BISP complaint online filing in Pakistan is 100% free and takes just a few minutes. Whether your payment is delayed, deducted, or blocked due to a biometric error, you have four official ways to raise a complaint: the 8171 web portal, SMS to 8171, the toll-free helpline, or your nearest BISP Tehsil Office. This guide covers every method with exact steps and fixes for the most common problems.

What You Need Before You Start

Keep these ready before using any complaint method:

  • Your original CNIC (13-digit number, no spaces or dashes)
  • Mobile number registered with BISP
  • Details of your complaint (date, amount deducted, error shown on screen)
  • Any proof (screenshot of portal, ATM receipt, SMS from 8171)

Method 1: BISP Complaint Online via the 8171 Web Portal

This is the most direct online route. Use it from any smartphone or computer with internet access.

  1. Open the portal. Go to 8171.pass.gov.pk in your browser. This is the official BISP tracking and complaint portal.
  2. Enter your CNIC. Type all 13 digits of your CNIC in the box shown. Do not add spaces or dashes.
  3. Enter the captcha. Type the security code shown on screen, then click Submit.
  4. Check your status. The portal will show your payment status and eligibility. Note the exact error or status message shown.
  5. Go to the complaint section. Look for the Complaint or Grievance option in the menu.
  6. Fill in your details. Enter your name, CNIC, registered mobile number, district, and complaint category (for example: payment not received, biometric error, wrong deduction, or eligibility dispute).
  7. Describe your issue. Write a short, clear description. For example: “Rs. 500 deducted from my installment at payment centre on [date].”
  8. Click Submit. You will get a complaint tracking ID on screen and via SMS on your registered number. Save this number.

Fee: PKR 0. The BISP complaint process is completely free through all channels.

Method 2: BISP Complaint via SMS to 8171

This method works on any phone, even a basic keypad phone, and does not need internet.

  1. Open your phone’s message app.
  2. Type your 13-digit CNIC number only (no spaces, no text).
  3. Send it to 8171.
  4. You will receive an automated reply with your payment status and a complaint tracking ID.

SMS support is available 24 hours a day, 7 days a week. This is the simplest method for people in rural areas or those without a smartphone.

Method 3: BISP Complaint via Toll-Free Helpline

Call the official BISP helpline to speak directly with a support agent.

  1. Dial 0800-26477 from any mobile network (Jazz, Zong, Ufone, Telenor) or landline. The call is toll-free, meaning it costs you PKR 0.
  2. The helpline operates Monday to Saturday, 9:00 AM to 5:00 PM.
  3. Tell the agent your CNIC number, registered mobile number, and the problem you are facing.
  4. The agent will register your complaint and give you a reference number. Write this down immediately.
  5. Use this reference number to follow up on your complaint status.

You can use this number to report payment delays, deductions, biometric errors, fraud, or ask about the dynamic survey process.

Method 4: Visit Your Nearest BISP Tehsil Office

This is the best option for complex issues, biometric corrections, or CNIC mismatches. BISP has offices across the country.

  1. Find your nearest office. BISP has 385 Tehsil offices, 33 divisional offices, and 6 regional offices across Pakistan. Search “BISP Tehsil office near me” or ask at your local government office.
  2. Bring your original CNIC. Also bring your registered SIM card and any proof of your complaint (ATM receipt, screenshot, etc.).
  3. Collect a complaint form. Fill in your name, CNIC, mobile number, and the deducted or missing amount.
  4. Submit the form to the Assistant Director at the Tehsil office.
  5. Get your confirmation slip. Keep it safe. It is official proof that your complaint is in the system.
  6. Staff can also update your record directly in the National Socio-Economic Registry (NSER) system on the spot if needed.

Tip: Visit early in the day on a weekday to avoid long queues.

What Happens After You File a BISP Complaint Online?

Once your complaint is registered, BISP staff check your details against the central NSER database. If your complaint is valid and the deduction or error is confirmed, the corrected amount is usually added to your next payment cycle. The whole process typically takes 7 to 30 working days, depending on the type of issue.

Common Problems and Fixes

Problem: Portal shows payment released but I got nothing

Check if your NSER survey is complete and up to date. Call 0800-26477 or visit your Tehsil office with your CNIC and the portal screenshot as proof.

Problem: Biometric verification keeps failing

This can happen if your fingerprints are worn or the scanner is faulty. Visit your nearest BISP Tehsil office. Staff can verify you manually using your CNIC. You may also need to update your biometric with NADRA.

Problem: Captcha error on 8171 portal

Refresh the page, clear your browser cache, and try again. If it still fails, switch to the SMS method or call the helpline instead.

Problem: CNIC does not match the database

Go to your nearest BISP Tehsil office and ask them to correct and update your CNIC in the NSER database directly.

Problem: Money was deducted by an agent or middleman

Report this immediately to the BISP helpline at 0800-26477. This is fraud. Never pay anyone a fee to get your BISP payment. All complaint services are free. BISP officials will take strict action against any deduction agent once your complaint is verified.

Fraud Warning: Protect Yourself

8171 is the only official BISP SMS number. Any SMS, WhatsApp message, or phone call from a different number claiming to be BISP is a scam. Never share your PIN, password, or pay any money to get your payment released. If someone asks for money to process your complaint, report them to the helpline (0800-26477) immediately or visit your nearest BISP office.
