Pakistan digital services exports have earned the country a place among the world’s top five digital services suppliers, according to a World Bank assessment reported on 7 October 2026. The ranking is a major validation for a country that has spent years trying to pivot its economy away from textiles and commodities toward knowledge-based, high-value tech work.

Pakistan Digital Services Exports Hit a Record High in FY26

The numbers behind the ranking are striking. IT and ICT services exports reached a record $4.6 billion in fiscal year 2025-26, rising roughly 21 percent compared to the previous year. That figure includes both formal IT company revenue and freelance earnings, which alone crossed $856 million in the first nine months of the fiscal year.

In December 2025, the sector crossed the $400 million monthly mark for the first time, recording $437 million in a single month. That was a psychological barrier many in the industry had been watching for years.

Perhaps the most telling number: IT now makes up more than 10.8 percent of Pakistan’s total exports. A decade ago that share was negligible. Today it sits alongside textiles as one of the country’s biggest foreign-exchange earners, and it is growing faster.

What the World Bank Ranking Actually Means

The World Bank’s recognition focuses specifically on digitally delivered services, work sold and delivered over the internet, from software development to business process outsourcing (BPO) to SaaS products. Pakistan ranks in the top five globally for freelance earnings, with an estimated 1.5 million freelancers contributing a significant slice of those Pakistan digital services exports.

This is not just a feel-good accolade. When a multilateral institution like the World Bank formally places a country in its top tier of digital suppliers, it signals to foreign buyers, investors, and partner governments that Pakistan is a credible, large-scale source of digital talent, not just a cheap option, but a reliable one.

For Pakistani businesses and freelancers, the practical effect can be real: better contract terms, easier access to global payment platforms, and more interest from international companies looking to outsource digital work.

Beyond the US Market: Pakistan Eyes Asia-Pacific

One detail that gets missed in most coverage is the geographic shift happening inside Pakistan’s export story. Pakistani SMBs are no longer dependent only on the United States and Europe. They are actively expanding into APAC hubs like Japan and Singapore, opening new revenue lanes that reduce the risk of over-reliance on any single market.

At the same time, the mix of services is changing. Software development still dominates, but BPO, SaaS, and gaming are all scaling fast on the global stage. This diversification matters: it means Pakistan’s digital export base is getting wider and more resilient, not just bigger.

The country’s telecom backbone is keeping pace. Pakistan’s subscriber base reached about 207.2 million connections by March 2026, with broadband penetration climbing past 64 percent. A bigger, faster-connected population means more potential talent entering the digital workforce every year.

The Gap Pakistan Still Has to Close

The World Bank ranking is good news, but the institution has also been honest about how much further Pakistan needs to go. Despite record Pakistan digital services exports, the country still holds a small fraction of the total global market for digitally delivered services. Barriers such as uneven broadband coverage in rural areas, high internet costs relative to income, and a fragmented regulatory environment all limit how fast the sector can grow.

The World Bank’s own Pakistan Software Export Board (PSEB)-aligned targets had set a $5 billion IT export goal for FY2025-26. The country came close, and given the 21 percent growth rate, the $5 billion figure looks achievable within the next fiscal year if momentum holds.

Infrastructure investment is also ramping up. The World Bank recently approved a $70 million IDA-backed program for Punjab’s digital transformation, focused on broadband access and public service delivery, the kind of foundational investment that tends to pay off in export capacity years later.

For those watching Pakistan’s broader fintech and digital payment story, the growth in digital services aligns closely with the SBP’s reported 58% jump in retail digital payments in FY26, a sign that the domestic digital economy is maturing alongside the export side.

Why This Matters for Everyday Pakistanis

A top-five global ranking for Pakistan digital services exports is not just a statistic for economists. It means more jobs, higher salaries, and more foreign currency flowing into the country. When a Pakistani developer, designer, or data analyst exports their work online, they bring dollars home, dollars that support the rupee, fund imports, and reduce pressure on foreign reserves.

The structural shift is real and it is accelerating. Pakistan is no longer just a country that exports cotton and rice. It is increasingly a country that exports code, software, and digital solutions, and the world is taking notice.
