Pakistan Umrah Rules Tighten Under New Ministry Framework

The Pakistan Umrah rules have changed in a big way. The Ministry of Religious Affairs has issued a fresh notification that puts all Umrah services under direct government oversight for the first time. If you are planning to perform Umrah, this affects you directly, from how you book your package to how you pay for it.

Why Pakistan Umrah Rules Changed Now

For years, Umrah travel was largely unregulated. Private operators worked with little official oversight, and many pilgrims fell victim to fraud, broken promises, and vanishing agents. The government passed the Hajj and Umrah (Regulation) Act 2024 to fix this. That law gave the Ministry of Religious Affairs full authority over Umrah operations, something that had never happened before. The new notification issued this week puts that authority into practice.

Historically, the ministry only regulated Hajj. Umrah was a free-for-all. Small, unregistered companies could promise anything and face no consequence. That changes now.

What the New Pakistan Umrah Rules Actually Say

Here are the key points every intending pilgrim needs to understand:

  • Approved operators only: Only companies that hold official approval from the Ministry of Religious Affairs can offer Umrah services. No licence means no legal right to sell you a package.
  • Public list of operators: The ministry will publish a list of all approved Umrah companies on its official website. Pilgrims can check this list before paying anything.
  • Complaints limited to approved firms: If you book through an unregistered agent and something goes wrong, the ministry will not help you. It will only accept complaints against companies on the approved list. Any loss from booking through an unregistered operator falls on the pilgrim alone.
  • Bank payments only: Pilgrims must pay for Umrah packages through formal banking channels, not cash or informal transfers.
  • Keep all documents: Receipts, contracts, and any related paperwork must be kept safe. These will be needed if a complaint is ever filed.
  • Nusuk verification for operators: Umrah operators have been told to verify their Nusuk agreements without delay. Nusuk is the official Saudi platform for pilgrim bookings, and a valid Nusuk-registered hotel booking is now required to process a visa.

A New Committee Will Run the System

To manage the new framework, the government has set up an Umrah Policy Committee. This committee is chaired by the Additional Secretary of the Ministry of Religious Affairs. Its members come from the Ministries of Interior, Foreign Affairs, and Law, plus the Cabinet Division. The committee will write the full policy and watch over how it is enforced. Future Umrah policies will also need cabinet approval before they take effect, adding another layer of oversight.

What Happens to Operators Who Break the Rules

The Hajj and Umrah Act 2024 sets out clear penalties for violations. These include blacklisting, suspension or cancellation of licences, and reduction of Hajj or Umrah quotas. In serious cases, performance guarantees can also be forfeited. This is a real deterrent. Before this law, an unregistered company could simply shut down and reopen under a different name.

What This Means for Pakistani Pilgrims Right Now

If you have already booked through a company, check whether it appears on the ministry’s approved list at mora.gov.pk. If it does not, you may want to reconsider your booking. The ministry has been clear that it will not step in for disputes involving unapproved operators.

For anyone planning to book in the coming weeks or months, the process is straightforward. Visit the ministry website, find the list of approved operators, pick one, and pay through your bank account. Keep every piece of paper you receive.

The move also has a wider benefit. Industry voices have noted that limiting services to registered companies pushes operators to protect their reputation, since losing a licence now carries real consequences. Smaller, unregistered companies that used to make false promises can no longer operate legally under the new Pakistan Umrah rules.

The Pakistan Angle Most Coverage Misses

Most reports have focused on what the rules say. What they have not covered is the practical risk that already-affected pilgrims face. If you paid cash to an unregistered agent, which was common, you have no legal recourse under the new system. The ministry’s advice to use banking channels going forward is sound, but it does not help those who paid informally in the past.

Going forward, paying through a bank account creates a paper trail. If an approved operator fails to deliver, the pilgrim has evidence and a government body to complain to. This is a genuine step forward for consumer protection in a sector that handles billions of rupees every year and touches one of the most important religious duties for Pakistani Muslims.

The updated Pakistan Umrah rules align with Saudi Arabia’s own tightening of the process. Saudi authorities now require confirmed hotel bookings on the Nusuk platform before a visa can even be processed. Pakistan’s domestic regulation now mirrors that stricter approach from the Saudi side, creating an end-to-end chain of accountability.
