First female chief justice
Justice Musarrat Hilali accepted her oath as the first female chief justice of the Peshawar High Court on Saturday. Ms Hilali was sworn in by Khyber Pakhtunkhwa (KP) Governor Ghulam Ali during an event at the PHC.
Several judges, Pakistan’s Attorney General Usman Mansoor Awan, and a significant number of lawyers attended the oath-taking ceremony.
Musarrat Hilali is the second female chief judge of a high court, following judge Tahira Safdar of the Balochistan High Court.

In August of 1988, the Supreme Court of Pakistan was established.
Justice Hilali was born in Peshawar on August 8, 1961, and graduated from Peshawar University’s Khyber Law College. She was admitted as a district court counsel in 1983, a high court advocate in 1988, and a Supreme Court advocate in 2006.
She was the first female elected office bearer on the post of Secretary at the bar from 1988-1989, vice president at the bar (twice) from 1992 to 1994, General Secretary 1997-1998, and the first female twice elected as an executive member of Supreme Court Bar Association (SCBA) from 2007-2008 and 2008-2009.
She was elevated to the bench as an additional judge on March 26, 2013, and confirmed as a permanent judge of the PHC on March 13, 2014. According to the seniority list of the high court, Justice Hilali will retire on August 7, 2023.
