KP Free Electric Scooter Scheme Opens for Women in Peshawar

The KP free electric scooter scheme is now moving from idea to action. Khyber Pakhtunkhwa Chief Minister Muhammad Sohail Afridi gave in-principle approval on 2 September 2026 to provide free electric scooters to female students and working women across the province. It is a rare provincial EV subsidy story, and for women in Peshawar, it could change how they travel every single day.

What Is the KP Free Electric Scooter Scheme?

This is a government-funded programme where eligible women receive an electric scooter at zero cost. There is no loan, no installment, and no hidden charge for the recipient. The provincial government covers the full cost.

The KP government proposed allocating Rs 2.5 billion for an electric bikes and rickshaws scheme in its 2026-27 budget, and the free scooter programme for women sits inside that larger EV push. That figure had not been widely tied to this specific announcement in other coverage, but it tells you the province has real money set aside, not just a press release.

Chief Minister Sohail Afridi said the electric scooters would make commuting safer for women travelling to educational institutions and workplaces, and that the initiative would also support efforts to reduce air pollution by encouraging cleaner modes of transportation.

Who Qualifies for the KP Free Electric Scooter?

Under the first phase, female students and working women in the provincial capital will receive electric scooters free of cost. The scheme is not open to men, and it is not open to all of KP right away. For now, only women in Peshawar can apply in Phase 1.

The two main groups that qualify are:

  • Female students enrolled at educational institutions in Peshawar
  • Working women who commute to jobs in Peshawar

Chief Minister Sohail Afridi said the free electric scooter initiative would promote women’s economic empowerment by helping their mobility and improving access to education and employment opportunities.

The government has not yet published a full list of required documents for this specific KP scheme. Once the steering committee is notified (see below), a formal application portal or process is expected to be announced. Women who are likely to need documents include proof of student enrolment or employment, a valid CNIC, and proof of residence in Peshawar.

How Will Winners Be Selected?

The government is not doing first-come, first-served. Officials briefed the meeting that beneficiaries would be selected through a computerized balloting process to ensure transparency and merit. This is the same approach Punjab used for its e-bike scheme, and it is designed to keep the process free from favouritism.

What Committees Are Running This Scheme?

Three bodies have been set up to manage the rollout. Afridi directed the authorities to immediately notify a steering committee, technical working group, and grievance redressal committee to oversee the implementation of the scheme.

In plain terms, this means:

  • Steering committee, sets the overall direction and rules
  • Technical working group, handles logistics, scooter specs, and distribution
  • Grievance redressal committee, handles complaints if women feel they were unfairly left out

The grievance committee is a detail that most coverage has missed. It means there will be a formal way to challenge a decision, which is important for women in a province where access to such programmes has not always been equal.

When Will It Expand Beyond Peshawar?

Officials briefed the chief minister that female students and working women in Peshawar would receive the scooters in the first phase, while the scheme would subsequently be expanded to other districts of the province. No specific timeline for that expansion has been announced yet.

Rising fuel prices, environmental concerns, and increasing transportation costs have encouraged the provincial government to support electric vehicle adoption, especially for two-wheelers. Why This Scheme Is Different From Federal EV Programmes

Pakistan already has a federal EV push called PAVE (Pakistan Accelerated Vehicle Electrification). That programme focuses on subsidized loans and installment plans, mostly for government employees and students across the country. The KP scheme is different in one key way: the scooters are completely free for recipients, not subsidized or sold on installments.

Punjab also runs its own CM e-Bike Scheme, which gives subsidized bikes on zero-interest installments. But that scheme requires the recipient to pay monthly installments, even if the interest is waived. The KP scheme, as approved, gives the scooter outright at no cost to the beneficiary.

The chief minister directed authorities to ensure the effective and transparent implementation of the scheme and immediately notify the steering committee, technical working group, and grievance redressal committee.

Once the committees are formally notified, the government is expected to:

  • Announce the application process and portal
  • Set the eligibility documents list
  • Open balloting for Peshawar residents
  • Distribute scooters to selected women
  • Then plan Phase 2 for other KP districts
