The SBP core banking network has just received its biggest technology overhaul in years. Pakistan’s central bank, working with American tech giant Cisco, has completed a multimillion-dollar upgrade that includes a brand-new software-defined data centre at the State Bank of Pakistan‘s head office in Karachi. The US government joined the celebration, calling it a sign of growing commercial trust between the two countries.

What Happened at the SBP Head Office

US Chargé d’Affaires Natalie Baker joined SBP Governor Jameel Ahmad and senior executives from Cisco Systems Pakistan at the central bank’s head office in Karachi to mark the successful deployment of the new core banking network and software-defined data centre.

Baker spoke at the ceremony about the importance of trusted and secure technology in modern financial systems, saying: “The State Bank of Pakistan’s choice to partner with American industry demonstrates a commitment to technology quality, security, and long-term reliability.”

SBP Governor Jameel Ahmad and Cisco Country General Manager Kashif Ul-Haque praised the joint engineering effort that completed the complex implementation and migration while maintaining uninterrupted central banking operations. That last point matters: central banks cannot just go offline. Keeping services running smoothly during a live system migration is a serious technical challenge.

What Is a Software-Defined Data Centre

Most people hear “data centre” and picture a room full of servers. A software-defined data centre (SDDC) takes that idea further. Instead of relying on fixed, physical hardware for every task, an SDDC uses software to control the network, storage, and computing resources. This means the bank can scale up capacity quickly, isolate problems without shutting down services, and push security updates across the whole system from one place.

For Pakistan’s central bank, this is a practical upgrade. The old setup required manual configuration of physical equipment. The new SDDC lets engineers manage the whole infrastructure through software, which is faster and far less error-prone.

The SBP Core Banking Network and Why It Matters

The SBP core banking network is the backbone of Pakistan’s financial system. It handles interbank settlements, government payments, and the movement of money between all commercial banks. When this network slows down or fails, the effects ripple across every bank in the country.

The project established a secure, agile, and resilient software-defined data centre architecture designed to safeguard monetary stability and ensure reliable digital banking services across the country.

This upgrade fits into a broader pattern of infrastructure investment at the SBP. In August 2025, the central bank launched its Prism Plus payment and settlement system, which includes new features for liquidity management, transaction queuing and prioritisation, and scheduling of future-dated payments. The new Cisco-built network now gives that system a stronger, more modern platform to run on.

You can read more about the policy environment shaping these upgrades in our earlier piece on digital finance adoption barriers in Pakistan, which explains why infrastructure alone is not enough without the right regulatory framework behind it.

What This Means for Pakistan’s Fintech Sector

A stronger SBP core banking network has direct effects on every bank, fintech startup, and payment app that connects to the central bank’s systems. Here is what changes:

  • Faster settlements: Interbank transfers and clearing operations run on SBP infrastructure. A more agile network means faster processing times for transactions that touch the central bank.
  • Higher uptime: Software-defined architecture makes it easier to fix faults without taking the whole system offline. Banks and fintechs that depend on SBP APIs get a more stable connection.
  • Better security: The new system is built for modern cyber threats. This matters as Pakistan’s digital banking user base keeps growing and attackers grow more sophisticated.
  • Room to grow: FinTechs must now accelerate partnerships with local data centre providers, and this policy environment will likely push significant investment into Pakistan’s domestic Tier-III and Tier-IV data centre infrastructure. A modernised SBP network helps set the standard.

US-Pakistan Tech Partnership Behind the Project

The multimillion-dollar project was awarded to US technology company Cisco, marking a significant step towards modernising Pakistan’s critical financial infrastructure.

The event underscored the US government’s ongoing commitment to fostering private-sector collaboration, promoting transparent and secure digital infrastructure, and deepening bilateral trade and investment relations between the United States and Pakistan.

Baker added that the US valued its longstanding commercial partnership with Pakistan and stood ready to continue connecting Pakistani institutions with world-class American innovation.

Cisco is one of the world’s largest networking companies. Its software-defined networking products are used by central banks and large financial institutions in dozens of countries. Winning the SBP contract puts a high-profile reference in the region and signals that Pakistan’s central bank is now shopping at the same level as more advanced economies.

What Comes Next

The upgrade of the SBP core banking network is a foundation, not a finish line. With the network layer modernised, the SBP can now push more ambitious digital services on top of it. These could include real-time gross settlement upgrades, expanded open banking APIs for fintechs, and tighter integration with the country’s growing instant-payment ecosystem.

For ordinary Pakistanis, the near-term difference will likely be felt as fewer banking outages, faster interbank transfers, and a central bank that can respond more quickly when something goes wrong. The bigger picture is a central banking system that can support a digital economy, not just a paper one.

Frequently Asked Questions

What is the SBP core banking network?

It is the central technology system that the State Bank of Pakistan uses to process interbank payments, government transactions, and financial settlements across all banks in the country. When it is upgraded, the effects reach every bank and payment app connected to it.

Who built the new data centre for SBP?

American networking company Cisco was awarded the contract. The multimillion-dollar core banking network project, awarded to Cisco, represents a major milestone in modernising Pakistan’s critical financial infrastructure, and the project establishes a secure, agile, and resilient software-defined data centre architecture.

Did banking services stay online during the upgrade?

Yes. SBP Governor Jameel Ahmad and Cisco Country General Manager Kashif Ul-Haque praised the joint engineering effort that completed the complex implementation and migration while maintaining uninterrupted central banking operations.

How does this affect everyday bank customers in Pakistan?

Directly, customers should see fewer system outages and faster interbank transactions. Over time, a modern SBP core banking network allows the central bank to roll out more digital services, support open banking, and handle the growing load from mobile wallets and fintech apps across Pakistan.
