Pakistan freelancer exports crossed $856 million with a 51% jump in FY26

Pakistan freelancer exports reached $856.3 million in the first nine months of FY2025-26, a 51% jump over the same period a year ago, according to the Pakistan Economic Survey 2025-26 released by the Ministry of Finance. With three months of the fiscal year still to count, the $1 billion milestone is no longer just a target. It is almost certain.

What the Pakistan Economic Survey 2025-26 Says

Pakistan’s technology freelancers generated export earnings of $856.3 million in FY2025-26, marking a remarkable 51% increase over the previous year, reinforcing the country’s position as one of the world’s leading freelance markets.

The $856 million figure covers July 2025 to March 2026, and it compares to $567 million earned in the same period of FY2024-25. That is a gain of $289 million in a single year.

In the first half of FY26 alone, July to December 2025, freelancers earned $557 million compared to $352 million a year earlier, a 58% year-on-year jump. Momentum was clearly building early in the year.

Pakistan’s total IT exports for the nine-month period reached $3.39 billion, up 20% year-on-year. Freelancers account for roughly one in every four dollars of that figure.

Who Is Driving Pakistan Freelancer Exports

Pakistan’s freelance economy is powered by a workforce of over 2.37 million registered freelancers, according to an Asian Development Bank estimate.

The milestone underscores Pakistan’s emergence as a competitive global hub for freelancing services, particularly in software development, digital marketing, graphic design, content creation, and e-commerce.

Women are active across graphic design, content writing, digital marketing, and data entry. Fiverr in particular, with its low entry barrier, has become a starting point for women building their first dollar-earning profile.

The gender breakdown from the DigiSkills programme shows 70% of trainees are male and 30% female. While female participation at 30% represents meaningful progress, it also points to the gap that still exists in digital skills access along gender lines.

Which Platforms and Skills Are Winning

Payoneer is the dominant intermediary for marketplace-based freelancers. Upwork and Fiverr both pay directly to Payoneer accounts, which can then be transferred to Pakistani bank accounts or to newer fintech platforms like Sadapay and Nayapay.

Wise is the preferred route for direct client payments, offering lower conversion costs than traditional SWIFT wires and better rates than Payoneer in most cases. PayPal, the world’s most recognised payment tool, is still not available for outbound payments in Pakistan, which remains a real barrier for many freelancers trying to win new clients.

The skills in highest demand match global trends. The DigiSkills programme has helped equip participants with skills in areas including freelancing, digital marketing, graphic design, web development, search engine optimisation, e-commerce management and emerging digital technologies.

DigiSkills.pk conducted more than 5.14 million trainings during the fiscal year. The survey reveals that freelancers trained under the DigiSkills programme earned approximately $1.65 billion, highlighting the economic impact of skills development initiatives.

What the $1 Billion Milestone Means

The $856 million figure covers only nine months, which suggests the annual freelancer remittance contribution is on track to comfortably exceed $1 billion for the first time.

The finance minister has said the figure is on track to cross $1 billion. For Pakistan’s digital economy, that would be a historic number. It means freelancing is no longer a side activity for students. It is one of the country’s biggest sources of clean foreign exchange.

The IT sector generated a trade surplus of $2.91 billion during the nine-month period. As a share of total ICT export remittances, the trade surplus accounted for 86%, a figure that underscores how capital-light and import-independent the sector is compared to Pakistan’s traditional export industries like textiles and leather goods.

The government’s Uraan Pakistan economic plan has set an IT export target of $10 billion by FY2029. Freelancers will have to be a core part of that plan if it is to succeed.

Better Internet and Digital Infrastructure Still Needed

These numbers were earned despite real obstacles. The increase of $289 million reflects 50% growth in earnings despite challenges such as internet disruptions and electricity load shedding affecting digital work across the country.

PAFLA Chairperson Ibrahim Amin said persistent internet slowdowns are reducing productivity of online workers who contribute to foreign exchange earnings. He said unreliable connectivity, combined with frequent electricity outages, has made it difficult for freelancers to meet project deadlines, affecting platform rankings and professional credibility.

On the positive side, connectivity is improving. Broadband subscribers increased to 161 million by March 2026, while broadband penetration reached 64.2%. Greater internet access has enabled more individuals across the country to participate in online work and access international clients.

Pakistan’s digital payments landscape is also improving. The State Bank of Pakistan has enabled freelancers to keep up to 50% of their foreign income in dollar accounts, which helps protect earnings from currency swings. PSEB-registered freelancers pay just 0.25% tax on foreign remittances received through approved banking channels.

For context on how Pakistan’s broader digital economy is evolving alongside this freelancer boom, the government’s push toward digital payments across government services is part of the same shift toward a more formal and connected economy.
