PTA Pushes Mobile Network Service Quality as Chitral Warns Operators

Mobile network service quality in Pakistan is now being challenged at both the national and local level. On 26 October 2026, the district administration of Upper Chitral formally warned mobile operators to fix persistent network problems or face serious consequences, including the sealing of mobile towers. This local action mirrors a much wider crackdown by the Pakistan Telecommunication Authority (PTA) that has been building for months.

What Happened in Upper Chitral

The district administration of Upper Chitral took notice of persistent public complaints over poor mobile network services and directed telecom operators to improve service quality.

Assistant Commissioner Sultan Nooruddin Ahmar summoned representatives of all relevant mobile network operators to his office and expressed concern over daily complaints regarding inadequate services, particularly those concerning Telenor and other mobile networks.

He warned that further complaints about network outages, weak signals or poor service could lead to legal action against those responsible, including tower owners, and that authorities could also seal the relevant mobile towers if necessary.

In remote areas of the district, Telenor is the only service provider, but its service has been poor for years. This makes the warning especially serious for local residents who have no alternative network to switch to.

Mobile Network Service Quality Is a National Problem

The Upper Chitral action did not happen in a vacuum. It reflects a nationwide frustration that has been growing across Pakistan, and the PTA has been responding with growing urgency.

None of Pakistan’s four cellular mobile operators achieved full compliance with the PTA’s quality-of-service standards during the first quarter of 2026, despite passing a majority of the regulatory tests.

According to PTA’s independent Quality of Service (QoS) survey for the second quarter of 2026, operators again failed to meet several prescribed quality benchmarks, with mobile broadband emerging as the most significant area of concern. The survey, conducted between April and June across 11 cities, found considerable differences in network coverage, internet speeds, latency, voice calls, and SMS services among Jazz, Zong, Ufone, and Telenor.

While operators demonstrated high compliance in several areas, overall mobile broadband compliance reached just 85 percent, while coverage compliance stood at 98%, SMS at 97%, and voice services at 92%.

PTA’s Enforcement Actions in October 2026

PTA has moved its enforcement from the office to the field in recent weeks, conducting back-to-back inspections across Pakistan.

The PTA monitored 166 mobile sites across the country from October 15 to 22 as part of efforts to improve telecom service quality and address consumer complaints.

During the inspections, the PTA identified issues related to mobile network coverage and the quality of voice and internet services, and telecom operators were directed to resolve the problems within the specified timeframe.

Visits covered areas in Karachi, Quetta, Jacobabad, Khairpur, Rahim Yar Khan, Kasur, Pattoki, Kot Radha Kishan, Nowshera Virkan, Torghar, Faisalabad, and Gilgit-Baltistan.

Earlier in the month, between October 8 and 14, 2026, PTA carried out monitoring activities through its 10 zonal offices in Thatta, Dera Ghazi Khan, Mandi Bahauddin, Quetta, Faisalabad, and Gilgit-Baltistan.

A separate directive in September had already given operators an October deadline to fix coverage gaps across Rawalpindi and Islamabad.

Billions in Fines, But Problems Persist

The financial consequences for operators have been real. PTA has imposed a total of Rs3.41 billion in fines on various mobile operators over the past four years for violations related to mobile service quality and coverage.

Jazz, Zong, Ufone, and Telenor were issued 86 show-cause notices and 20 warning letters during this period, while financial penalties were also imposed for violations related to quality of service.

Yet fines alone have not fixed the problem. Mobile operators have expressed concerns over the heavy fines, with company representatives maintaining that some service disruptions are beyond their control, as services can be affected by government and security-related decisions.

For users in remote areas like Chitral, this debate feels distant. They simply want a phone call to go through. The threat of tower sealing by a local official may feel more immediate than a regulator’s quarterly report.

How Do the Four Operators Compare?

Based on PTA’s second-quarter 2026 survey results, performance varied considerably:

  • Jazz recorded the highest overall compliance, meeting 130 of the 132 assessed KPIs.
  • Zong followed with 128 compliant KPIs and four non-compliant indicators.
  • Ufone met 121 benchmarks but failed 11, while Telenor recorded the lowest overall compliance, meeting 112 indicators and missing 20.

Telenor’s position at the bottom of the table makes the Chitral situation all the more significant, as it is the only operator in many parts of that district.

What Comes Next for Pakistan’s Telecom Users

PTA said it would continue coordinating with telecom operators, relevant organizations, and local administrations to improve network performance and ensure more reliable telecom services for consumers across Pakistan.

During a recent National Assembly session, PPP lawmaker Aseefa Bhutto Zardari said neither 4G nor 5G was working properly in Nawabshah, while presiding officer Abdul Qadir Patel questioned the push for 5G when existing services remained unreliable.

Parliamentary Secretary for IT Sabeen Ghauri said 5G was available in 24 cities, with nationwide expansion expected to take another two years. That means millions of Pakistanis in smaller cities and rural areas are still waiting for basic reliable 4G, let alone any future upgrade.

As a user, you can file a complaint directly through PTA’s official portal if your mobile network service quality falls below acceptable levels. The regulator has tools to act, and recent weeks show it is willing to use them.

Frequently Asked Questions

Why did Upper Chitral officials warn mobile operators?

The district administration of Upper Chitral took notice of persistent public complaints over poor mobile network services and summoned representatives of all relevant mobile network operators to discuss the issue. Officials threatened legal action and tower sealing if problems were not fixed.

Which mobile operator has the worst quality record in Pakistan right now?

According to PTA’s Q2 2026 survey, Telenor recorded the lowest overall compliance, meeting 112 indicators and missing 20. Telenor is also the sole provider in many remote areas like Chitral, which makes its poor performance especially harmful for those communities.

How much has PTA fined telecom operators for poor service?

PTA has imposed financial penalties totaling Rs3.41 billion on telecom operators for failing to comply with prescribed service quality standards over the last four years. The regulator has also issued 86 show-cause notices and 20 warning letters in the same period.

What can a Pakistani mobile user do about poor network quality?

You can file a formal complaint through PTA’s consumer complaint portal at pta.gov.pk. PTA can issue warning letters and Show Cause Notices and impose financial penalties under the Pakistan Telecommunication (Reorganization) Act, 1996, applicable licences, and the Cellular Mobile Network QoS Regulations. Complaints from users help PTA build the case for enforcement.
