MoITT Buys Laptops and LED Displays to Get Pakistan AI Body Running

Pakistan’s NAAI AI infrastructure push has moved from policy documents to a formal procurement process. The Ministry of Information Technology and Telecommunication (MoITT) has issued a Request for Proposal (RFP) to supply laptops, LED displays, and other digital equipment to the National AI Advancement Initiative (NAAI), the body at the centre of Pakistan’s national AI plans. This is a small but concrete step that signals the government is serious about giving its AI programmes a physical home and working tools.

What Is the NAAI and Why Does It Need Hardware?

The National AI Advancement Initiative (NAAI) is MoITT’s flagship programme to build a real AI ecosystem in Pakistan. It sits at the heart of Pakistan’s National AI Policy, which the federal cabinet approved in July 2025. The NAAI’s job is big: it is meant to connect startups, universities, investors, and government bodies under one national framework and help Pakistan become a regional AI hub.

A body with goals that large needs working offices. That is exactly what this procurement is about. The equipment being sourced is intended to give the NAAI the office and digital tools it needs to run its day-to-day operations and support AI-related projects across the country.

What MoITT Is Actually Procuring

The RFP covers hardware including laptops and LED display screens, along with other office and digital equipment. MoITT has been clear about its standards: all items must be brand new, defect-free, and come with warranties. The procurement also requires proper installation and after-sales support from whichever supplier wins the contract. Prices must be quoted in Pakistani Rupees and must include all applicable taxes under Pakistani law.

Suppliers must submit bids through the Public Procurement Regulatory Authority’s (PPRA) electronic procurement platform, along with physical hard copies. Bids must be in by 11:00 am on August 25, 2026, and will be opened at 11:30 am the same day. MoITT reserves the right to accept or reject any bid under PPRA rules.

NAAI Pakistan AI Infrastructure, The Bigger Picture

This hardware procurement is just one piece of a much larger effort. Under the NAAI, MoITT plans to establish seven AI Hubs in Islamabad, Lahore, Karachi, Peshawar, Quetta, Muzaffarabad, and Gilgit. The hubs are designed to incubate 560 AI startups, give non-dilutive seed grants to 150 of them, and build collaboration spaces with high-speed internet, research labs, and mentorship rooms.

At the same time, Pakistan’s government has committed to investing $1 billion in AI by 2030 and has declared AI a national priority sector. The Prime Minister has also directed that Pakistan move from a services-led economy to an AI-powered growth model, embedding artificial intelligence across education, workforce development, and public services.

Federal Minister for IT, Shaza Fatima Khawaja, has been vocal about these ambitions. Her ministry has also been running AI Seekho 2026, a training programme with Google, Telenor, and Innovista that targets 20,000 learners and is directly linked to the NAAI’s capacity-building goals.

Why Buying Laptops Actually Matters for AI Policy

Pakistan has a habit of announcing ambitious tech plans that stay on paper for years. What makes today’s news different is that it is a procurement action, not a press release. Issuing an RFP through the PPRA’s official e-procurement system is a legal, time-bound step. There is a deadline. There will be a winning supplier. Equipment will be delivered to MoITT’s premises in Islamabad.

That matters because national AI strategies only work when the institutions behind them have staff who can actually sit down, open a laptop, and start building things. The NAAI Pakistan AI infrastructure build-out, starting with basic operational hardware, is how a policy on paper becomes a programme on the ground.

It is also worth noting that MoITT’s own structure is being reformed. The ministry recently announced plans for a major restructuring under the World Bank-supported Digital Economy Enhancement Project (DEEP), aimed at turning it into a modern digital governance institution fit for the AI era. Getting the NAAI properly equipped fits neatly into that wider upgrade.
