What the Google Pakistan MoU Actually Says

Pakistan and Google signed the MoU on Friday to promote the country’s digital transformation, with students getting free access to the tech giant’s advanced AI tools for one year. The MoU was signed during a reception hosted by Prime Minister Shehbaz Sharif in honour of the Google team. Secretary Ministry of Information Technology Zarar Hashim Khan and Google’s Senior Director of Government Affairs and Public Policy for Southeast Asia, David Weller, signed the MoU at the ceremony.

150,000 Google Career Certificates in 2026

Under the MoU, Google aims to provide 150,000 Google Career Certificates for Pakistani youth in 2026, equipping them with market-ready skills in high-demand technical fields. Google intends to explore the expansion of the Google Career Certificates program, with the possibility to enhance it in coming years, to foster employment opportunities in high-growth fields.

What are Google Career Certificates? They are short, online courses built by Google that teach practical job skills, things like data analytics, IT support, project management, UX design, and cybersecurity. You do not need a university degree to enrol, and many employers worldwide accept them. For Pakistani youth who cannot afford a four-year degree or expensive bootcamps, these certificates are a direct path to global job markets.

These certificates are designed to help people learn practical skills that can support their careers in the digital economy, and the training can be useful for students, young professionals, and people who want to improve their job skills.

Free Google AI Plus and Gemini Access for Students

Google intends to explore the provision of advanced AI tools, including one-year free access to Google AI Plus and Gemini Notebook, to support students across Pakistan in their academic and research pursuits, with the aim of enabling them to maximise their competitiveness and contribute to IT exports.

This is a big deal in practice. Google AI Plus normally costs money. Giving Pakistani students free access for a full year means they can use Gemini for research, coding help, writing, and analysis, the same tools that professionals in richer countries pay for. It could narrow the AI skills gap between Pakistan and more developed tech markets faster than almost any classroom programme could.

AI Centre of Excellence in Islamabad

A key component of the agreement is the establishment of a dedicated Google AI Centre of Excellence in Islamabad. The centre will train Pakistani youth and human resources according to international technology market standards.

The proposed centre is expected to support work in AI research, training, innovation, and practical use of artificial intelligence. It could become a place where experts, students, developers, and government institutions work on new technology projects.

Most coverage has focused on the certificate numbers. But the centre is arguably the longer-term story. A permanent, Google-backed AI facility in Islamabad could anchor a pipeline of skilled talent for years, not just in 2026.

Beyond Education: FBR, Farming, and Digital Payments

The Google Pakistan MoU covers more ground than skills training. Under the MoU, AI-powered data analytics will be used in the Federal Board of Revenue’s digitisation programme. The two sides also agreed to use AI in agriculture for crop monitoring, forecasting, and sustainable farming practices, while digital platforms would be leveraged to help small and medium-sized enterprises gain access to global markets.

The MoU also provides for collaboration in mobile applications and the gaming industry, strengthening digital payment ecosystems, digital trade, and the use of AI in government and key economic sectors. For Pakistan’s growing gaming and app developer community, this is a quiet but meaningful win buried in the fine print.

A Task Force to Drive IT Exports

The government has decided to establish a task force comprising representatives of the government, Google, and other relevant stakeholders. The task force will identify obstacles to IT export growth and explore opportunities for expanding Pakistan’s presence in international technology markets.

A joint task force could help remove the structural barriers, like payment gateway restrictions and slow freelancer remittance flows, that keep those numbers from growing faster.

The Bigger Picture: A $30 Billion IT Economy Goal

The cooperation marks a significant step towards Prime Minister Shehbaz Sharif’s vision of increasing Pakistan’s IT exports and digital economy to $30 billion by 2030.

Google says it has contributed to more than Rs3.9 trillion ($14.05 billion) of economic activity for local Pakistani businesses and households, and contributed to over 960,000 jobs in the country. That baseline shows Google already has deep roots in Pakistan’s economy. This MoU is meant to grow that number significantly.
