JazzWorld and PPAF Join Forces to Push Mobile Money Inclusion

Mobile money inclusion in Pakistan got a major push on 6 August 2026 when JazzWorld, the parent digital services company behind Jazz and JazzCash, signed a Letter of Intent (LoI) with the Pakistan Poverty Alleviation Fund (PPAF) to develop joint programmes that bring digital financial services to communities that formal banking has never reached.

This is not a small symbolic gesture. Between JazzCash’s reach and PPAF’s ground network, the deal connects two of the country’s biggest engines for grassroots economic change.

What the JazzWorld and PPAF Deal Actually Covers

JazzWorld, described as Pakistan’s leading integrated digital ServiceCo, signed the LoI to collaborate on initiatives that expand digital and financial inclusion, strengthen livelihoods, empower underserved communities and accelerate sustainable socio-economic development across Pakistan.

The partnership brings together JazzWorld’s digital capabilities and PPAF’s extensive community outreach network to explore and implement high-impact programmes that improve access to opportunity for underserved populations.

The scope of what they plan to build together is wide. Through this collaboration, the two organizations will jointly develop initiatives spanning community development, digital literacy, financial inclusion, women’s and youth empowerment, livelihood enhancement, climate resilience, humanitarian response and other mutually agreed social impact interventions.

The climate resilience and humanitarian response elements are worth noting. Most fintech deals in Pakistan focus purely on payments and credit. This one explicitly covers disaster relief and climate shocks, which matter a lot in a country that sees regular floods, droughts and displacement.

Why PPAF Is the Right Partner for Mobile Money Inclusion

The Pakistan Poverty Alleviation Fund is a not-for-profit company built on a public-private partnership model, and it aims to promote an effective approach to poverty alleviation across Pakistan. It is not a new or untested body. Established by the Government of Pakistan as an autonomous not-for-profit company, PPAF began its operations in 2000 and is now working across 137 districts with 130 partner organisations.

To date, the organisation has disbursed USD 2 billion through grants and financial services in various programmes targeting the vulnerable communities and areas of the country.

That ground presence is exactly what digital-only platforms lack. JazzCash can build an app and a payment gateway, but it cannot easily walk into a remote village in Balochistan or a flood-hit district in Sindh and sign up residents who have never held a bank account. PPAF’s 130 partner organisations already do that every day.

PPAF CEO Nadir Gul Barech said the partnership will combine PPAF’s nationwide grassroots network and experience in livelihoods and financial inclusion with JazzWorld’s digital capabilities to extend essential services and economic opportunities to underserved populations.

JazzCash’s Scale Makes This Deal Credible

JazzWorld is not coming to this deal with promises alone. Its digital financial platform, JazzCash, is already one of the largest mobile money services in the country. With 53 million customers, JazzCash is Pakistan’s leading digital financial services provider, empowering underserved communities, particularly women, entrepreneurs and rural populations, to participate in the digital economy.

Its extensive network of nearly 600,000 merchants and 300,000 agents ensures deep market reach, and the platform disburses more than 140,000 digital loans daily to micro-entrepreneurs, supporting small-scale commerce and driving inclusive economic growth.

In 2024, JazzCash processed a transaction value equivalent to approximately 9% of Pakistan’s GDP and accounts for more than 50% of all IDs on Pakistan’s national payment platform, Raast.

That scale matters. When PPAF helps a village organisation set up digital accounts, those accounts can connect directly to a platform that already processes nearly a tenth of the entire economy.

This deal also fits a broader pattern of social partnerships JazzWorld is actively building. Less than a month before this LoI, JazzWorld and Population Council Pakistan signed a two-year Letter of Intent on World Population Day to leverage digital platforms and data to expand access to trusted health information and empower women and young people across Pakistan. The PPAF deal doubles down on that direction.

The Unbanked Reality This Deal Must Address

Pakistan’s financial inclusion numbers are still difficult. In a country where approximately 79% of adults remain without formal bank accounts as of mid-2025, JazzCash’s services address exclusion from traditional banking due to geographic, economic or infrastructural barriers.

The poverty picture is equally stark. According to a World Bank report released in June 2025, approximately 45% of Pakistan’s population is now living below the poverty line, based on an updated poverty threshold and survey data from 2018 to 2019, and the proportion living in extreme poverty rose from 4.9% to 16.5%.

These numbers mean the JazzWorld and PPAF collaboration is arriving at a moment when the need is urgent, not theoretical. These figures underscore the growing challenges faced by institutions such as PPAF, which plays a critical role in addressing multidimensional poverty, supporting community-driven development, and delivering targeted interventions to uplift vulnerable segments of society.

For ordinary Pakistanis in rural areas, the practical output of this deal could mean a mobile wallet linked to a microfinance loan, digital delivery of government welfare payments, or a simple literacy session that teaches someone how to use their phone to save money safely. By enabling easy account opening via mobile phones without requiring physical branches, JazzCash has already empowered underserved groups, including women and informal sector workers, and the service contributes to poverty reduction by facilitating remittances, micro-loans and merchant payments for low-income households.

The test will be whether joint programmes reach communities that neither party has managed to serve alone.

He said that at JazzWorld, they believe meaningful digital transformation must create opportunities for everyone, and through this partnership with PPAF, they are combining technology with community-led development to expand digital inclusion, strengthen livelihoods and empower underserved communities across Pakistan.
