Pakistan Pushes Real Estate Tokenisation to Open Property Investment

Real estate tokenisation is now officially on Pakistan’s policy agenda. On August 13, 2026, the Finance Division confirmed that Pakistan is exploring real estate tokenisation alongside other digital asset applications, in a landmark signal that property investment in the country could soon become far more accessible to everyday people.

What Happened and Who Was in the Room

Finance Minister Senator Muhammad Aurangzeb sat down with Pakistan Digital Authority (PDA) Chairperson Dr. Sohail Munir to discuss digital transformation, digital finance, and how technology can improve access to investment. Real estate tokenisation and other investment assets came up as key areas of focus during the meeting.

The two also discussed simplifying how people open financial accounts online, improving data sharing between banks and capital markets, and making it easier for more Pakistanis to take part in the capital market through digital platforms. The Finance Minister stressed that any new initiative must be practical, scalable, and aligned with Pakistan’s broader digital economy goals.

What Is Real Estate Tokenisation and Why Does It Matter for Pakistan

Real estate tokenisation means converting ownership rights in a physical property into digital tokens stored on a blockchain. Think of it like cutting a property into thousands of small digital shares. A person who cannot afford to buy a full flat in Lahore or Karachi could instead buy a small digital slice of it, collect a share of rental income, and sell that share later without needing a lawyer or a real estate agent in between.

For Pakistan, the case for this is strong. Property has long been one of the most popular stores of wealth in the country, but it has also been one of the most exclusive. High prices, complicated paperwork, and fraud have kept millions of ordinary savers out. Blockchain records are publicly verifiable and cannot be changed, which directly tackles the fraudulent documentation and ownership disputes that have hurt Pakistani buyers for decades.

Globally, real estate tokenisation has moved well beyond an experiment. Property ownership can now be divided into digital units on blockchain networks, meaning investors no longer need millions to participate in commercial or residential properties.

The Regulatory Foundation Is Already in Place

This is not just talk. Pakistan has already passed the Virtual Assets Act 2026 and set up the Pakistan Virtual Assets Regulatory Authority (PVARA) to oversee the sector. The licensing process for digital assets has formally started, and tokenisation projects have already been launched in shares, debt, and real estate sectors. That is the infrastructure that turns a ministerial meeting into real policy movement.

Earlier this year, PVARA Chairman Bilal Bin Saqib called asset-backed tokenisation an early focus area, saying it could broaden access to investment by allowing smaller-scale participation in real estate. He also warned that any delay in building clear rules could push more users toward unregulated platforms, given that roughly 40 million Pakistanis are already active in digital assets. Annual digital asset transaction volumes in Pakistan exceed $300 billion, making the scale of this sector hard to ignore.

The Securities and Exchange Commission of Pakistan (SECP) has also been testing the idea, having included tokenised property investment in its regulatory sandbox in 2024. The groundwork has been laid over several years.

What This Could Mean for Ordinary Pakistani Investors

The biggest gap in most coverage of this story is the practical question: what does real estate tokenisation actually change for the person in the street?

  • Lower entry barrier. Instead of needing millions of rupees to buy property, a person could invest a small amount and own a fraction of a building.
  • Passive rental income. Smart contracts on a blockchain can distribute rental earnings automatically, without delays or middlemen taking a cut.
  • Transparency and fewer scams. Every transaction is recorded on a public ledger that cannot be altered, reducing the risk of fake documents and double-selling of plots that has cost Pakistanis dearly.
  • International investors welcome. Tokenisation allows a property in Lahore to be fractionally owned by investors in Dubai, London, or New York at the same time, which could bring fresh foreign capital into local real estate.
  • Easier exit. Selling a tokenised share can happen peer-to-peer in seconds, unlike traditional property sales that take months.

Pakistan’s freelancers and overseas Pakistanis stand to gain too. Digital platforms with streamlined account-opening could let the diaspora invest in local property without flying home or dealing with local agents.

This development connects naturally with broader digital finance moves the government is already making. The Finance Minister asked that any framework be practical and focused on high-impact outcomes. That means the next steps likely involve PVARA and the SECP drafting specific rules for how tokenised real estate products can be offered to the public, what disclosures are required, and how investor protection will work. Sandbox testing will probably continue in parallel.

The government has also signalled interest in improving how data flows between banks and capital markets, which is a prerequisite for a working tokenisation system. A property token needs to be connected to verified ownership records, tax data, and payment systems to be legally meaningful.

Pakistan has a rare opportunity here. Its large informal digital asset user base and an existing regulatory authority give it a head start that many comparable economies do not have. The question now is how fast the framework moves from discussion to reality.
