan can stall at the execution stage. The NAAI’s performance-based contract structure is designed to prevent that, but delivery will depend on who wins the operator bid and how quickly they can get hubs running in cities like Quetta and Gilgit where digital infrastructure is still developing.
