USF Pakistan Subsidy Tops $1 Billion After 158 Projects

The USF Pakistan subsidy has officially crossed the $1 billion mark, a milestone announced by Federal IT Minister Shaza Fatima Khawaja on 13 October 2026 at an international digital transformation symposium in Islamabad. The Universal Service Fund (USF) has now deployed $1.054 billion in contracted subsidies, completing 158 of its 185 awarded projects and directly benefiting more than 38.4 million people across the country.

The number is big. But what does it actually mean for Pakistan’s digital future, and is the money delivering real results?

What Is the USF Pakistan Subsidy and Where Does the Money Come From?

The Universal Service Fund was set up in 2007 with one clear goal: take connectivity to parts of Pakistan where telecom companies would never go on their own because those areas are not commercially viable. Think rural Balochistan, remote KP valleys, and sparse Sindhi districts.

Here is the part that most headlines skip: this is not taxpayer money from the federal budget. The USF Pakistan subsidy pool is funded by telecom companies themselves, who contribute 1.5% of their revenues to the fund every year. That works out to roughly Rs 7 to 8 billion per year flowing in from operators. The government collects it and channels it back to those same operators, but only when they build in places they otherwise would not.

In plain terms, it is a cross-subsidy: profitable urban customers and big telecom revenues quietly fund connectivity for underserved communities.

The USF Pakistan Subsidy in Numbers

USF Pakistan has deployed $1.054 billion in contracted subsidies, completing 158 of 185 awarded projects, using more than Rs 169 billion in subsidies and directly benefiting over 38.4 million people.

Do the rough math: that works out to about $27 per person reached. For populations that previously had no voice call or internet signal, that is a relatively low cost per head for digital inclusion. The USF has also laid more than 13,000 kilometres of optical fiber across the country, which is physical infrastructure that will last decades.

But the picture is not entirely rosy. The fund has completed 158 of its 185 awarded projects, meaning 27 projects are still in progress. Delays in remote terrain are common, but they also mean millions of people are still waiting.

Where Did the Money Go?

Historically, Balochistan received the largest share of USF funding. Balochistan received Rs 52.30 billion, with the high allocation reflecting the province’s priority status due to its large number of remote and underserved areas. Punjab ranked second, followed by Khyber Pakhtunkhwa and Sindh.

The geographic split makes sense: the areas with the weakest private telecom investment got the most public support. That is the fund working as designed.

The APT Symposium and What Comes Next

The symposium was co-hosted by the Ministry of Information Technology and Telecommunication and USF Pakistan, in collaboration with the APT Secretariat, bringing together ministers, telecom regulators, industry executives, and delegates from across the Asia-Pacific region.

The three-day event establishes a forward-looking blueprint to modernize universal service mandates, pivoting from traditional coverage and voice subsidies toward gigabit fiberization, non-terrestrial satellite networks, smartphone device financing, and localized rural AI infrastructure.

That shift in direction is important. The first phase of the USF Pakistan subsidy was about getting any signal to people at all. The next phase is about getting fast signal, affordable devices, and eventually AI tools into rural communities. Discussions are focusing on expanding fiber broadband infrastructure, satellite connectivity, affordable smartphones, and ways to make digital services more accessible to underserved communities.

Pakistan is also finalising satellite internet rules, which would bring low-earth orbit providers into the mix. If you want to understand how that fits into the broader connectivity picture, read our article on Pakistan’s satellite internet framework nearing completion.

Does the $1 Billion Investment Show a Real Return?

This is the question most coverage does not ask. The short answer is: the signs are positive, but measuring ROI on public digital infrastructure is genuinely hard.

On the macro side, the link between connectivity and economic output is visible. Pakistan closed fiscal year 2026 with a record $4.6 billion in IT exports, a roughly 21% rise from $3.814 billion the previous year, marking the highest annual earnings in the sector’s history. Broader connectivity is one of the conditions that makes remote work and digital exports possible.

Pakistan could unlock $60 billion to $80 billion in economic gains through digital transformation over the next five years, according to a briefing by the Pakistan Digital Authority to the National Assembly Standing Committee on IT and Telecom. Connectivity is the foundation on which all of that rests.

On the ground level, 38.4 million people now have access to voice and data services they did not have before. That means telemedicine, mobile banking, digital schooling, and the ability to sell goods online are now reachable for a large population that was previously cut off.

The Pakistan Telecommunication Authority (PTA) oversees the broader policy environment in which USF operates, and the regulator’s rules on spectrum and licensing directly shape how fast USF projects can be rolled out.

What the Critics Say

Not everyone agrees the model is efficient. Some analysts argue that giving subsidies back to the same large telecom companies that already earn strong profits from urban markets creates a conflict of interest. Others point out that 27 projects are still unfinished, and that some areas may still lack coverage years after a contract was signed.

There is also the question of whether voice and basic 4G connectivity is enough in 2026. A 2025 Asian Development Bank report highlighted structural issues within Pakistan’s digital ecosystem, noting that despite a telecom market valued at $4.52 billion, the country continues to struggle with high taxation, limited fibre-optic expansion, and delayed policy reforms. Crossing $1 billion in subsidies is a milestone, but the gap to global standards remains wide.

Frequently Asked Questions

What is the USF Pakistan subsidy programme?

The Universal Service Fund (USF) is a government body that channels subsidies to telecom operators to build network infrastructure in unserved and underserved areas of Pakistan. It was set up in 2007 and is funded by a 1.5% levy on telecom company revenues.

How much has USF spent and how many people has it reached?

As of October 2026, the USF Pakistan subsidy has crossed $1.054 billion in deployed contracted subsidies. The fund has completed 158 of 185 projects, laid over 13,000 km of fiber, and directly benefited more than 38.4 million people.

Who announced the $1 billion milestone?

Federal IT Minister Shaza Fatima Khawaja announced the milestone on 13 October 2026 at the Asia-Pacific Telecommunity (APT) Symposium on Digital Transformation, held in Islamabad from 13 to 15 October 2026.

What are the next priorities for USF Pakistan?

The fund is now moving beyond basic voice and 4G coverage toward gigabit fiber broadband, low-earth orbit satellite connectivity, affordable smartphone financing, and AI-powered services for rural communities across Pakistan.
