Dubai visa on arrival for Pakistanis

The question of Dubai visa on arrival for Pakistani travellers comes up constantly, and the short answer is: no, you cannot walk off a plane in Dubai and get a stamp at the counter just because you hold a Pakistani passport. But there is one important exception, and there are also some new developments in 2026 that every Pakistani traveller needs to know about.

Dubai Visa on Arrival: The Honest Answer for Pakistanis

Pakistani passport holders cannot get a visa on arrival in Dubai. You must apply for a visa in advance if you are a Pakistani citizen visiting the UAE.

This is the standard rule, and it has not changed in 2026. Pakistani passport holders must obtain a pre-approved Dubai visa before departure. The visa is issued electronically and sent to your email. You show it at the airport when you board and again when you arrive.

As of 2026, Pakistani citizens have visa-free or visa on arrival access to 30 countries and territories, ranking the Pakistani passport 100th in the world according to the Henley Passport Index. The UAE is not among those 30.

The One Exception: If You Hold a Western Visa or Residency

There is a real exception that many Pakistanis do not know about. Pakistani passport holders with a valid US, UK, EU, Australian, or Canadian visa or residence permit may qualify for a 14-day UAE visa on arrival. Without a qualifying visa, you must apply in advance.

This is a conditional facility. Your Pakistani passport alone does not open the door. The extra visa or residence permit is what makes you eligible. An expired visa, even one that expired recently, does not qualify. The visa or permit must be valid at the time you travel.

So if you live in the UK, hold a US green card, or carry a valid Schengen residence permit, you can land in Dubai and get a 14-day stamp on arrival. If you only have a Pakistani passport with no qualifying document, you cannot.

What Changed in June 2026 (And Pakistan Was Not Included)

In late June 2026, the UAE made a change to its visa-on-arrival policy that caused confusion online. From 25 June 2026, the UAE expanded its visa-on-arrival programme to include nationals of Indonesia, Vietnam, Thailand, the Philippines, Kenya and South Africa. The change was announced by the UAE Ministry of Foreign Affairs and the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP).

However, Pakistan was not part of this update. Eligibility is conditional, nationality alone is not enough. Passport holders from these six countries must also hold a valid residence permit from one of the approved countries listed to qualify.

So even the newly added countries face the same condition Pakistan faces for its exception: you need a qualifying Western visa or permit. Pakistani nationals were not added to the unconditional visa-free list, which remains limited to Western nations and GCC citizens.

A New Development: Pre-Immigration Clearance at Karachi Airport

One genuinely positive development for Pakistani travellers came in early 2026. In January 2026, after talks between Interior Minister Mohsin Naqvi and a UAE delegation led by Customs and Port Security chief Ahmed bin Lahij Al Falasi, the two governments agreed to a scheme that would allow travellers to complete UAE entry formalities before they board their flights.

Under the pilot phase, all biometric capture, visa verification and customs declarations will be handled at Karachi’s Jinnah International Airport. Travellers who clear the checks will be treated as domestic passengers on arrival in Dubai or Abu Dhabi and can leave the airport without queuing at immigration counters.

After the Karachi pilot, the system is planned to expand to Lahore and Islamabad. This is not the same as a visa on arrival. You still need your visa approved before you travel. The difference is that the entry check happens in Karachi, not in Dubai, so you skip the arrival queue entirely.

How to Actually Get a Dubai Visa From Pakistan

If you do not hold a qualifying Western visa, here is what you need to do. The Dubai visitor visa application process is fully online, but approval depends on accurate documentation, eligibility checks, and compliance with UAE immigration rules.

The documents you generally need include:

  • Valid Pakistani passport (minimum 6 months validity)
  • CNIC copy (front and back)
  • Recent passport-size photograph (white background)
  • Return flight booking
  • Hotel confirmation or sponsor’s Emirates ID
  • Bank statement

Processing typically takes 5 to 6 working days, and the visa is valid for 60 days from date of issue. After you submit your online visa application, your visa is processed within this time.

You can apply through UAE’s official ICP portal, through your airline (Emirates or Etihad both offer this service), or through a registered travel agent. Avoid unofficial agents, as applying through unverified agents is one of the biggest risks, and many rejections, delays, and financial losses occur due to fake approvals or incorrect submissions.

You should also be aware that male applicants from Pakistan under the age of 40 may have a higher risk of rejection based on current UAE immigration trends. This is not a ban or a guarantee of rejection, but it is worth knowing before you pay the non-refundable fee. Make sure your documents are complete and your travel purpose is clear.
