DESCO Wins Licence to Power DHA City Karachi from October

DESCO DHA City Karachi is set to become a first in Pakistan’s energy history. The National Electric Power Regulatory Authority (NEPRA) has granted DHA Energy Supply Company (Private) Limited, known as DESCO, two parallel licences to distribute electricity and serve as the Supplier of Last Resort (SoLR) inside DHA City Karachi. The licences start on October 1, 2026, and run for 20 years until September 30, 2046.

DESCO DHA City Karachi to Replace K-Electric from October 2026

Right now, DHA City Karachi gets its power through K-Electric under a temporary arrangement. That deal expires on September 30, 2026. From the very next day, DESCO steps in as the official power distributor for the area.

Why was this needed? DHA City Karachi sits about 56 kilometres from central Karachi on the M-9 Motorway in District Malir. Unlike most urban areas, it has no direct connection to either the national grid or K-Electric’s existing network. This physical gap made a separate power arrangement necessary, not just a policy choice.

To start supplying power, DESCO has arranged to buy up to 6 megawatts (MW) of electricity from Lucky Cement Limited, the nearest available source. That power will then be delivered to residents and businesses inside DHA City through K-Electric’s transmission lines.

What the Licence Actually Means for Residents

The term “Supplier of Last Resort” (SoLR) might sound like legal language, but for residents it has a very practical meaning. If any private electricity supplier inside DHA City fails or stops serving customers, DESCO must step in and keep the lights on. No one gets left without power because a supplier walked away. DESCO cannot discriminate between consumers and must serve everyone in its area.

On pricing, NEPRA has made it clear that DESCO can only charge tariffs, connection fees, and system-use charges that NEPRA itself approves. The regulator has also asked DESCO to submit a full tariff petition within 90 days of the licence being issued, so residents will have clarity on bills well before power switches hands.

Infrastructure Already in Place

DESCO is not starting from zero. The company has already built grid stations, transmission lines, and a distribution network inside DHA City Karachi. NEPRA checked this infrastructure as part of approving the licence, confirming that DESCO has the technical capacity to run the system.

Pakistan’s First Private Power Distributor Under CTBCM

This move is bigger than just one housing project getting a new electricity bill. DESCO DHA City Karachi is now the first privately owned entity in Pakistan to hold both a distribution licence and a SoLR licence at the same time. Before this, only legacy public utilities, ex-WAPDA distribution companies, and K-Electric had that dual role.

The licences were granted under NEPRA‘s revised framework for the Competitive Trading Bilateral Contract Market (CTBCM). This framework is designed to break up the old monopoly model, where one company both distributed and supplied electricity in a given area with no competition. Under CTBCM, supply and distribution can be handled by different companies, and multiple suppliers can compete for the same customers.

Importantly, DESCO’s licences are non-exclusive. This means other approved electricity suppliers can also enter DHA City Karachi and compete for customers in the future. Think of it like a mobile network market, where multiple operators serve the same city.

Objections Were Raised and Overruled

The process was not without pushback. Three parties raised formal objections to DESCO’s application: the Central Power Purchasing Agency (CPPA), Gujranwala Electric Supply Company (GEPCO), and K-Electric. Their concerns centred on DESCO’s financial strength, technical readiness, and lack of operating history.

NEPRA overruled all three objections. The regulator pointed out that DESCO is backed by DHA Karachi, which has strong financial credentials and can support the company when needed. NEPRA also noted that it is normal for a new company to start with the minimum capital required by the Securities and Exchange Commission of Pakistan (SECP) and then grow after operations begin. The regulator said it is confident DESCO’s financial position will strengthen once it starts distributing power.

What This Means for K-Electric

Losing DHA City Karachi is not a small matter for K-Electric. DHA residents are widely considered among the most reliable, high-paying consumers in the city. Losing that customer base will reduce K-Electric’s revenue from one of its most stable billing areas. This is a real financial impact, even if the physical area of DHA City is relatively small compared to K-Electric’s full service zone across Karachi.

K-Electric still holds its own distribution and SoLR licences for the rest of Karachi until June 2044. However, those licences have been non-exclusive since K-Electric’s monopoly ended in 2023, meaning other players can legally enter its territory, as DESCO has now done.

The Broader Picture for Pakistan’s Energy Sector

Pakistan’s power sector has long been dominated by a handful of state-linked utilities. The CTBCM reforms are meant to change that by letting private players enter and compete. DESCO getting its licence is the first real-world test of whether that reform can work at the housing-project level.

If DHA City Karachi runs well under DESCO, other private developers and housing authorities across Pakistan may look at building their own power companies. It could set a model for gated communities, industrial zones, and special economic zones that want to manage their own electricity supply instead of relying on the national grid.

DESCO was incorporated in March 2017 as a special purpose vehicle by DHA Karachi. It took nearly a decade to reach this point of getting a full operating licence from NEPRA. The long road reflects how complex Pakistan’s power-sector regulation is, but the licence approval signals that the regulatory doors are now open for private distributors.
