The bill proposed fines of up to Rs5 million for non-compliant platforms and even jail time for adults who helped minors open accounts. It also gave the Pakistan Telecommunication Authority (PTA) the power to delete existing underage accounts.
The bill was withdrawn in August 2025 after strong objections from stakeholders who said the age limit and penalties were too harsh. A revised version was promised but never appeared. In January 2026, a group of senators raised the issue again through a calling attention notice, this time proposing restrictions for children under 18, but that too did not result in any formal legislation.
