Pakistan Freelance Earnings Growth Hides a Shrinking Middle

Pakistan freelance earnings hit a record $1.76 billion in fiscal year 2025-26, a 78% jump that sounds like a sector flying high. But look closer and a different picture appears. A smaller group of high-skill workers is earning more, while the large base of entry-level and routine-task freelancers is losing orders, watching margins shrink, and competing on platforms that are themselves in structural decline.

The Headline Number and What It Hides

Pakistan’s IT and telecom exports reached a record $4.6 billion in FY2026, growing about 20.7% from $3.81 billion the year before. Freelancer remittances were a big part of that story, crossing $1.76 billion for the full year. Officials rightly called it a milestone.

But the sector also missed the government’s own $5 billion export target by roughly $400 million. And the aggregate growth masks a split that is becoming harder to ignore: a small elite earning more per project, and a much larger group of routine-task workers finding the market below them collapsing.

AI Is Eating the Work That Most Freelancers Actually Do

The Pakistan Software Houses Association (P@SHA) recently published data that should be required reading for anyone in the sector. Entry-level freelance project listings have dropped from roughly 15% of all available work to below 9%. Basic writing and translation gigs fell 32% year-on-year as AI writing tools became standard for clients. Hiring for entry-level tech positions at major Pakistani IT companies dropped by around 25%, and software developer employment in the 22-to-25 age group fell nearly 20% since 2024.

The roles most exposed to automation, according to the report, include data entry workers, generic content writers, graphic designers, manual software testers, junior programmers, and basic accountants. These are not niche categories. They describe the starting point for hundreds of thousands of Pakistani freelancers.

Globally, a Ramp study from early 2026 found that more than half of the businesses that spent on freelance platforms back in 2022 had stopped entirely by 2025, while spending on AI tools rose from near zero to about 2.85% of total company budgets. Clients who once paid $10 for a 500-word blog post are now using AI and paying nothing.

The Platforms Themselves Are Shrinking

This is the part the official export numbers cannot capture. Pakistan freelance earnings flow mostly through Fiverr and Upwork, two platforms that are now facing serious structural pressure.

Fiverr’s Q2 2026 results showed a shrinking revenue base and a falling buyer count, even as the average spend per remaining buyer went up. The company has cut its full-year 2026 revenue and profit guidance, acknowledging that rapid AI adoption is killing demand for low-value, transactional tasks. Its active buyer base fell 13.6% year-on-year. Its stock has lost over 60% of its value in twelve months, falling below the price at which it listed in 2019.

Upwork tells a similar story. Its stock is down roughly 56% so far in 2026. The platform ended 2025 with about 785,000 active clients, down from 832,000 a year earlier, the largest contraction in its history as a public company. Upwork itself projected a decline in its gross services volume for 2026. For Pakistani freelancers who depend on these two platforms as their primary income channel, this is not a Wall Street story. It directly reduces the pool of available work.

Platform fees add another squeeze. Fiverr takes 20% of every transaction. Upwork takes up to 10%. Fewer buyers plus unchanged fees means the same number of sellers competing for a smaller pie, with a cut taken before any rupee reaches a Pakistani bank account.

Who Is Actually Doing Well

The 78% rise in total freelancer remittances is real, and it is not a statistical trick. A growing number of higher-skill Pakistani freelancers are winning work in AI integration, cybersecurity, cloud systems, and advanced software development, areas where demand is rising. These workers command higher rates, and their earnings pull up the aggregate figure even as the bottom of the market contracts.

Specialists who understand a client’s business deeply, who can advise on strategy rather than just execute a task, are finding that their value has not been replaced by AI. In fact, some are earning three to five times what a generic AI-assisted output commands. Pakistan freelance earnings at the top end are growing. It is the vast middle and entry level where the floor is dropping.

What the Government Is Doing

The government has taken some useful steps. The National AI Policy 2025 sets a framework, and a $1 billion allocation for AI research and sovereign computing is planned for delivery by 2030. Skills programmes including “AI Seekho 2026” and government-funded scholarships aim to train up to one million professionals. The Engineering Council has launched a global freelancing programme for engineers. The preferential tax regime for IT companies and freelancers was extended in the FY27 budget.

These are real initiatives. But training one million people takes years, and the gig economy’s disruption is happening now. The gap between the pace of AI adoption by clients and the pace of skills development among Pakistani freelancers is the most important number that does not appear in any export report.

The Practical Reality for Freelancers Right Now

If your current income comes from basic content writing, simple data entry, generic graphic design, or entry-level coding gigs, the data says your market is shrinking and will keep shrinking. That is not a prediction, it is what the order-volume numbers already show.

The path forward that industry data points to is not complicated, though it is demanding. Learn at least one AI tool well enough to use it as a productivity layer, not just a shortcut. Move from delivering a commodity output toward advising on how to get a better outcome. Build a direct client relationship outside of platform algorithms where possible. Niching into AI-adjacent skills like prompt engineering, AI workflow setup, or AI-assisted data analysis is where new Pakistan freelance earnings growth is coming from in 2026.
