At the outset of his mission, Allah SWT revealed the the Qur’an to the Prophet (blessings and peace of Allah be upon him) as mentioned in Surah Al Qadar, on the night of Laylat al-Qadr during the month of Ramadan.
[Surah al-Qadr 97:1] “Truly, We sent down the Qur’an during the Night of Decree.”

By the unmistakable Book.
Truly, We dispatched it on a holy night. Actually, it was to forewarn [humanity] [Surah ad-Dukhaan 44:1-3].
Later, up until the time of the Prophet’s (blessings and peace of Allah be upon him) death, it was sent down in fragments, as Allah states (meaning):
So that you may recite it to the people over a long period of time, We have divided the Qur’an into sections. Nevertheless, We have dispatched it in stages [Surah al-Isra’ 17:106].
In fact, fasting wasn’t mandated until fifteen years after the start of the Quran’s revelation, in the second year of the Islamic calendar (AH). Therefore fasting has nothing to do with the revelation of the Qur’an.
The Qur’an, the month of Ramadan, and the night of Laylat al-Qadr are all linked together. Ramadan, like the other [Arabic] months, was well-known both before and after the Prophet’s mission began.
Although Laylat al-Qadr is simply a night in the month of Ramadan, it was well-known even before fasting was mandated, hence there is no causal relationship between the two.
The Holy Quran was sent down on Laylat al Qadar as mentioned Surah Al Qadar
The Holy Qur’an were revealed to the Prophet in the month of Ramadan, one year into his journey.
The Prophet (blessings and peace of Allah be upon him) fasted for nine consecutive Ramadans, beginning roughly fifteen years after the start of the Prophet’s mission, when the first words of the Qur’an were revealed.
The words “Truly, We sent it down,” spoken by Allah (may He be exalted), according to al-Qurtubi (may Allah have pity on him), allude to the Qur’an. Since the subject of this soorah is obvious and the entire Qur’an can be viewed as a single surah, there is no need to identify it by name. To paraphrase what Allah means:
The Qur’an was revealed during the month of Ramadan. (Surah al-Baqarah 2:185)

We did indeed send it down on a blessed night. (Surah ad-Dukhaan, Chapter 44, Verses 1–3)
And it was said: Rather Jibreel (peace be upon him) brought it all down at once on Laylat al-Qadr, from al-Lawh al-Mahfooz to the lowest heaven, to Bayt al-‘Izzah, and Jibreel dictated it to the angelic scribes, then Jibreel brought it down to the Prophet (blessings and peace of Allah be upon him) piecemeal, and between the first and the last of it there were twenty-three years. Ibn ‘Abbaas,” Tafsir at-Tabari 20:129.
According to Al-Haafiz Ibn Hajar, fasting became mandatory in the year 2 AH, the year of the Battle of Badr.” (Hayy al-Baari 1/50).
