IT Ministry Rejects Proposal for AI Regulatory Body in Pakistan

The Ministry of Information Technology and Telecommunication (MoITT) has opposed the establishment of an AI regulatory body in Pakistan, stating that the focus should first be on developing a strong AI ecosystem. This stance comes in response to the Senate Standing Committee’s discussion on the proposed “Regulation of Artificial Intelligence Act, 2024,” emphasizing that regulating such a transformative technology prematurely may hinder progress.

Premature Regulation Concerns

In its written reply, the ministry highlighted the premature nature of regulating AI at this stage. It noted that while AI has immense potential to drive economic and technological growth, attempting to regulate it without a solid foundation could stifle innovation. The ministry pointed out that fewer than 10 countries globally have enacted AI-specific regulations, and Pakistan should focus on foundational readiness first.

The Importance of Foundational Elements

According to the IT ministry, the prerequisites for a thriving AI ecosystem include robust data governance, availability, and protection. These foundational elements are critical to ensuring that AI development in Pakistan aligns with international standards and can be effectively regulated in the future. By addressing these areas first, Pakistan can create an enabling environment for AI innovation.

Leadership and Coordination Efforts

The ministry emphasized that leadership on AI development in Pakistan is shared between the Minister for Planning, Development, and Special Initiatives (MoPDSI) and the Minister of State for IT & Telecom. The MoPDSI has already formed an inclusive task force comprising stakeholders from the public sector, industry, and academia to develop a National AI Plan. This collaborative approach is designed to tackle AI opportunities and challenges comprehensively.

Formation of the AI Committee

In addition to the task force, the IT ministry has established an AI Committee tasked with finalizing the National AI Policy. This committee’s objective is to foster an enabling environment for AI growth and ensure that Pakistan takes measured steps toward leveraging AI’s potential. The ministry’s efforts are aligned with creating a phased roadmap for AI development.

Engaging Provinces for Inclusivity

The ministry also stressed the importance of involving provincial governments in the process to ensure inclusivity. Engaging all provinces will create a comprehensive national framework that caters to the diverse needs and opportunities across Pakistan. This approach aims to unite the country under a shared vision for AI advancement.

A Phased Approach to Regulation

The draft AI Policy includes recommendations for an AI regulator but emphasizes a phased implementation. The policy committee and task force have agreed that Pakistan should prioritize infrastructure and capacity building before introducing regulatory measures. This phased approach ensures that regulation aligns with a mature AI ecosystem and avoids premature restrictions.

Aligning with the National AI Plan

The ministry reiterated that AI regulation should only be considered once a well-developed AI environment is established. This position is consistent with the goals outlined in the National AI Plan, which is currently under development. By aligning regulatory efforts with the plan, Pakistan aims to balance innovation and oversight effectively.

Conclusion

The IT ministry’s rejection of an AI regulatory body at this stage reflects a strategic approach to fostering AI growth in Pakistan. By focusing on foundational readiness, leadership coordination, and inclusive policy development, the ministry aims to position Pakistan as a future leader in AI. Regulation will come in due course, but for now, the priority is building a robust ecosystem that supports innovation and sustainable development.
